HISTORIC PRESERVATION COMMISSION MEETING MINUTES
Chairman Ryland Erdman called the Historic Preservation Commission to order on January 12, 2026 at
5:00 pm in City Hall in Garden Level Room 58. Members present were Ryland Erdman, Melissa
Kneeland, John Sobota, Joshua Kohnke, Carl Rudenborg, and Sylvia Gengenbach. Tim Dotseth was
absent. Also present were Dave Kowieski, Becca Schoenborn, David Schofield, Robb Jensen, and John
Goetz.
Approval of Minutes: Motion to approve the minutes of the December 8, 2025 meeting by Kneeland,
seconded by Gengenbach. Motion carried unanimously on a voice vote.
Public Comments: none.
Introduction to LumberJax Bakehouse and Café Project at 230 Main Street: Jensen and Goetz
introduced themselves and their proposed project in the former Mood Boutique/Coffins Department
Store. They discovered that an opera house previously stood upon the property. They plan to replace
the storefront windows and doors. They plan to install new doors in line with the storefront and
construct a new interior entry vestibule. They plan to repair the existing kneewall, pilasters, and
parapet. They plan to repair the existing east wall (previously shared with 244 Main Street) and
waterproof it with some sort of exterior scratchcoat. They plan to install new signage. Schofield asked if
the exact location of the eastern property line had been surveyed, to which Jenson said it had not.
Kohnke asked if they had discussions with the owner of the former Gin Mill about repairs to the west
pilaster, to which Jenson indicated they had not. Kneeland noted that their effort to repair the existing
building is appreciated. Erdman noted that he would like to see the reeded glass kept if possible but
understood if it wasn’t feasible. Schofield asked how they planned to repair the kneewall, to which
Jenson indicated that they would like to remove the steel and repair the brick or replace with cedar.
Kohnke suggested that they include a justification for the front door modifications in their application.
Kohnke suggested that they investigate how to cap the parapet. Kowieski noted that the City has an
approved color palette. Goetz indicated that they had been in contact with Ray French and others
about possible grants. Jenson and Goetz indicated that they would be working with their designers and
would submit a Certificate of Appropriateness application in the near future. No action taken.
Preliminary Draft of Guide Book for Applications for Certificate of Appropriateness: Kneeland
presented the draft that she had prepared with Chris Johnson. Schofield indicated that Cedar Corp can
update the Historic District Map. Gengenbach suggested eliminating acronyms, such as “COA” and
simply spelling out “Certificate of Appropriateness”. Rudenborg suggested updating the spelling of
“color”. Kneeland noted that the “Discover Dunn County” app includes historical photos that may be of
assistance to potential applicants. Schofield noted that avaialble grant programs frequently change and
it may be better to provide a contact that can assist with grant identification but not the current grant
programs. Kneeland indicated that she would continue to work with Chris Johnson. No action taken.
Next regular scheduled Historic Preservation Commission meeting will be held on Monday February,
2026 at 5:00pm at City Hall, Room 58.
Adjourn: Motion to adjourn by Kohnke, seconded by Rudenborg. Motion carried unanimously on a
voice vote.

DATE: February 9, 2029 Historical Preservation Commission Meeting
Agenda Item #2 - January 12, 2026 Minutes
Please find attached the proposed minutes for the January 12, 2026 Historical Preservation
Commission Meeting. If the Commission concurs, the appropriate motion would be Approve
the January 12, 2026 Meeting Minutes (simple majority).
Agenda Item #4A - Introduction to Murals in Menomonie Project
Please find attached preliminary materials from Murals In Menomonie for their proposed
murals. The murals would be painted directly on the wall of the building, or painted on panels
that would be affixed to the building.
The following proposed murals are located within the Historic District:
• 616 3rd Street East
• 400 4th Street East
• 438 Main Street East
I felt it prudent to invite Murals in Menomonie to introduce their proposed murals to the
Historic Preservation Commission prior to submitting formal Certificate of Appropriateness
applications so that the Commission could provide input on what exactly it would like to see in
the applications. For example, is the description of the topic of the mural sufficient or would a
mockup of the mural be preferred? Are exact colors to be used on the mural required?
Murals in Menomonie will take feedback provided at this meeting and prepare their formal
Certificate of Appropriateness applications for consideration at either the March or April
meeting.
No action is required on this topic at this time.

Agenda Item #4B – Approved Color Palettes
The topic of approved color palettes has come up several times recently. Chris Johnson was
kind enough to review minutes from meetings dating back to 1999. From this review, it appears
that there are at least six (6) color palettes that have been approved, most recently in 2017.
Unfortunately, the Commission records do not include copies of all of these approved color
palettes. Some of the companies listed have gone out of business.
It is my opinion that the Historic Preservation Commission should consider approving a single
color palette, for which we have a physical copy in our possession. I would suggest the
Benjamin Moore Historic Collection which is one of the previously approved color palettes.
Other paint providers can match color samples. If the Commission concurs, the appropriate
motion would be Approve the Benjamin Moore Historic Collection Color Palette for use in the
Historic District and rescind all previous color palette approvals (simple majority). This motion
would not impact previously approved Certificates of Appropriateness which listed specific
colors.

HPC Approved Paint Palettes
Chris Johnson <cjohnson@menomonie-wi.gov> Fri, Jan 30, 2026 at 10:54 AM
To: David Schofield <dschofield@menomonie-wi.gov>
Hello David,
Having looked into the past minutes from HPC going back to 1999 I was able to find a few
approved paint palettes from the past, a missing list, as well as now an open ended question
from Kim as I asked Ben to reach out to her for me with this question.
The currently approved colours that I have on record are as follows;
Pittsburgh Paints - Historic Interior and Exterior,
Pittsburgh Paints - Exterior Color Statements (See above),
Mautz Paint - Historic Colors of America Collection (see below image and further explanation),
*Mautz was subsumed into Sherwin-Williams and they claim to still sell Mautz paints so their
Historic Collection may include some of these colours*
Ace - Historic,
T. J. Ronan,
Also approved was "Stout Blue",
and the Benjamin Moore Historic Collection.
It would appear as if the Commission also approved the conditional use of other paints at the
digression of the Commission on a case by case basis. (See attached minutes from April
1999).
I also found reference to a list of additional approved colours from Feb 2017, with the helpful
phrase "see attached" to which I could find no attachment. I have also attached the minutes
from that meeting as well.
Lastly I had Ben reach out to Kim Gerth on my behalf with this question, and she pointed me
back to the Benjamin Moore Colour Pallet Fan as well as mentioned that she thought the
Commission approved the use of any colour pallet with the word "Historic" in it, but to that end
I was able to find no such motion.
I also reached out to Melissa Kneeland to see if she had any insight on the matter, but have
yet to receive a response.
Hope that helps! Let me know if you have further questions in this regard.
Cheers,
Chris Johnson
