MONDAY, APRIL 8, 2024 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Mar Checks # 17456 - 17459 Apr Checks # 17460 - 17491 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were10 residents (Steve Bezemek-Scott’s) and 3 non-resident (Brian Schauer & Fred Brown-Fahrner ). ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Want to use more money from reserve for roads. Want to move approval of new truck to annual meeting. Want speed limit signs for Lynne Ave. 12th Ave behind Wilderness Inn, road in bad shape from the grinding of the right away. APPROVAL OF THE MINUTES: Motion by Hodal to approve the March 11, 2024 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s March 31, 2024 report as presented, seconded by Schumer and carried aye-3. CHAIRMAN REPORT: Spoke about getting new plow and the cleanup. ROAD SUPERVISOR REPORT: Continue to brush mow right away, patching, working on removal of beaver dams, and 2001 plow truck need repairs and is 23 years old. CONSTABLE REPORT: 5 incidents; debris in roads and RR, sign down & random checks of property. OPENING OF BIDS FOR 2024 CRACKFILLING PROJECT& ACCEPTANCE OF BID: Two bids were received for crackfilling: Fahrner at $48,750.00 & Crackfilling at $50,000.00. Motion by Schumer to take the bid from Crackfilling for the bid spec said no substation for CR90 Asphalt Sealant, Fahrner used Crafco, at $50,000.00, seconded by Hodal and carried aye-3. OPENING OF BIDS FOR 2024 SEALCOATING PROJECT, & ACCEPTANCE OF BID Two bids were received for single sealcoat: Fahrner at $37,866.24 & Scott’s Construction at $38,832.40, Motion by Hodal to accept the lowest bid of Fahrner $37,866.24, seconded by Schumer and carried aye-3. OPENING OF BIDS FOR 2024 LRIP PROJECT OF 27TH ST W & ACCEPTANCE OF BID: Two bids were received for the LRIP 27th St Double Sealcoat: Fahrner at $54,811.30 & Scott’s Construction at $66,571.25. Motion by Hodal to accept the lowest bid of Fahrner at 454,811.30, seconded by Schumer and carried aye-3. APPROVE PURCHASING A NEW 2025 PLOW TRUCK: Motion by Schumer to buy a new 2025 Western Star with the plow, sander & wing from I-State & Universal for $256,120.00, seconded by Hodal and carried aye-3. MOTION TO HIRE TRAPPERS: Motion by Hodal to hire beaver trappers for up to $1,200.00, seconded by Schumer and carried aye-3. SPRING CLEANUP UPDATES & LIMITS: Need to put limit on tires & TV’s, so the limit is 8 tires and 2 TVs for the May 11, 2024 Spring Cleanup. APPROVE GABBY ARBANSAS JANOCIAK FOR 2024- 2025 POLL LIST: Motion by Schumer to approve Gabby Arbansas Janociak as pollworker for 2024-2025, seconded by Hodal and carried aye-3. APPROVE OPERATOR LICENSES FOR NICHOLAS & DANIELLE DOYLE FOR 2023- 2025 FOR QUEEN OF HOLY ROSARY: Motion by Schumer to approve operator license for Danielle & Nicholas Doyle and seconded by Cheryl Barnharst for Ginny Hodal & Scott Darnell recued themselves for work the Summerfest at Queen of Holy Rosary and carried aye-3. EMPLOYEE HANDBOOK UPDATE: Table NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, MAY 13, 2024 AT 6:30 PM ADJOURNMENT: Motion by Schumer to adjourn at 7:40 pm, seconded by Hodal and carried aye-3.
