Adjourn Gina Kozlik, City Clerk City of Oconomowoc Notice is hereby given that a majority of the Common Council will be present at the above scheduled meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Focus on Community Growth – A. Research and Plan for City Development 1. Develop options and housing diversity (mix ratio) BACKGROUND On January 6, the Council provided directions that adjustments to the housing ratios would be handled on a case-by-case basis. This requires an amendment to the Comprehensive Plan. Attached is Public Hearing Notice to start the process for The Harvest. Shown below are our current ratios and the adjusted ratios with the proposed housing units added to the Pabst Farms development. ANALYSIS Currently the steps to the process include:  Publish Public Hearing Notice in the paper for amendments to the Comprehensive Plan for 30 days in advance of the meeting  Plan Commission Reviews and makes recommendations to the Council  Common Council holds the Public Hearing and can act on an amending ordinance  A copy of this Comprehensive Plan amending ordinance shall be sent to the following: 1. All governmental bodies located in whole or in part within the boundaries of the City. 2. The Clerk of every local governmental unit that is adjacent to the City. 3. The Wisconsin Land Council. 4. The Department of Administration. The Southeastern Wisconsin Regional Planning Commission. 6. The public library that serves the area in which the City is located. As we go through the process for the Harvest, we would like to initiate action to remove the ratios from the Comprehensive Plan and use an ordinance to adjust them. Housing ratios are not required by State Statute to be identified in the Comprehensive Plan. This will simplify the steps for future changes. Note, both the approvals from the Plan Commission and Common Council remain in place. The proposed procedure would be:  Plan Commission Reviews and makes recommendations to the Council  Common Council acts on the amending ordinance ADDITIONAL ANALYSIS Going forward, we feel it would be helpful to outline the steps needed to apply for an adjustment to the housing ratios. These steps mimic what we did for The Harvest and assume we would accomplish changes with an ordinance. 1. Developer meeting with City Staff (this could be multiple meetings) 2. Developer meeting with Mayor and City Staff 3. Developer presents their project during an open session Committee of the Whole or Common Council meeting 4. If needed, Developer has four meetings, each with Mayor, City Staff and two Aldermen 5. If needed, Developer presents their revised project during an open session Committee of the Whole or Common Council meeting 6. Developer applies for Plan Commission review of an ordinance and recommendation to the Common Council 7. Common Council acts on the ordinance to adjust the housing ratios FINANCIAL IMPACT N/A RECOMMENDATION N/A SUGGESTED MOTION None. Staff is looking for direction. The purpose of the public hearing is to hear public comments on the application by Scott Yauck, Cobalt Partners for an amendment to Chapter 3-Housing in the City of Oconomowoc Comprehensive Plan 2050. The request is to change the Housing Mix Policy. The established housing ratio found on page 47 of the Comprehensive Plan is for housing to not drop below 60% for single-family dwellings, not to exceed 35% for multi-family dwelling units and not to exceed 5% for duplex units. The desired housing mix is being requested to change to not drop below 58.0% for single-family dwellings, not to exceed 37.3% for multi-family and not to exceed 4.7% for duplex units. This change would allow for a development called the Harvest at Pabst Farms to comply with the housing ratios which includes a minimum of 44 single-family homes and not to exceed 334 multi- family units. The project is located north of Pabst Farms Blvd, west of Sawyer Rd and south of Lake Country Village Subdivision. The complete application may be viewed on the City’s website at www.oconomowoc-wi.gov under Public Notices or in the City Planner’s office at City Hall during regular business hours. If a person with a disability requires the meeting be accessible or materials at the meeting be in an accessible format call the City Clerk’s office at 262-569-2186 at least 48 hours prior to the meeting to request adequate accommodations. Interested persons may attend the public hearing in person or submit their opinions to the City Clerk in writing prior to said hearing. Gina Kozlik, City Clerk 4 1 MEMORANDUM ADMINISTRATION – PUBLIC WORKS - PARKS Date: January 20, 2026 To: Mayor and Common Council From: Mark Frye, City Administrator Jason Herzog, Director of Public Works Eric Boettcher, Director of Parks, Recreation and Forestry Re: Follow up discussion for City Green Improvements RELATES TO THE STRATEGIC PLAN Strategic Goal IV.A. Plan and Implement Quality of Life Assets and Community Amenities BACKGROUND Over the past several months we have seen multiple versions of what City Green could look like. Each of the options viewed in the past failed to gain a consensus as to what should be done. Staff is looking for directions on how to move forward and obtain bid cost for a project that achieves support from much of the Council. For this project, budget amendments will be required. Any project requiring a budget amendment must receive a super majority vote for approval. FINANCIAL IMPACT Utilizing Impact Fees, TIF Funds, Tourism Funds and Fund Balance for the construction contingency our total budget is $3,338,573. We need to refine the design and gather additional information to determine the cost of the latest proposal and ultimately obtain construction bids. Should directions to move forward be provided, these would be our next steps. ADDITIONAL INFORMATION City staff have organized multiple scenarios to discuss further design layouts to be created. Below are layouts for bathrooms that all can work with the new park. Option 1. L-Shaped 7-unit building (4 women’s & 3 men’s) – 800sf a. Single story “L-shaped” bathroom that is positioned on the North and West side of Etcetera Building where the stairs and trash enclosure are. b. Handles everyday and higher use, possibly can accommodate a Beer Garden Event c. Costly, requires relocating the trash enclosure, and will be difficult to match into an exterior staircase, and building. d. Estimated cost $700-800k + cost of new trash enclosure 5 2 Option 1 Floor Plan Option 2. and Option 3a. Linear 4-unit building (2 women’s & 2 men’s) – 465sf a) Single story linear building adjacent to the exterior staircase. b) Trash enclosure can remain and be incorporated into the new building. c) Challenge to blend an exterior staircase and existing building together d) Bathroom “lines” can extend into the park e) Estimated cost - $475-575k Option 2 Floor Plan Option 3b and Option 3c. Free standing 4-unit building (2 women’s & 2 men’s) a) Single story stand alone building tucked on the Northeast corner of the new park. b) Located in between the new boardwalk and parking lot. c) Multiple orientations available  Option 3b - Rectangular 417sf  Option 3c - L-shaped 433sf d) Avoids design challenges around the existing Ecterra building and staircase e) Allows the trash enclosure to stay in same location. Trash enclosure can be rebuilt. f) Keeps the backup of bathroom use out of the direct park area g) Estimated cost - $475-575k 6 3 Option 3b Floor Plan Option 3c Floor Plan Option 4. Free standing Huffcutt 6-unit building (3 women’s & 3 men’s) – 495sf a. Single story stand alone building tucked on the Northeast corner of the new park. b. Located in between the new boardwalk and parking lot. c. Avoids design challenges around the existing Etcetera building and staircase d. Allows the trash enclosure to stay in same location. Trash enclosure can be rebuilt. e. Keeps the backup of bathroom use out of the direct park area f. Estimated cost - $285-325k. This includes the base cost of the structure and an estimated $100,000 to modify it for year round use. 7 4 Option 4 Floor Plan RECOMMENDATION Staff is seeking direction to bid out this project to move this forward Mayor Magnus Recommendation: For more than a decade, the City has invested substantial time, professional expertise, and financial resources evaluating improvements to the City Green, including the long-standing need for permanent 8 5 public restrooms. The options before you tonight are thoughtful, well-vetted, and reflect a tremendous amount of staff effort. I want to sincerely thank our staff for their diligence, persistence, and professionalism in bringing these alternatives forward. At this point, the role of the Council as policymakers is clear: the community is seeking action, and the process has reached a point where a decision is both appropriate and necessary. My recommendation is straightforward and deliberate. This evening, I urge the Council to take two actions: first, select a restroom layout and location; and second, provide staff with direction to complete final design and engineering and proceed to bid. Specifically, I recommend Option #4, the freestanding six-fixture unit located in the northeast area of the City Green. This option is the most cost-effective, offers future flexibility should relocation ever be desired, and allows for exterior design modifications that can be thoughtfully integrated into the historic character of the Green. Delaying a decision will only increase costs and reduce value over time. We are currently positioned to utilize favorable TIF funding, avoiding additional taxpayer impact, but that window is not indefinite. While the bidding process will ultimately determine final costs and remains market-driven, staff have worked diligently to provide reliable estimates to inform your decision. The residents deserve resolution, and now is the appropriate time to move forward.
