Discussion and possible action regarding granting the 2025-2026 “Class B” Liquor and Class “B”
Beer Alcohol Beverage Retail License conditionally surrendered by Rustic Manor 1848 LLC, to
Rustic Manor Events, LLC, agent, Timothy Rockwell Jr, Sun Prairie, WI.
Schneider explained that Rustic manor had gone through the process with the Plan Commission of
updating any use items as necessary for the ownership change. Liquor licenses cannot be
transferred, and therefore when a business is sold to new owners, it is common practice for the
businesses to relinquish their licenses contingent upon the relinquished license being issued to the
new owner. That is what is being presented. The new owner has passed the background check, so
there are no contingences for issuing the license. The recommendation is to approve
granting the 2025-2026 “Class B” Liquor and Class “B” Beer Alcohol Beverage Retail License
conditionally surrendered by Rustic Manor 1848 LLC, to Rustic Manor Events, LLC, agent, Timothy
Rockwell Jr, Sun Prairie, WI.

Schneider explained the DOR began requiring these forms for breweries to operate offsite beer
gardens. This is required for the event to occur. The Council has approved these in the past, and
the recommendation is to approve the AB-105 Application for Raised Grain Brewing Company, LLC,
to serve alcohol at the Lake Country Art Fest, sponsored by the Delafield Lions Club, on July 11,

Report of City Officials
City Administrator
Hafner also updated the Council on flooding management with regard to the severe weather and significant
rainfall over the past week. He also added that there had been meetings with adjacent waterway partners in
order to work together to prevent flooding downstream but also be cognizant of the City flooding issues.
Price asked if there was correlation between the levels for releasing downstream and the slow, no wake levels.
Hafner explained the slow, no wake level is put on at the maximum permitted water level and then is removed
when the water is a few inches below that level so there is not a yo -yo effect with the slow, no wake
requirements. The more the dam is opened, the faster the levels drop to normal.
Price asked about how it is determined to lower the levels. Hafner explained the weather forecast does play
into the decisions on this. The City permit requires the City to get back to the maximum permitted water level
as quickly as reasonably possible. The dam structure is the number one concern, then the needs of the City
constituents, and then the downstream impacts.
Aicher added that the storms the previous August had caused significant issues and much of the blame fell on
the City. This was the reason for creating this communication group. This communication has also reduced the
influx of calls to the City that often occur when these types of weather events occur.
Reminder - City-Wide Brush Collection, 5/11/26 – 5/15/26.
Hafner reminded all about the brush collection.
City Clerk
Schneider summarized the election. The voter numbers were on at the end of the night. The City has a great
election team. Library Director Stephanie Ramirez had praised the election staff for their hard work and
working so well with the Library and the patrons.

The City has a great

working so well with the Library and the patrons.

Jerry Dunnick, Delafield Lions Club, was present to discuss the proposed event.
Schneider explained the DOR began requiring these forms for breweries to operate offsite beer
gardens. This is required for the event to occur. The Council has approved these in the past, and
the recommendation is to approve the AB-105 Application for Raised Grain Brewing Company, LLC,
to serve alcohol at the Lake Country Art Fest, sponsored by the Delafield Lions Club, on July 11,
2026, as required by the Wisconsin Department of Revenue.

The City has a great

working so well with the Library and the patrons.

Rockwell Jr, Sun Prairie, WI.

Hafner reminded all about the brush collection.

requirements.

Schneider summarized the election. The voter numbers were on at the end of the night. The City has a great

working so well with the Library and the patrons.

Tim Rockwell was present to discuss the proposal.
Schaefer asked if the business operation would remain the same. Rockwell confirmed.

Rockwell Jr, Sun Prairie, WI.

Brewing Company, LLC, to serve alcohol at the Lake Country Art Fest, sponsored by the Delafield
Lions Club, on July 11, 2026, as required by the Wisconsin Department of Revenue.
Motion by Schaefer, seconded by Pavin, to approve the AB-105 Application for Raised Grain
