1 THURSDAY, NOVEMBER 15, 2018 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Oct Checks # 14599 – 14605 & Nov Checks # 14606 – 14652 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 3 residents and 2 non- resident Sheriff Brent Oleson & Deputy Pedersen. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: None UPDATE ON PROPERTY AT W7093 23RD ST: Sheriff Oleson is working with the owner to clean up this property, he started last year, also working on fence. APPROVAL OF THE MINUTES: Motion by Hodal to approve the October 8, 2018 Regular Town Board Meeting and, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s October 31, 2018 report as presented, seconded by Hodal and carried aye- 3. ROAD SUPERVISOR REPORT: We have been working on brush mowing on east side, 11th Ave has high water, 25th St gravel road closed, Refuge roads ok. Thank you to the employees, and checking into camera. CONSTABLE REPORT: The constable dealt with 6 incidents: wood permit, stolen sign, ATV, truck tearing up road and property check. REPLACE THE TOWN/VILLAGE HALL DIVIDER: Motion by Hodal to accept the bid for complete replacement of hall divider from JWC Building Specialties for HUFCO divider at $23,000.00 to spilt cost with Village, seconded by Schumer and carried aye-3. 2 RECESS AT 7:00PM FOR PUBLIC BUDGET HEARING OF THE ELECTORS FOR THE 2019 BUDGET &THE SPECIAL TOWN MEETING OF THE ELECTORS TO ADOPT THE 2018 TAX LEVY: Recess at 7:00pm RESUME TO REGULAR TOWN BOARD MEETING: Reconvene back to Town Board meeting with same above named board members present, at 7:16pm. MOTION TO ADOPT THE 2019 BUDGET WITH THE 2018 TAX LEVY AS APPROVED BY THE ELECTORS: Motion by Hodal to approve the 2019 budget with the 2018 tax levy of $173,284.00, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, DECEMBER 10, 2018 AT 6:30pm: ADJOURNMENT: Motion by Schumer to adjourn at 7:18 pm, seconded by Hodal and carried aye-3. PUBLIC HEARING MEETING CALL TO ORDER: Public hearing called to order at 7:00pm, by Terry Taft. There were 10 residents including the board. BUDGET REVIEW: Discussion of 2019 budget, changes to the budget summary increase general government expense by $12,000.00 and increase the reserve brought forwarded revenue by $12,000.00 for the hall divider replacement. Discussion of Bay view cemetery, fire & ambulance contracts. ADJOURNMENT: Motion by Ginny Hodal to adjourn, seconded by Jack Jasinski Sr, motion carried by voice vote. Adjourned at 7:10 pm. SPECIAL ELECTORS MEETING CALL TO ORDER: Special elector meeting called to order at 7:10pm, by Terry Taft. There were 10 residents including the board. Motion by George Schumer to set the 2018 Tax Levy at $173,284.00 for the tax bills & approve the 2019 Budget for $705,995.00, including the $12,000.00 change, seconded by Ginny Hodal, motion carried by voice vote. ADJOURNMENT: Motion by Ginny Hodal to adjourn, seconded by Jack Jasinski Sr, motion carried by voice vote. Adjourned at 7:15 pm.
