1 MONDAY, MARCH 9, 2020 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Feb Checks # 15366– 15371 & Mar Checks # 15372 – 15413 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:31 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor, Leo Schultz ,and Constable Jack Jasinski Sr. Also present were 4 residents, and one non- resident employee Patrick Loveless. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: None APPROVAL OF THE MINUTES: Motion by Schumer to approve the February 10, 2020 Regular Town Board Meeting, & February 24, 2020 Special Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s February 29, 2020 report as presented, seconded by Schumer and carried aye-3. ROAD SUPERVISOR REPORT: The weight limit signs are up today. We have been brushing roadside and doing fabrication on the equipment. We till have ½ of sand/salt shed filled. CONSTABLE REPORT: The constable dealt with 6 incidents: snow removal issues and property check. SET ROAD TOUR DATE AND ROAD BID OPENING DATE: Road Tour set for Wednesday April 15, 2020 at Noon and Bid Opening Date for Monday May 11, 2020 at 6:30 pm. ADD PAM HUBERT & CHERYL BARNHARST TO THE 2020-2021 POLL WORKERS LIST: Motion by Hodal to add Pam Hubert & Cheryl Barnharst to the 2020-2021 poll worker list, seconded by Schumer and carried aye-3. APPROVE 14 POLL WORKERS FOR THE APRIL 7, 2020 PRESIDENTIAL PRIMARY & SPRING GENERAL ELECTION: Motion by Hodal to approve 14 poll workers for April 7, 2020 election, seconded by Schumer and carried aye-3. 2 POSSIBLE OPEN BOOK MAY 19, 2020 3-5 PM & BOARD OF REVIEW JUNE 8, 2020 3- 5 PM WITH MILDE APPRAISAL SERVICE LLC: Open Book for Tuesday May 19, 2020 from 3:00pm-5:00pm with Milde Appraisal Service LLC and Board of Review with Town of Necedah Board, Milde Appraisal and taxpayer on Monday June 8, 2020 from 4:00pm- 6:00pm NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, APRIL 13, 2020 AT 6:30 PM: ANNUAL ELECTOR MEETING TUESDAY APRIL 21, 2020 AT 7:00 PM: MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WL STATUE 19.85(1)(C) CONSIDER EMPLOYEES BENEFITS: Motion by Schumer to go into closed session at 6:48pm, seconded by Hodal and roll call vote Taft yes, Schumer yes and Hodal yes, aye- 3. RECONVENE INTO OPEN SESSION: Reconvene back into open session at 7:25pm with Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Road Supervisor Leo Schultz. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: Motion from closed session by Hodal to pay 85% of state health insurance premium, and cover the difference for April of $1,317.66 for Patrick Loveless of the state Local Access then May he will be with the GHC of Central Wi thru state, seconded by Schumer and carried aye-3. UPDATE EMPLOYEE HANDBOOK: Motion by Schumer to approve the changes, in part- time employment, medical & dental insurance, safety, security and fitnessfor duty, and disciplinary actions & update name to Employee Handbook as of March 9, 2020, seconded by Hodal and roll call vote Taft yes, Schumer yes and Hodal yes, aye-3. RECONCILIATION OF CHECKS & DEPOSITS JUNE – DEC 2019:ok NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, APRIL 11, 2020 AT 6:30 PM ADJOURNMENT: Motion by Hodal to adjourn, seconded by Schumer and carried aye-3, at 7:45 pm.
