It’s time to renew your membership to
Rain to Rivers of Western Wisconsin
Program Purpose
Member Benefits
Rain to Rivers of Western Wisconsin is a partnership between local and county
governments who are required to have state permits to regulate storm water, or have
an interest in educating citizens on things they can do to help manage storm water
runoff. With support and assistance from UW-Extension and the Wisconsin Department
of Natural Resources, Rain to Rivers uses membership funding, along with other grant
resources to facilitate the coordination of information and education programs among
member communities and the general public. This is accomplished through an education
campaign developed by members entitled Rain to Rivers...Wise Choices for Cleaner
Waters.
This coordination allows members to better educate citizens about storm water runoff,
share knowledge between communities, and pool personnel and funding resources in
order to meet education and outreach requirements of an MS4 permit.
Regular monthly meetings are held for members to receive project updates, hear partner
reports, and to identify opportunities for continued education and outreach among
member communities. Along with networking opportunities at membership meetings and
trainings, there are shared resources available to all Rain to Rivers partner organizations
shown here and online at our website, www.raintorivers.org.
We hope you will take advantage of the resources provided to you and your community
as a member of Rain to Rivers of Western Wisconsin. We look forward to working with
you and hope you’ll find fun and innovative ways to contribute to the group as we work
to educate our communities about proper storm water management principles and best
practices.
Enclosed is a three year intergovernmental agreement to continue your membership with
Rain to Rivers of Western Wisconsin (R2R). Please review, sign, and return the forms to

SUBJECT: Signage at Uncontrolled Intersections
DATE: February 16, 2026 City Council Meeting
City Staff has received inquiries from several alderpersons regarding resident concerns about
safety at certain uncontrolled intersections and were asked to evaluate the potential need for
additional traffic control signage. Uncontrolled intersections have no traffic control signage on
any approach, and traffic must follow the First-To-Arrive Rule, then the Yield-To-The-Right Rule.
City Staff conducted a citywide review and mapped all intersections to identify existing traffic
control. The City has a total of five hundred and forty-seven (547) intersections, of which one-
hundred and sixty (160) are uncontrolled.
City Staff then used Wisconsin Department of Transportation (WisDOT) tools to evaluate
potential prioritization for signage. The WisDOT Functional Classification Map was used to
identify uncontrolled intersections located on roadways classified higher than “local,” resulting
in six (6) intersections on higher-volume roads. The WisDOT Community Maps tool was used to
identify uncontrolled intersections with a reported crash within the past five years (2020–
present) resulting in thirty-eight (38) intersections, with three (3) duplicates. Therefore, there
are a total of forty-one (41) intersections that are on higher-volume roadways and/or have
recent crashes.
City Staff identified three options:
• Option #1 – Do Nothing.
• Option #2 – Install yield or stop signs at the forty-one (41) uncontrolled intersections on
higher volume roadways and/or have recent crashes. The estimated cost is
approximately $16,000.
• Option #3 – Install yield or stop signs at all one-hundred and sixty (160) uncontrolled
intersections. The estimated cost is approximately $62,000.
For comparison, the City’s 2026 budget for Signs (Budget Line # 01.54410.463) and Posts
(Budget Line # 01.54410.464) is $17,000.

pursue this initiative, it could be considered as part of the 2027 budgeting process later this
year. City Code Title 6, Chapter 5 would also need to be updated.
