MONDAY, FEBRUARY 12, 2018 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Jan Checks # 14184 – 14190 & Feb Checks # 14191 – 14237 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:35 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 21 residents and 2 non- residents Tanya, Necedah School Administrator, & Jake, Star-Times. NECEDAH SCHOOL REFERENDUM INFORMATION BY TANYA KOTLOWSKI, SCHOOL DISTRICT ADMINISTRATOR: Tanya spoke of the levy cap, declining enrollment, need to replace old buses, & need to balance budget. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. APPROVAL OF THE MINUTES: Motion by Schumer to approve the January 8, 2018 Regular Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s January 31, 2018 report as presented, seconded by Schumer and carried aye-3. ROAD SUPERVISOR REPORT: We have been plowing, the sand/salt ok, doing maintenance on equipment, & cutting trees and brush from roadway edge. CONSTABLE REPORT: The constable dealt with 7 incidents: snake, gun fire, drone, and property check. REVOKE REMAINDER OF MARTY E. WILCOX’S 2017-2018 LIQUOR LICENSE FOR ROCK STAR ROUTE BAR AND GRILL: Motion by Hodal to revoke Marty E Wilcox’s 2017-2018 liquor license for Rock Star Route Bar and Grill, for not in business, seconded by Schumer and carried aye-3. APPROVE LIQUOR LICENSE FOR STAR ROUTE MOTEL AND LOUNGE INC FROM FEBRUARY 13, 2018 TILL JUNE 30, 2018: Motion by Schumer to approve liquor license for Star Route Motel and Lounge Inc from February 13, 2018 to June 30, 2018, seconded by Hodal and carried aye-3. 2018-2019 TRIP PROJECT BID SPECS AND OPENING: didn’t get state approval yet UP TO 6 ELECTION POLL WORKERS FOR FEBRUARY 20, 2018 SPRING PRIMARY: Motion by Schumer to approve up to 6 poll workers for February 20, 2018 Spring Primary, seconded by Hodal and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, MARCH 12, 2018 @ 6:30 PM: PUBLIC COMMENTS: Talk about roads needing more money and the ambulance may raise contract. Also talk about student performances & needing money for school. MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WI STATUE 19.85(1)(C) CONSIDERING EMPLOYEES COMPENSATION/WAGES/BENEFITS/EVALUATION: Motion by Schumer to go into close session per WI STATUE 19.85(1)(C) @ 7:22pm, seconded by Hodal and carried aye-3, by roll vote Taft-yes, Schumer –yes, & Hodal-yes. RECONVENE INTO OPEN SESSION: Motion by Hodal to reconvene into open session at 8:15 pm., seconded by Schumer and carried aye-3. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: Motion by Schumer to increase Leo Schultz to $21.00 an hour retro to January 1, 2018 and to get 3 sick days per year use them or lose them as Road Supervisor, to increase Gene Miller to $15.00 an hour retro to January 1, 2018, and Elmer Anderson & Mike Belsky to remain at $15.00 an hour, and Wayne Kenke to remain at $17.25, seconded by Hodal and carried aye-3.
