MONDAY, SEPTEMBER 9, 2024 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Aug Checks # 17646-17648 & Sep Checks # 17649–17675 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz, and Constable Jack Jasinski Sr. Also present were 4 residents, & 0 non-resident. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Like the way the mowing is being done. APPROVAL OF THE MINUTES: Motion by Hodal to approve the August 12, 2024 Regular Town Board Meeting, as presented, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s August 31, 2024 report as presented, seconded by Hodal and carried aye- 3. CHAIRMAN REPORT: I’m working with Jewel Associate about the Ag grant for roads. The Juneau County grant for the Johnnie Lee clean-up Project has been used up. They cleaned 50 tons tires, 14 tons debris, 60 tons concrete & 21 tons garbage, also pumped oils & liquid. We may have to pay $6,000 for the overage. ROAD SUPERVISOR REPORT: Working on machine maintenance, grading 3rd time, mowing and widening out rightawy,2000 Sterling on WI Surplus, lucky to get $10,000.00, so may keep and plow the north route. CONSTABLE REPORT: 3 incidents, stolen vehicle, abandon vehicle and checking properties. TRUCK NOISE LEVELS BY ETHANOL PLANT: Discussion, & tabled. MAILING A TAX INSERT: Motion by Schumer to approve mailing a 1/3, one-sided, black & white tax insert, seconded by Hodal and carried aye-3. ALLIANT ENERGY EASEMENT FOR PARCEL # 291610221 10 FT X 275 FT ALONG THE NORTHWEST SIDE: Motion by Hodal to allow the 10ft x 275 ft along the northwest border of shared parcel, but reasonable distance from building not thru as permanent utility easement for WI Power & Alliant Energy for fiber optic project from Wood County to Monroe County, seconded by Schumer and carried aye-3. OPERATOR LICENSEFOR 2024-2026: MICHELLE HOLT-ROADHOUSE: Motion by Hodal to approve operator license for Michelle Holt at Roadhouse for 2024-2026, seconded by Schumer and carried aye-3. SET BUDGET WORKSHOP DATE: Monday September 23, 2024 at 4:30pm for Budget Workshop meeting. Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz, & Road worker Brian Schauer. 2025 BUDGET WORKSHOP: Went through each line but short, so needed second meeting to cut expenses to balance, on Monday September 30, 2024 at 3:30pm. ADJOURNMENT: Motion by Schumer, seconded by Hodal, to adjourn, carried aye-3 Meeting adjourned at 6:40pm. Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz, & Road worker Brian Schauer. 2025 BUDGET WORKSHOP: Budget was completed with total levy of $336,180.00 including $137,016.00 the debt promissory note levy for ½ of truck. 2025 budget balance at $1,070,943.00, including $100,000.00 from reserve general & capital equipment.
