It should be noted this position was open due to the pending retirement of Sgt. Pat Hogan on January 7, 2026. This was a lateral police officer transfer interview only. Qualifications needed for this lateral transfer position included a minimum of one year of full-time law enforcement experience, police science or criminal justice degree (associates degree or higher) at the time of hire. In absence of the required degree, related military and law enforcement experience to be considered. If not currently certified in Wisconsin, they must have received certification with the Wisconsin Law Enforcement Standards Board at hire. The interview panel consisted of myself, Lt. Branden Cedarwall, Sgt. Matt Rynders, Sgt. Ryan Oswald, Officer Chris Agamaite, and Tony Posnik, Director of Human Resources. The panel interviewed five candidates and narrowed the list down to the top candidate. The top candidate met with Chief Pfister for a secondary interview. We have completed the background investigation of the top candidate and are looking for the police commission to certify the appointment. Upon completion of the background investigation, Chief Pfister met again with the top candidate, Ryan Kallas, and following his meeting with him, offered a conditional offer of employment. Ryan has successfully completed the pre-employment psychological exam, medical exam, and drug screen. I request that the police commission confirm the top candidate that has been presented today. Respectfully Submitted, Captain Brad Timm 4 January 27, 2026 TO: Police Commission FROM: Captain Brad Timm RE: Police Officer Eligibility List 1. Ryan Kallas Respectfully submitted, Brad Timm Captain of Police 5
