1 THURSDAY, AUGUST 9, 2018 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: July Checks # 14475 – 14481 & Aug Checks # 14482 – 14513 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:35 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Constable Jack Jasinski Sr. Road Supervisor Leo Schultz was absent due to seal coating. Also present were 4 residents. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. APPROVAL OF THE MINUTES: Motion by Schumer to approve the July 9, 2018 Regular Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s July 31, 2018 report as presented, seconded by Schumer and carried aye- 3. ROAD SUPERVISOR REPORT: Report given by Elmer, 28th bridge was rip rap, wedging on Juneau Ln and Sprague-Mather Rd, seal coating today & tomorrow, 7th Ave trip project almost done, thank you letter received for the nice job on 7th Ave project. CONSTABLE REPORT: Seven incidents, ATV, dirt bikes, trash and missing dog, also property checks. EMPLOYEE HANDBOOK REVISIONS: Motion by Schumer to approve the August 9, 2018 update of Personnel Policy & Procedures, seconded by Hodal and carried aye-3. UPDATE OF SAND/SALT: Bollig screened the sand. Taft said Cargill will not provide quote, waiting on Morton, Comcast & North America. 2018 OPEN BOOK WEDNESDAY AUGUST 29, 2018 @ 2:00 PM - 4:00 PM & BOARD OF REVIEW WEDNESDAY SEPTEMBER 5, 2018 @ 3:00 PM – 5:00 PM: NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, SEPTEMBER 10, 2018 @ 6:30 PM: 2 PUBLIC COMMENTS*: Discussion on Treasurer’s Report and about a check/deposit list. Ray Zipperer has issue with neighbor Stark’s RR ties in Town roadway. MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WL STATUE 19.85(1)(C) CONSIDER HIRING FULL TIME ROAD WORKER EMPLOYEE: Motion by Schumer to go into closed session, @ 6:59pm, seconded by Hodal and carried aye-3, Roll call vote Taft- yes, Schumer-yes, & Hodal-yes. RECONVENE INTO OPEN SESSION: Reconvened @ 7:50 pm. with the same members as roll call above. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: No motions made. ROLL CALL: Present were Chairman Terry Taft, Supervisor George Schumer, Clerk Susan Kosinski, & Treasurer Richard Baumgart. Absent were Supervisor Ginny Hodal & Road Supervisor Leo Schultz. MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WL STATUE 19.85(1)(C) CONSIDERING EMPLOYMENT: Motion by Schumer to go into closed session per Statue 19.85(1)(c) with the above listed people, seconded by Taft, roll vote Taft yes, & Schumer yes, motion carried aye-2. RECONVENE INTO OPEN SESSION: Reconvene at 5:15 pm with the same above named people in roll call. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: No motions.
