The City advertised the City Hall Steps Replacement project in accordance with standard public bidding requirements. At the close of the bidding period, 10:00 am, on Thursday, February 26, 2026, no bids were received. In addition to the standard public advertisement, efforts were made to encourage contractor participation. These efforts included outreach to contractors known to perform similar concrete and site improvement work. Despite these efforts, no contractors ultimately submitted bids. While interest was expressed, it did not translate into formal bid submissions. To move the project forward, the City may consider the following options: • Rebid the project with adjustments to bid schedule, phasing, or contract documents to improve contractor interest. • Modify the project scope to reduce complexity or cost, potentially making the project more attractive to a wider range of contractors. • Delay the project until market conditions improve and contractor availability increases. • Explore alternative delivery methods, such as negotiated contracts or smaller bid packages, if permitted by City policy and state statutes. City staff and the project team can review these options and provide recommendations for next steps based on City priorities, budget considerations, and desired timing. Please feel free to contact me with any questions or if additional information is needed. The Site Plan was discussed at the January 28, 2026 Plan Commission meeting and a handful of items were referred to the Public Works Committee for consideration. Those items are: 1. Parking lot material and location  The current lot is mostly gravel and some equipment and vehicles are located within the ROW of Nashotah Road.  The City’s parking ordinance does state that off-site parking should be hard paved, but the Plan Commission can grant an exemption. The Owner is requesting that the parking lot be allowed to top coated with compacted asphalt milling material and markings be painted on the improved compacted asphalt milling material.  The PC has recommended that the lot be allowed to be left as crushed asphalt until Phase two of the project. The Owner has verbally agreed to improve the lot in the future if the Market is successful and they wish to continue the business. Per the CU, the applicant is required to present an annual update of operations, and this should allow for enforcing future parking lot improvement requirements. PWC Considerations/Discussion Points:  The existing lot be relocated so that no gravel or crushed asphalt material is located within the ROW of Nashotah Road and shaped to closely match the site plan provided for review.  The gravel parking lot be allowed to remain and improved with a top coating of crushed asphalt/asphalt millings (2-3 inches) and compacted to create a fresh appearance and allow the lot be marked, as shown on the site plan, on the compacted crushed asphalt. The area designated as trailer parking could be left as-is. The markings should be reviewed with the annual update required and refreshed as needed.  Require the lot to be paved with Phase 2 improvements. 2. Barricading of easternmost entrance to property during active hours of operation with a fence similar to the design presented in the meeting packet (not clear what fencing they are proposing to use).  It appears necessary to limit access to the westernmost entrance due to poor sight distance due to the hill located along the property, rising to the east. February 25, 2026 Page 2 PWC Considerations/Discussion Points:  Material and size of the barrier.  Marking and/or signage for barrier and entrance/exit.  Storage of barrier and signage (if required) during non-business hours. Other discussion points: 3. Emergency access to buildings  The Fire Department expressed concerns about access to the buildings and suggested requiring the drive that fronts the building (the plan is to raze the 2 old buildings and replace with one larger building) to be entirely paved. We feel that this should be a recommendation of the PWC. 4. Handicap Parking  Handicap parking was added to the updated site plan. a. Should require design of spaces to verify all ADA requirements for access are provided such as meeting proper slope requirements and eliminating barriers. b. Proper marking and signage be provided. See attached PC meeting minutes as reference. Mayor commented on the property history and approach to this plan. Knoff wanted to carry on the stewardship of property like her parents have. Donavan asked for clarification whether the live music restriction is for indoor and outdoor music and if it applies to a DJ. Knoff said she doesn’t plan to use a DJ, and no music is planned for outside during the first phase of development. She mentioned possibly in the future having a guitarist inside. Barrows mentioned the future development of a subdivision in the area and being careful about sound amplification. Plan Commission Agenda Wednesday, January 28, 2026 Page 3 of 7 Office: (262) 646-6220 - E-Mail: clerksoffice@ci.delafield.wi.us – www.cityofdelafield.com Hausman asked what Public Works would review. Barrows stated the barricades at the entrance area as well as grading to accommodate drainage. Mayor asked for thoughts on the parking lot and whether the Commission preferred asphalt vs crushed gravel. Schult commented that paving it would be easier for snow removal. She agreed that parking s hould be 10 feet off the lot line and off the road right of way. Marek agreed that a gravel parking lot with snow is a problem. Knoff stated that initially it will be crushed asphalt. Barrows stated the main concern is if it has a lot of dust, and marking of the stalls and keeping them plowed. Knoff brought up what the Stone Bank Market did with planters down the center so there was an idea of how to maneuver the lot if it was snow covered. Mayor suggested they defer it to Public Works for parking lot approval for material and type of markings as well as the entrance and exits. Hausman suggested they recommend that Public Works reviews with a suggestion that it be paved in the second phase. Motion by Hausman, seconded by Cahalane, to recommend to the Common Council to approve the Conditional Use – Site Plan and Appearance application subject to compliance with the following conditions with attorney review: 1. This Conditional Use Permit is limited to Phase 1 improvements only, including the seasonal use of a reconstructed building that will replace Buildings # 5 and #6, for a seasonal farmer’s market. Any production of products shall take place entirely within an enclosed building. The applicant has indicated that sales will consist of seasonal vegetables, flowers, plants, honey, soaps, bakery, cheese, meat, essential oils, wreaths, jewelry, clothing, and related products. Plan Commission has the right to review the sale of any products not listed herein and prohibit the sale of items that do not meet the purpose and intent of an artisan and craft workshop or studio as defined in Section 52-142(22) of the Zoning Ordinance. 5. The existing Conditional Use Permit for the sale and service of trailers and lawn and garden equipment may remain. The City of Delafield reserves the right to revoke the trailer and equipment sales and service Conditional Use Permit at such time the applic ant proposes to Plan Commission Agenda Wednesday, January 28, 2026 Page 4 of 7 Office: (262) 646-6220 - E-Mail: clerksoffice@ci.delafield.wi.us – www.cityofdelafield.com amend the Conditional Use Permit to expand the market into Building # 4 or to expand the farmer’ s market to accommodate a year-round farmer’ s market operation. 6. The placement of food trucks and/or trailers on the property is limited to one Saturday per month from 9 am – 4:30 pm. There shall be no overnight storage of food trucks and/or trailers on the property. All food trucks and/or trailers shall be placed on the north side of the new building hidden from view of Nashotah Road and neighboring properties. 10. Until such time the applicant requests to install bathroom facilities, the applicant may have up to 3 port-a-johns with required wash stations located on the west side of the new building, located between the Lawnmower Shop and Building # 6. Applicant: Nitin Kadam. Applicant requests Business Plan of Operation and Permanent Signage approval to operate and advertise a business known as DexaFit. Bailey Zagrodnik, 1180 S. Opengate Ct, Oconomowoc, WI, representing Fast Signs, was present to speak. Barrows summarized the application for Business Plan of Operation and Permanent Signage as presented in the packet. She recommended approval but left it up to the Plan Commission to determine whether the external lighting is compatible with the downtown area. Schult asked if there are living quarters above the business. Barrows stated yes there is. Schult expressed concern about the location of the lights for the business sign shining upward. Barrows pointed out in the submitted photo that the lights currently face downward, but they plan on facing them upward. The latest they are open during the week is 6:00 p.m., with weekends being 4:00 p.m. Source: Esri, Vantor, GeoEye, Earthstar Geographics, CNES/Airbus DS, USDA, USGS, AeroGRID, IGN, and the GIS User Community Powered by Esri 40' NASHOTAH ROAD MISSION ROAD 40' 33'33' 33'33' SEC. 6, T7N, R18ECONC.
