Jashinsky opened the discussion of the site plans for the plan elements of The Hillside on Maple
Condominium Development.
Pehl presented the site plans for the plan elements. He stated that they gave JSD a review letter and
received a subsequent new plan set that addresses the majority of the review comments. A new review
will be done based on the new submittal. Pehl indicated the Committee will now have the opportunity to
comment on the plan.
Jashinsky asked about whether there was an old well on site that was properly abandoned. Barker stated
he didn’t see anything. Jashinsky also asked if the old septic system was still active. Barker stated it
was not. He indicated he received approvals to remove the electric and gas service as well as finding
and capping the sewer lateral. He indicated the water has been turned off and they are ready for
demolition.
Jashinsky then asked if there were any comments on the proposed parking. Bauman asked if there
would be designated visitor parking. Barker responded that each unit would have approximately 4 private
parking spaces in front of their garages with areas off to the side as well.
A discussion occurred about whether the space was adequate and approved by the Fire Department for
equipment entry and turn around. Pehl stated that cars would have to move into where the parked cars
are to turn around, which could be problematic. Barker agreed to add additional asphalt to the tighter
areas near Units 3, 6 and 7.
Baumann questioned the drainage near Unit 2. Barker suggested turning the drainage pipe away from the
driveway and towards Basin #2.
Scardino brought up the dimensions of the retaining walls. A discussion occurred about the dimensions
and large stone material that will be used for the retaining walls. Jashinsky thought that there was an
ordinance that any wall over 4 ft. needed a fence. Scardino said that Waukesha County requires any wall
over 4 ft. needed to have a secure railing that can stop a human. A discussion occurred about the tiered
design of the retaining walls that led to concerns about drainage. Barker suggested installing a view
railing made of glass, with glass panels on the highest tier. Pehl mentioned drainage where more inlets
may be needed.
Pehl mentioned that the Town of Delafield asked about a turn lane. He thought it would affect the grading
plan. Barker stated he wouldn’t have a problem putting one in for safety. Scardino suggested a taper
may be needed. Pehl stated a turn lane would be nice but not required.
Bauman brought up the lines on the plans for the sanitary sewer on the plans. A discussion occurred
about it representing the sanitary lines. Barker described the sanitary plans and what the various lines
represented. Pehl brought up a request to stub the water main across the driveway, so it’s not affected in
the future if it’s extended.
Pehl stated there were several pipe crossing conflicts. He requested they get added to the plans as there
is not much detail on the sanitary and storm sewer plans. Barker stated his engineer will do the
calculations. Pehl stated it will be on the review letter.
Scardino asked about the easement across the water main and if there is an easement across the private
sanitary line. Pehl stated they do not have one because it’s private and they are only requiring the public
utility to have the easement.
Craven asked about the three tracking mats for the grading. Barker discussed the current paving and
grading on the site and the plan for the construction.
Scardino asked if the plans had been submitted to the WI DNR for review. Barker stated yes.
Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafieldwi.gov
Scardino mentioned the construction sequencing can be adjusted after permits. Scardino recommend
adjusting the plan, so all basins are constructed first so that all drainage goes into the basins and not just
silt fencing.
Scardino asked for more details on the forced main and private sanitary works. He asked if each building
has a grinder pump. Barker discussed the sanitary sewer line planned.
Craven asked about the topsoil by Basin 3. Pehl stated it will have TRM on bottom, topsoil and then
another erosion mat on top of that for the spillway. Pehl also identified a spillway issue coming out of
Basin 2. Pehl described the spillway out of Basin 2 and leaving to the area between Units 1 and 2. That
water needs to build up to an elevation closer than two feet below floor elevation which is not allowed. As
long as the spillway is moved where they lowered the grade, it should be addressed. Barker thought it
could be moved to the west. Pehl showed Barker on the plans for how to correct the issue.
Pehl mentioned a portion of the retaining walls that were in a designated area to be preserved and should
be behind 7 and 8. He stated the slopes have been disturbed from previous construction, so it’s not a
natural slope. Barker says it shows as fill on the plans. Pehl suggested a different label.
The last item of the plan was for landscaping. The only comment was a suggestion by Pehl to avoid
planting where the drainage is supposed to be.
Jashinsky stated there was a list of items to be addressed. He suggested that they approve the project to
move forward based on the initial engineer’s review and bring the issues back to the Committee if they
aren’t satisfactorily addressed. Committee members and Barker agreed to do so.
Motion by Jashinsky, seconded by Scardino, to recommend to Common Council to approve the
Hillside on Maple Condominium Development subject to satisfaction of all Engineering comments
as well as comments this evening including:
1. Review of Fire Department vehicle access.
2. Move the discharge of the storm sewer south into basin 2 from manhole #1.
3. Obtain the building code for retaining wall barriers where there are significant vertical drop-
offs prior to any installation.
4. Construction sequencing shall not be changed from obtaining permits, installing silt fencing,
installing temporary basins, and water shall be directed to the temporary basins throughout
construction phase of the project.
5. Verify that there is no private well on site through Waukesha County, DNR, or Town of
Delafield or if it’s properly abandoned.
6. In the areas 3, 6, 7 that additional pavement will be provided to accommodate turning
movements for the Fire Dept.
7. Any other comments discussed today Engineering staff will address with the owners.
