MENOMONIE BICYCLE/PEDESTRIAN ADVISORY COMMITTEE (BPAC)
January 26, 2026
The Menomonie Bicycle/Pedestrian Advisory Committee met on January 26, 2026 at 5:38 PM in
the Council Chambers (800 Wilson Ave) and by Zoom.
Committee members in attendance included: Mark Mastalir, David Williams, Burton Barnard,
Rebecca Thacker, Kate Kramschuster (by Zoom) and Kate Hearth (by Zoom). Also in attendance:
David Schofield and Megen Hines.
Kate Kramschuster announced that she will resign after tonight’s meeting due to other evening
obligations. Burton Barnard suggested that Committee Members take a look at the People For
Bikes website (https://www.peopleforbikes.org/).
Williams moved to approve the October 27, 202 minutes. Second by Thacker. Motion carried
unanimously.
Thacker introduced herself to the Committee and the Committee introduced themselves to
Thacker. No action was taken.
Much discussion was had regarding the Bicycle Friendly Community Application. It was agreed
that the Committee should meet monthly for the next several months. It was agreed that City
Staff will review Section A, Thacker will review Section B, and Barnard will review Section C of
the application. Schofield offered to meet with Thacker and Barnard separately to discuss any
questions they may have. Thacker and Barnard will submit a draft on or before February 16 to
City Staff for inclusion in the packet and discussion at the February 23 Committee meeting. It
was agreed that Hearth will review Section D, and Williams will review Sections E and F of the
application. Schofield offered to meet with Hearth and Williams separately to discuss any
questions they may have. Hearth and Williams will submit a draft on or before March 23 to City
Staff for inclusion in the packet and discussion at the March 30 Committee meeting. No formal
action was taken.
Mastalir asked for discussion on Items of Concern. Schofield indicated that he had a complaint
about crosswalk safety at the intersection of South Broadway Street (STH 25) and 12th Avenue
West. Schofield summarized the four (4) bike/ped accidents at that intersection in the last 5
years. Schofield noted that the City added crosswalk signs at the intersection in January 2024
and since then there has been only one bike/ped accident. Schofield noted that he was hesitant
to add a Rectangular Rapid Flashing Beacon (RRFB) in that location due to proximity to traffic
signals at 13th Avenue and 11th Avenue West and an existing RRFB at 10th Avenue East. Williams
asked if a median island, similar to those on 13th Avenue East, could be added. Schofield said
that it was possible but would require coordination with both WisDOT since South Broadway
Street is a connecting highway (STH 25) and UW-Stout since food service delivery trucks use the
driveway to the east. No formal action was taken.
Mastalir summarized the 2026 Calendar:
• February 23 Committee Meeting
• March 30 Committee Meeting
• April 27 Committee Meeting
• May 25 Committee Meeting, Bike Safety Month
• June 17 Bicycle Friendly Community Application Due
• July 22-26 Dunn County Fair
• July 27 Committee Meeting
• August 4 National Night Out
• August 8 Menomin Meander and Sadistic Century
• September 28 Committee meeting
• November 23 (confirm date) Committee meeting
Williams indicated that the Menomin Meander is likely not to occur due to the disbanding of
the Optimist Club. Thacker noted that the Sadistic Century organizers might be interested in
holding the event in conjunction with their own. Thacker will speak with the organizers.
Thacker noted that there is a fat tire event called the Winter Hustle on February 14. Thacker
will obtain information and send it to the group. Schofield asked that she send it to him for
dissemination to the group to avoid open meeting issues. No formal action taken.
Williams moved to adjourn. Second by Barnard. Motion carried unanimously.
Respectfully Submitted,
David Schofield
Recording Secretary
