MONDAY, MARCH 11, 2024 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Feb Checks # 17418 - 17422 Mar Checks # 17423 - 17455 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 9 resident, and 1 non-resident (Brian Schauer). ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: The cleanup of 27th St W of Juneau Ln looks very nice. 27th St by ethanol 1.3 miles will be double sealcoat with LRIP grant money. We are still waiting on Yellow River Corp of Engineers report, also bad problem with beavers there. APPROVAL OF THE MINUTES: Motion by Schumer to approve the February 12, 2024 Regular Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s February 29, 2024 report as presented, seconded by Hodal and carried aye-3. CHAIRMAN REPORT: Went to a culvert meeting for grant money to inspect the culverts, and the Spring Clean up will be May 11, 2024 from 9 to 3. ROAD SUPERVISOR REPORT: Sand/Salt shed full and sand for next year. 12th Ave north right away clearing with the county, town workers also cut right away 2.03 miles on 19th Ave, 16th Ave, 7th Ave & 19th St. Dealing with major beaver issues up north. What to do about the 2001 plow truck. CONSTABLE REPORT: 5 incidents tree cutting dragged across 23rd St, dogs at large, gate open, & deer accident. SELECT ROADS FOR 2024 SEALCOATING PROJECT, CRACKFILLING & LRIP PROJECT: Motion by Hodal to select the roads for 2024 projects: Crack filling: Lakeside Ct, Siegler Ct, West Bay Dr, 20th Ave, 16th Ave, 17th Ave, 26th St E, 25th St E, & 27th St W, Single Sealcoating: Siegler Ct, Lakeside Ct, West Bay Dr & 20th Ave from 28th St E to 26th St E and LRIP project: 27th St W from Hwy 80 west past RR tracks (5,445 ft), seconded by Schumer and carried aye-3. SET BID OPENING DATE FOR 2024 SEALCOATING, CRACKFILLING & LRIP PROJECTS: Motion by Schumer to set bid opening date for April 8, 2024 and accept bids till 6:30pm; work start date June 1 and complete date by August 1, 2024, seconded by Hodal and carried aye-3. APPROVE UP TO 12 POLL WORKERS SPLIT SHIFT FOR APRIL 2, 2024: Motion by Schumer to approve up to 12 poll workers split shift for April 2, 2024 elections, seconded by Hodal and carried aye-3. EMPLOYEE HANDBOOK UPDATE: Motion by Schumer to approve overtime for over 8 hours or 10 hours base on summer or winter hours for all employees, not over 40 hours, seconded by Hodal and carried aye-3.
