MONDAY, OCTOBER 14, 2024 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Sept Checks # 17676-17681 & Oct Checks # 17682– 17708 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz, and Constable Jack Jasinski Sr. Also present were11 residents, & 1 non-resident (Brian Schauer). ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: The Ag grant we were trying for we did not qualify for. The budget was very hard to balance. Would like the mill rate per thousand by budget meeting for Town with the truck levy increase. APPROVAL OF THE MINUTES: Motion by Schumer to approve the September 9, 2024 Regular Town Board Meeting, & September 26 & September 30, 2024 Special Board Meetings-Budget Workshop, as presented, seconded by Hodal and carried aye- 3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s September 30, 2024 report as presented, seconded by Schumer and carried aye-3. CHAIRMAN REPORT: The board went to Wisconsin Town Association conference and Clerk to Clerk conference. The rising cost for ambulance, fire and road costs made the budget hard to plan for future so difficult cuts were made on the budget. ROAD SUPERVISOR REPORT: Vehicles maintain, cleaned and waxed, with grading complete, still mowing to widen right away. 2001 didn’t sell on surpluse for what we wanted. Plow trucks, & sand/salt ready for winter. CONSTABLE REPORT: 5 incidents, detour traffic due to accident, complaint of dead deer, iron by road,and checking properties. BAYVIEW CEMETERY SHARED SEALCOAT COSTS: Terry Taft spoke of history and sharing of cost for the cemetery. The shared sealcoat cost for the Bayview cemetery would be $8,300.00. The Town has no money for this, maybe get more volunteers or apply for grant, maybe WEDC. No motion. APPROVE 14 POLLWORKERS SPLIT SHIFT FOR NOVEMBER 5, 2024 PREIDENTIAL ELECTION: Motion by Hodal to approve 14 pollworkers split shift for November 5, 2024, seconded by Schumer and carried aye-3. APPROVE KATINA ZIEBELL & NANCY SCREEN AS 2024-2025 POLLSWORKER: Motion by Schumer to approve Katina Ziebell & Nancy Screen as pollworkers for 2024- 2025, seconded by Hodal and carried aye-3. APPROVE PROPOSED 2025 BUDGET SUMMARY FOR PAPER & BUDGET HEARING: Motion by Hodal to approve the proposed 2025 budget summary for paper & budget hearing, seconded by Schumer and carried aye-3. SET BUDGET HEARING DATE & SPECIAL ELECTOR MEETING DATE TO APPROVE THE LEVY/BUDGET: Motion by Schumer to set November 11, 2024 at 7:00pm for budget public hearing with special elector meeting following, seconded by Hodal and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, NOVEMBER 11, 2024 AT 6:30 PM ADJOURNMENT: Motion by Schumer to adjourn at 7:20pm, seconded by Hodal and carried aye-3.
