Barrows summarized the application as presented in the packet. She recommended that the
Commission provide feedback to the applicant and schedule a public hearing for the April 29, 2026, Plan
Commission meeting.
Krienke asked about the Class 4 level of play designation.
Buday explained the purpose of the Class 4 designation was to make them eligible to hold official games
and tournaments in the evenings. Otherwise right now they are limited to sunlight only and would like to
give a few extra hours of play and help with scheduling the games.
Krienke asked if the light glare issue is related to the Class 4 designation.
Barrows stated that it had to do with not having enough information in the lighting plan to address the
glare issue. The lighting metrics appear to be appropriate for this type of play. It is n ot related
necessarily to the Class 4 issue. She said they would need to submit an updated plan of operation to
address the frequency of use, hours of operation, more information on the groups coming in, as well as
an updated light plan for the next meeting.
Hausman asked if they had used temporary lighting. Buday indicated they have in the past, most recently
for Homecoming. He also asked if the neighbors had complained or anything at that time.
Buday stated no. He thought the height may be an issue. He was hoping to meet with City Engineer to
see what is preferred. The height is because of their proximity and with the 50 ft. height, it allows the light
to broadcast downward to eliminate any light spill.
Julia mentioned the kids were the ones asking for the lights to enhance their school experience.
Krienke asked if there was seating for evening games.
Buday stated they currently have two portal aluminum bleachers and will be adding another one for home
and away teams but do not have a permanent structure.

Marek asked how long into the evening they would run the lights.
Julia stated that regulation games start around 6:00 pm to 6:30 pm and run until 8:30 pm. Tuesday and
Thursday nights and would not be an every night occurrence.
Krienke asked if there was parking there.
Buday stated there is a gravel lot north of the driveway where it comes off Nagawicka. Overflow and
buses park at the school.
Mayor suggested that they reach out to neighbors nearby.
Buday mentioned he spoke to a few in the area, and they are generally supportive of them.
Mayor might be a good idea and beneficial to reach out to the property owners nearby and their HOA’s.
Give an open house to explain what they are doing to temper their fears with facts.
Motion by Schult, seconded by Marek, to schedule a public hearing for the Conditional Use – Site
Plan and Appearance Amendment for the next Plan Commission meeting following the submittal

schedule a public hearing the April 29, 2026, Plan Commission meeting.
Schult asked what triggered the plan to make everything separate.
Rob indicated they wanted flexibility in case something came up in the future. They currently plan to
maintain the small shop stores.
Barrows stated it is considered as one big parcel, but the easement should address the future
maintenance issues.
Schult asked if it is like a planned unit development where they can’t divert from the plan.
Barrows stated that yes, it is the same section of the code. They must comply with the uses of the zoning
district, but the Plan Commission can give them some flexibility in certain circumstances. All of the
parcels have to be harmonious and have a uniform look to them. The other big issue was the impervious
surface provision.
Motion by Marek, seconded by Wilken, to schedule a public hearing for the April 29, 2026, Plan
Commission meeting.
All in favor. Motion carried.

Barrows continued summarizing the criteria for approval.
Hausman asked about their planned asking price.
Barker stated around 1.5 million. Barker and Boyce detailed the luxury points of the properties.
Marek thought they were beautiful buildings and an excellent location.
Mayor suggested a walking loop path for walking their dogs.
Hussinger asked about site lighting.
Barker indicated soffit lighting with 3K soft LED lighting and no lamp posts.
Motion by Schult, seconded by Wilken, to schedule a public hearing for the April 29, 2026, Plan
Commission meeting.
All in favor. Motion carried.
E. DELC0796994, 112 S. Cushing Park Road. Owner & Applicant: Robert & Claire Widule. Applicant
requests to provide a concept project presentation and to receive feedback regarding an
agricultural-oriented business operation.
Robert Widule, 112 S Cushing Park Road, Delafield, WI, was present to speak.
Barrows summarized the application as presented in the packet. She recommended that the
Commission provide feedback and schedule a public hearing for the next Plan Commission meeting.
Barrows detailed the zoning district requirements for A-1E and A-1. She stated a CU for the uses would
be separate.
Krienke asked Widule to clarify the music issue.
Widule stated it would be background music only. It will be a winery with mellow background music, more
of a platform for local musicians to come play. Widule provided a presentation of his business plan for a
vineyard with you pick flower farm and a coffee garden.
Krienke asked if they planned to distill it. Widule stated not right now.
Widule continued to explain the business plan. He wanted to attract crafters to the property to show how
to make their projects.
Krienke thought it was a unique project. He asked how they would market the property.
Widule stated he has a friend whose wife has a marketing agency. She is helping them put together a
website as well as a Facebook page. He would like to work with local groups coming out to the property
to teach things.
Marek liked the idea of community bringing people together. He thought it was a nice setup.
Schult mentioned that wildlife will be their biggest problem. The area has lots of deer and they eat
everything.
Widule stated they are working with Wollersheim Winery on how they use their fences. They are still
working on the fence plan.
Schult suggested they talk to the neighbors on the west side about the plan due to the traffic.
Widule stated they are only operating on Friday, Saturday, and Sunday.
Mayor thought it was a perfect idea, and better than a subdivision.

Barrows stated she will reach out for better explanation on the history of this study. She wanted to know
if it applied to every community, etc.
Schult also mentioned the other issue is water. More density the more water usage.
Mayor commented he wanted to understand the difference between checking the boxes and the result of
