A. Approval of Minutes of the February 4, 2026 Regular Meeting.
Chair Jashinsky asked if there were any comments or changes to the presented minutes. Hearing no
request for changes, the minutes of the February 4, 2026, Regular Meeting were approved.
5. City of Delafield Citizen Comments
Chair Jashinsky opened Citizen’s Comments at 6:32 p.m.
Cheryl Krueger, 132 Woods Dr, Delafield, WI was present to speak. Krueger had submitted the request to
pave Woods Dr. She indicated that currently it’s a dirt road and the drainage and runoff runs down the hill
onto her property. She pointed out that there is no room for delivery vans or emergency vehicles to make it in
or out of the road. She requested the dedicated right of way for the road as part of paving it as a st reet.
Hearing no one else who wished to speak, Citizen’s Comments were closed at 6:34 p.m.
6. Unfinished Business
A. Discussion and possible action regarding the tentative project schedule and document preparation for the
2026 Street Improvement Program (SIP).
Malzahn summarized the project schedule and estimated costs for the proposed 2026 Street
improvement Program. Five roads are listed on the program this year.
Jashinsky asked who is coordinating the work on Farrand St. with St. Johns.
Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafieldwi.gov
Malzahn stated that he, Hafner and the DPW have gone over the plans. DPW will get a contact to start
coordinating with them.
Hafner suggested coordinating before specs go out in order to identify any special dates or constraints as
well as identify the best time to do the work and where the staff would park for the week.
Jashinsky asked how much notice would be needed. Hafner stated they will talk to St Johns to see what
their preference is and then put it in the special conditions to require the contractor to give a week’s
notice, etc.
Baumann asked whether the arrows on the map for Nagawicka Rd east indicated limits or should the
whole length be marked. He thought double arrows usually meant a range between them. Malzahn stated
the intention was the entire length so they will indicate that so there is no confusion. They discussed the
east limits and did not want to leave any sort of gap.
Malzahn discussed milling in a full replacement on all streets and the reasons for doing so. Jashinsky
agreed. Malzahn corrected the City budget listed of $735,000 but it should be $700,000. He
recommended an allowance for base repair for structural repair to combat soft areas. He stated the
schedule for advertising was March 12th and March 19th with bid opening on the 26th. The results will then
be brought back to April meeting for review and recommendation.
Scardino suggested instead of importing larger rock, giving alternative for a contractor to use a milling
base to see what cost difference is between the two. Malzahn made a note of the suggestion.
Motion by Baumann, seconded by Scardino, to approve the plans as presented and move forward
with the bidding process.
All in favor. Motion carried.
7. Discussion and possible action regarding the tentative project schedule and rebidding of the previous City
Hall Stairs project.
Malzahn indicated they did not receive any bids for the City Hall Stairs replacement project. He indicated
there were three on the plan holder list and upon reaching out to them none were interested in the project.
Scardino asked if the issue was the complexity of the job or keeping the entrance open during city hall hours.
Malzahn stated the specs indicated it would be a closed entrance. Hafner confirmed that they also required
them to keep the handicapped access ramp open in the front. Malzahn stated yes.
Hafner stated they bid this out last year mid-summer. The feedback received was that it was bid at a bad
time as the contractors already had their schedules set. So, they bid it out early this year. Hafner will make
some phone calls to other area concrete companies they haven’t done work with before. They will have to
continue rebidding until they get a bidder.
Scardino asked if Plan Commission and Common Council were set on wanting a long-term fix versus a 10-
year fix with patching.
Hafner stated it has needed a fix for a long time. The Mayor and Common Council believe it is an eyesore
that must be fixed as soon as possible. Hafner stated he will continue to make contacts in the next few weeks.
They will advertise again in 3 or 4 weeks and try it again.
No action taken at this time.
8. New Business
A. Discussion and possible action regarding a resident request for the City to improve the east -west
segment of Woods Road as a paved public road with substandard width.
Hafner summarized the request from Cheryl Krueger as presented in the packet. Originally Hafner had
contact with Krueger in 2024 and she didn’t want the street paved. This year she contacted again to see
if City could do a substandard width street. 15 feet paved roadway with trees cleared would be a
significant improvement. The recommendation tonight would be to the Common Council for the
substandard width of 15 feet with a preference to get the project done sooner than the normal 5-year
capital projects timeline.
Jashinsky would like to see it done soon. He suggested introducing it for 2027 with completion in 2027.
Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafieldwi.gov
Baumann asked if it could be done as part of paving program. Hafner stated it would be. Jashinsky
stated a plan set would be needed. Hafner agreed. He stated the City would do the tree trimming with no
striping.
A discussion occurred about restricting the parking so emergency vehicles could make it through.
Krueger confirmed they normally park in their driveways, and no one needs to necessarily park on the
road. City would then do the tree trimming as well as the snow plowing with a smaller plow.
Scardino suggested an 18-foot width to accommodate emergency vehicles. A discussion occurred about
the proposed 15-foot pavement with 1.5-foot shoulders on each side.
Hafner handed out photos provided by Krueger of the current condition of the road. Jashinsk y thought
they might have to remove some trees. A discussion occurred about the right of way for the street as
well as the easement across the street.
Motion by Scardino, seconded by Scherer, to recommend to the Common Council to approve the
request for the 2027 Road Improvement Program to improve the east-west segment of Woods
Road as a paved public road with substandard width subject to the following conditions:
1. The City will perform tree and brush clearing to provide proper clearance for public safety and
maintenance vehicle access.
2. A paved “hammer-head” turn-around will be provided at the dead-end.
3. The length of this paved road will only extend beyond the driveway of the eastern property
that it will serve per the drawing in the packet).
4. A 16 to 18 ft roadway, with an option for the owner to the south at 1428 Woods Dr. to vacate
their easement and connect to the roadway in the future.
All in favor. Motion carried.
B. Discussion and possible action regarding parking lot approval (referred by Plan Commission) for Bil Bar
Farmers Market.
Bonnie Knoff, 200 Nashotah Rd, Delafield, WI was present to speak.
Malzahn summarized the request as presented in the packet. The two items for the committee to review
are the parking lot material and location as well blocking off one of the entrances on the east side. The
blocking would be temporary during the farmers market season only.
Scardino asked why the barricades were needed. Knoff responded that there is a steep grade there and
it is difficult to see. Baumann stated it has limited sight distance there.
Scardino asked how long the barricades would be there. Knoff stated that Phase one is seasonal for six
months and the barricades wouldn’t be there all the time. Phase one proposed hours are Thursday,
Friday, Saturday all day for the market hours. Phase two the market would be open six days a week with
other things going on and would be year-round.
A discussion occurred about the type of material that could be used for the parking lot as well as for the
gate with a sign. Scherer asked about the parking stall markings on gravel. Knof f stated yes. She
detailed the parking lot plan with gravel for the additional stalls. She is modeling the parking lot from what
the Stone Bank market has done. She mentioned she was there in February, and she could clearly see
the lines of delineation in the gravel after a snowfall.
Jashinsky stated it makes sense for the first phase. Baumann recommended that it be well compacted.
Motion by Baumann, seconded by Scardino, to recommend to the Common Council to approve
the parking lot plans for the Bil Bar Farmers Market subject to the following conditions:
1. The use of asphalt millings for the parking lot material with appropriate pavement markings
approved by staff.
Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafieldwi.gov
2. Installation of a barrier type gate for the east entrance with a sign preventing the public from
entering.
All in favor. Motion carried.
C. Discussion and possible action regarding bid documents and bidding of Genesee Street Crosswalk
Improvements.
Malzahn summarized the construction materials and the cost of the Genesee Street Crosswalk
Improvement project. The proposal is to remove the current crosswalk and fill with gravel and 5 inches of
concrete with a stamped epoxy marking for the crosswalk. They thought it would be good to include it in
the Street Improvement project. The City budget is $32,000. Their estimate for this project is around
$26,000 and would occur in 2026.
A discussion occurred about the construction process for the removal.
Scardino asked if the Common Council were going to abandon the brick and concrete installed in 2003.
Hafner responded that the decision hasn’t been made yet. They are installing pilot crosswalks in steps to
see how it weathers. Based on preliminary results, it appears to be a good idea that Staff would
recommend.
Scardino asked whether there was a concrete mudslab under the brick. Jashinsky thought it was
concrete. Scardino thought that even though the brick was more maintenance and cost, that it’s more
aesthetically pleasing and conducive for the downtown. He felt the stamped asphalt was cheapening the
entrance to the City.
A discussion occurred about whether there was a concrete slab on the bottom of the bricks. Hafner
stated that the Public Works department has been in and out of the crosswalks, replacing sand and
bricks. He assured them they would notice if there wasn’t concrete underneath. He will ask them if there
is concrete under there. Hafner is positive he gave them the plans for concrete underneath.
Scardino asked for the original cost of replacing the crosswalk. Hafner thought it was about $40,000 to
$50,000 per crosswalk. Jashinsky brought up the issue of traffic staging which adds to the cost. This
project would close one lane at a time. A discussion occurred about the challenges of the construction.
Scardino objected to spending $30,000 on something that would only last 10 to 12 years. He felt
stamped asphalt would not weather well and would bow with traffic.
A discussion occurred about previous crosswalk projects and timelines. Jashinsky also mentioned
factoring in maintenance costs.
First Motion by Scardino to replace the crosswalk in situ, reviewing the design and verifying the
current crosswalk was constructed properly with adjustments as needed.
Motion failed with no second.
Additional discussion occurred about the costs of installation. Jashinsky mentioned they also have to
factor in the maintenance cost on the current brick walks as well. Baumann stated this will serve as a
test on this road for the next replacement project to see how it holds up. A discussion occurred about
concrete bands.
Motion by Baumann, second by Scherer, to approve removal of the Genesee Street crosswalk and
replacing it with stamped asphalt.
Motion carried with Scardino voting nay.
