This report details 2025 efforts in our stormwater program to comply with our Municipal Separate Storm Sewer System (MS4) permit. This report is submitted annually to the Wisconsin Department of Natural Resources by March 31. The City’s MS4 permit requires action in six minimum control measures: • Education & Outreach • Public Involvement & Participation • Illicit Discharge Detection & Elimination • Construction Site Pollutant Control • Post-Construction Storm Water Management • Pollution Prevention In addition to the minimum control measures, the City is also regulated under the Tainter Lake and Lake Menomin Total Maximum Daily Load (TMDL). Maintaining compliance with our MS4 permit and TMDL requirements is a collaborative effort between the Director of Public Works, Environmental Program Coordinator, Building Inspection Department, Community Services Department and Cedar Corporation. Highlights of 2025 activities in the City to meet our MS4 permit requirements include: • Held 16 educational events and presentations led by City staff • Conducted 3 erosion control inspections on construction sites with more than 1 acre of land disturbing activity • Investigated one illicit discharge complaint • Inspected 114 stormwater outfalls in the City • Inspected 36 publicly owned stormwater ponds Page 2 of 2 • Inspected 31 privately owned stormwater ponds • Approved the construction of 6 new stormwater ponds • Cleaned 45 catch basins • Continued to work with the Wisconsin Department of Natural Resources to work towards concurrence of our completed phosphorus and total suspended solids modeling in the City’s TMDL area. The City has modeled a 50.5% reduction in total suspended solids and 45.5% reduction in total phosphorus of the average annual mass discharging from the entire MS4 to surface waters of the state compared to implementing no stormwater controls. This analysis does not include the improved water quality impacts from our street sweeping practices, curbside leaf pickup or private stormwater practices. Staff are currently working with the Wisconsin Department of Natural Resources to receive concurrence on the submitted modeling results. If the submitted numbers stand, we would be meeting our current TMDL goals for total suspended solids and total phosphorus. If the City Council approves of the 2025 City of Menomonie MS4 report, the appropriate motion would be, Approve the 2025 City of Menomonie MS4 Stormwater annual report as presented.
