Plan Commission Agenda Wednesday, February 25, 2026 Page 3 of 5 Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafield.gov Oldenburg stated that nothing was planned for that right now. He stated there is only one field, and usually you would need more than one field to accommodate a tournament. He stated it was intended to be a practice field for their teams. Marek suggested they see how parking goes once it is open. Donavan asked if they intended to rent it out. Oldenburg stated the original use included a partnership agreement with Lake Country Lutheran to use it for their grade school football program. If they were approached to rent the field, they would consider it. They don’t intend to rent it out at this point. Barrows summarized the conditions of the Conditional Use Agreement. A discussion occurred about the plantings for the berm. Marek asked how high the berm was. Barrows stated about three to four feet. Marek commented that bushes would be more appropriate. All in favor. Motion carried. B. DELC0753999002, 3115 HWY 83. Owner: The Farmhouse 1848 LLC. Applicant: Tim Rockwell. Applicant requests Business Plan of Operation approval or feedback and to schedule a public hearing to amend the Conditional Use – Site Plan and Appearance for Rustic Manor. The applicant is proposing to be the new owner and operator of the event facility and would like to replace the Bed and Breakfast use with a single rental apartment that may be used by event guests or for short-term rental to the community. Tim Rockwell, 1615 Pebble Brook Trail, Sun Prairie WI, representing The Farmhouse 1848, was present to speak. Barrows summarized the application as presented in the packet. Krienke had a question about the history of the bed and breakfast being tied to just wedding events and now asking to lease it out in the summer. He thought this might be a concern that the public might want to weigh in on it before it gets modified. Aicher provided some background, stating in the past there have been different proposals for the property. They reviewed whether the proposals were a good use of the property for that corridor. Thi s proposal for a bed and breakfast as a residential property rose to the top as a good use and wasn’t disruptive to the area. The surrounding neighbors are a distance away. This r esidential use with accessory conditional use for the wedding venue won out through the process. The previous owners Plan Commission Agenda Wednesday, February 25, 2026 Page 4 of 5 Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafield.gov went through the process for approval. This proposal is now a different use of the bed and breakfast. They just need to make sure it’s not subdivided for various uses. Aicher felt this proposal continues with the intent of the property. Krienke stated he was satisfied with that. Barrows summarized the conditions of Conditional Use. She felt it was as simple as it could be for a change in use. Aicher stated if there were a lot of closer neighbors, they would seek more comments from the public but felt this idea was reasonable. He felt that to have them go through a full Conditional Use process, it would get in the way of a reasonable idea. Barrows offered to speak to the City attorney to see if there is a way to record a restriction document so any future owner knows there is a change of use of the property so it can’t be split up into multiple apartments in the future. She stated when the Commission approves it, she would issue a certificate of compliance when he is done. She will then record a restriction before issuing the certificate. Motion by Marek, seconded by Wilken, to approve the Business Plan of Operation Amendment subject to the following conditions: 1. The hours of operation and music shall comply with the existing use. 2. The residential building shall be occupied as a single unit, as verified by the City of Delafield Building Inspector, by guests of an event during such event, or for short-term transient use when no events are taking place. 3. All other conditions of the existing Conditional Use Permit recorded with the Waukesha County Register of Deeds on October 6, 2023, as Document #4740322, shall apply. All in favor. Motion carried. C. DELC0748998002, 2565 N. Genesee Street. Owner: St. Michael’s Anglican Church. Applicant: Brad Embry. Applicant requests feedback and to schedule a public hearing to amend the Conditional Use – Site Plan and Appearance for St. Michael’s Anglican Church to raze an existing garage and replace it with a multi-use classroom, gathering and event facility. Brad Embry, 836 Hawks Hollow, Delafield, WI, was present to speak. Barrows summarized the application as presented in the packet. She went through the building plans and asked if they intended to use the back part of the property for any activities. Embry stated they did intend to use the back space. Barrows stated he will need complete plans for the proposed patio for the hearing. She recommended providing feedback and scheduling a public hearing for a Conditional Use Amendment for the next meeting. Barrows added she is working with the landscaper for a landscape plan. They are proposing very little sconce lighting at the entrances and no signage is proposed. They will need to submit a business plan of operation. Private events need to be looked at closely by the Commission. Aicher advised that they need to be good neighbors. They should expect conditions and hours of operation for the nighttime activities. Marek expressed concerns with the seating area right up against the parking lot. He suggested a railing or fence system there. Embry stated they are still working with the landscape company for the east and west side. They will be doing something to address it with a railing or to move the parking lot back. Barrows asked if they wanted to delay the hearing if they were still modifying the landscape and parking. Embry stated the architect wanted to wait for the outcome of this meeting to see if there were any changes that needed to be made. They would then commit to the full-scale drawings and are ready to move forward. Plan Commission Agenda Wednesday, February 25, 2026 Page 5 of 5 Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafield.gov Barrows stated the City would have to advertise the public hearing on March 10th in the paper. She advised Embry to contact their architect for revised plans by March 6, otherwise they would have to wait until April. Embry stated that it is doable based on conversations with the architects. Aicher commented that the design matches what is there. He thought it had a rural feel, set back far from the road. He thought it looked good. Hausman asked why they proposed an outbuilding. He thought it would be a long walk from the church in winter. Embry stated they wanted to get back to using more of the acreage. They want to serve Delafield and the Lake Country community more to bring them to their property to enjoy the café, and park like setting for grounds. Motion by Schult, seconded by Donavan, to schedule a public hearing for the Conditional Use Amendment for the March 25, 2026, Plan Commission meeting. All in favor. Motion carried. 11.
