Also, present were David Schofield, Dave Kowieski, Christopher Johnson, Nick Klug, Stacy Lang, Dan Lang, and Wade Lambrigtsen. Approval of Minutes: Motion to approve the minutes of the March 9, 2026 meeting by Kneeland; Gengenbach 2nd; motion carried unanimously on a voice vote. Public Comments: none. Old Business: none. New Business: a) Sign Color Palettes – Resolution HP 2026-01. Schofield presented the proposed Resolution HP 2026-01 which outlines the list of colors to be used on signs inside the Historic District. Included are the following palettes from Nova Color, Ronan, and 1 Shot, which are currently in use in the district on signs. This resolution follows the further review from last meeting by Schofield and Lambrigtsen to remove the fluorescent colors from the list, conduct further review of cadmium colors, all while also including the option for colors attached to a business’ branding to be able to be included at the discretion of the commission. Discussion was had over metallic paints, and if only a percentage of the total signage should be allowed to be in that style of paint. Due to its reflective properties, incongruity with the district of an all-metallic sign, and possible diminished lifespan of those paints. Comment was given by Lambrigtsen that excessive use is generally discouraged in industry, as metallic paints, while as long lasting as any other paint, are mostly used for accents and gold leafing. It was noted that all signs, regardless of paints which are approved or not approved, will still need Certificates of Appropriateness to be individually approved by the commission allowing a catch for the all-metallic design. Motion to approve Resolution HP 2026-01, as presented made by Kneeland, Dotseth 2nd; motion carried unanimously on a voice vote. b) Certificate of Appropriateness for modifications to the north face of 332 Main Street East, Foos Wine, LLC (332 Main Street East – Tobin Building). The project was summarized as presented in the packet by City Staff, with some concerns presented, those being; While Chippendale Rosetone HC-58 is an approved façade color the paint will overlap onto the business next door, as the bord and batten above the storefront windows doesn’t full align with the building addition division. The awning will be 10 foot wide, and the side of the building is 10 foot 4 inches wide and will not fully align but should be un-noticed from the sidewalk. The window sign will be a dark purple which is not found on the colors approved. The lettering on the awning, is a third color beige and some concern was expressed over the variation in color choices. Discussion was had over the façade painting line should be and if an additional board could be added to the board and batten to better align with the building addition seam. To better align with the storefront, keeping it uniform in border. As well as leaving the column red between this and the neighboring business, and moving the awning to be in line with that painting line. Klug was not opposed to those changes. Question was raised over the color of the vinyl sign. Klug stated that color was in line with current branding. Question was raised the historical nature of the awning and lettering, and if those would be complimentary to the district. It was noted by the commission that lettering/branding is tied to a business’s identity and should not be changed by this commission. Question returned to the historical nature of the awning, and if one from the same time period of the building could be found – possibly using reference from images of the downtown in prior time periods. Discussion was also had on the maintenance of a rounded awning, with it being a north facing awning not getting sun, ensuring that it won’t become molded with regular cleaning, and timely snow removal. Kneeland located the historic style of awning: a traditional with valance awning, which can have the same scalloping on the bottom edge. This would be an angled triangular awning which would be more in line with the district, and previous historic awnings, and require less maintenance. Klug indicated this would be acceptable. Question was raised by Lambrigtsen, to clarify that the color of the window vinyl. Discussion was had on the style of vinyl, with cut vinyl having a color code which can be referenced, and thus being selected with a closely matching approved color, processed purple being found to match with the business branding. Motion was made by Kneeland to approve the Certificate of Appropriateness for Foos Wine, LLC (332 Main Street East) contingent on the following changes; The installation of a new board along the batten area to be in line with the building addition seam, Repainting of the north face of 332 Main Street East to be Benjamin Moore Chippendale Rosetone HC-58 – excluding painting left of the building addition seam, Excluding the painting of the column between store front windows, The window cut vinyl logo for business logo is to be done in as close a color as possible to 1 Shot 4010164 Process Purple, Changing the awning to a black traditional style awning, to be installed in the center of the newly painted board and batten area, with scalloped valance along the bottom edge. Including address, logo, and additional wording in beige. seconded by Dosteth; motion carried unanimously on a voice vote. Supplemental Discussion: Mayoral Election has occurred, and if the council approves Erdman may remain the chair.
