Committee Business
a. Discuss Procedure for Adjusting Housing Ratios
City Administrator Frye reviewed that the direction from Council was to look at these on a case-by-
case basis, but he wanted to also review the process and extra steps for adjusting ratios with it
being part of the comprehensive plan and it was something to update with their reviews moving
forward. Spiegelberg asked why it was put in the comprehensive plan, and City Planner Gallo
explained that one of the statutory elements is the housing chapter which gives communities
flexibility shaping their own housing chapter. Gallo said at the time there was a lot of discussion
about the ratios, and looking back it might not have been the best choice to include it. He was not
aware of any other municipalities that put numbers in and thought an ordinance might be a better
place for it. Rosek said he thought other communities had it in somewhere when they discussed
this. Gallo said he did provide other communities’ census data but not from their comprehensive
plan or a defined policy. Spiegelberg said they needed to address if it should be in the
comprehensive plan from a timing standpoint. Gallo agreed it has been altered several times and it
should instead be a long-range plan. Rosek asked if there would be time savings and Gallo thought
there would be. Schellpeper asked if others have interest. Gallo indicated there were at least three
others associated with senior housing projects. Schellpeper asked if they change zoning, do they
need to change the comprehensive plan, and Gallo said it would not be necessary if the zoning was
consistent. Gallo added that a land use map is different, but the ratio is more of a policy. Frye
noted it would be revisited when something additional comes forward.
b. Discussion/direction for City Green Improvements Bidding Project Scope
Public Works Director Jason Herzog reviewed the layouts and options that were included in the
packet. He introduced the idea of using a precast unit similar to what was used in Rockwell Park,
with exterior additions to make it year-round. Frye referenced the Option 4 floor plan at the north
end of the park and reviewed the exterior improvements, bringing the price range to $300,000-
320,000. Frye said it is a favorable option with heat, insulation, and updates to the roof, exterior,
and stonework. Ellis asked if the public had seen it and he asked if the garage option was
reviewed. Frye confirmed it was in the paper, and this option brings it within budget for costs. The
Mayor added it could provide flexibility being movable if things unfold with the unit to the north. Ellis
said he appreciated not having to move the dumpsters with this option. The Mayor added that there
would be no lost parking. Mulder commented that they looked at something the same size some
years ago in the #11 position and he was not in favor of it, but he likes the long, thin option at the
#16 area instead of at the lakefront. Spiegelberg asked if the modular building would be available in
the long, thin footprint, but it was not. Aultman Kloth, remembered asking if they did less stalls,
could they do something sleeker by the building, adding that she did like the #16 positioning and
was not in favor of blocking the views of the lake.

Committee-Of-The-Whole - January 20, 2026
The Mayor said that was hopeful that with direction they could begin the process if it was just the
City Green or also the restroom building with additional work. Rosek asked when they would need
to use the TIF funds, and Frye explained that it would be March of next year. Spiegelberg asked if
impact fees would expire and it was confirmed they would not. Jungwirth was in favor of City Hall
bathrooms because they would be the least expensive and would not block the lake. Aultman Kloth
thought they agreed on the need for bathrooms. Schellpeper said the bathrooms would be nice, but
not necessarily a need, and not on the Green and he had concerns with something along the lake
and was not convinced the City has looked at existing buildings and collaboration. McConnell
stated he did think bathrooms are needed and was not in favor of blocking views or a prefabricated
building.
Jungwirth would like more detail on the City Hall option and if they have exhausted every location.
Rosek agreed there should be bathrooms, but blocking the lake would be a mistake. He would like
to see numbers on the bathroom in City Hall and the narrow footprint along side the building on the
Green. Aultman Kloth said they are looking for highest use, but then also best place, and the
struggle is those might not be the same. She also said the Oz Plaza space might be the best place
with good signage, but she was also in favor of the narrow unit in the area of #16. Ellis favors the
City Hall location and not anything on the green, and likes #2 and #5, but those are too close to the
lake. He also liked the Oz Plaza location. Spiegelberg said she thought they need the bathrooms
on the Green and didn’t want to jeopardize the City Hall building. She supports the rectangular
restrooms up against the building, but is not in favor of only 2 stalls. She still liked the #3 area, the
flex space, it’s accessible and not blocking the view. Mulder did not support the City Hall location
and they have not heard from Golosi or Grill 164 that people are using their bathrooms. He said
they are needed and they know the bathrooms are being used at Roots, and they should be put
where they are used.
Not hearing a strong consensus, the Mayor added if they want to look at going into City Hall, it
might not be the best with the historic building and a needs assessment would need to be done.
Herzog commented that he appreciated getting things narrowed down and recapped that they liked
the lineal-type bathroom in the area of #16 also with another option of a precast unit in the
northwest corner. The straw poll for the northwest corner was not a favorable location. The long,
lineal building at #16 was favored by Jungwirth, Rosek, Aultman Kloth, Ellis, Spiegelberg, Mulder
and McConnell.
Rosek also said they would like some numbers on the City Hall and he agrees there is the cost, the
location, and the usage to consider. He added he would like to consider costs for a 2 or 3 stall
option. Herzog explained he wants to put it together and present it with dates and timelines.
Aultman Kloth asked if it would fit in Oz Plaza space, and Herzog thought it would be more the size
the building at Rockwell. Herzog offered to look at what other options might lay out in City Hall.
The Mayor said looking at the timeline would be helpful and then work back from there.
