MONDAY, NOVEMBER 13, 2017AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Oct Checks # 14048 – 14050 & Nov Checks # 14051 – 14094 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:36 pm, by Chairman Terry Taft, after check payment review. PRESENTATION FROM UNION PACIFIC RAILROAD: Safety presentation by Union Pacific RR John Plebanek, & Michael Marckus. ROLL CALL: Those present were: Chairman Terry Taft, Supervisor George Schumer, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 16 residents and 7 non-residents, including Village of Necedah Board, Union Pacific RR John Plebanek, & Michael Marckus and Necedah School Administrator. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Taft and carried aye-2. APPROVAL OF THE MINUTES: Motion by Schumer to approve the October 10, 2017 Regular Town Board Meeting, seconded by Taft and carried aye-2. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s October 31, 2017 report as presented, seconded by Taft and carried aye-2. ROAD SUPERVISOR REPORT: Crack fill on 23rd to 25th done, on 9th Ave. IP salt and sand done mixing. Brushing the edge of roads. Working with power company tree trimming guys to cut up and clean trees away from road & power lines. CONSTABLE REPORT: The constable dealt with 10 incidents: trash issue, ATV, animal and property check. APPOINT SUPERVISOR FOR REMAINING TERM ENDING APRIL 16, 2019:Only Chairman, Supervisor & Clerk can nominate and vote. Motion by Schumer to appoint Ginny Hodal as supervisor for remaining term ending April 16, 2019, seconded by Taft and voice vote Taft –yes, Schumer – yes Kosinski – yes, carried aye-3. Ginny Hodal was sworn in and was active for rest of meeting. APPROVE OPERATOR LICENSES FOR SARAH SHILTS & AMBER LOGING AT ROCKSTAR BAR & GRILL FOR 2017-2019: Motion by Hodal to approve the operator licenses for Sarah Shilts & Amber Loging for 2017-2019 at Rockstar, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH: Monday December 11, 2017 at 6:30 pm, PUBLIC COMMENTS: Tree cutting on 20th Ave. Fire # in front of Spillman property, needs to be removed. Natural Gas 3 year project. FINANCIAL REVIEW OF 2017 JAN – NOV DEPOSITS & CHECKS: Ok ADJOURNMENT: Motion by Schumer to adjourn at 7:50 pm, seconded by Hodal and carried aye-3. ADJOURNMENT: Motion by Ginny Hodal to adjourn, seconded by Jack Jasinski, Sr, motion carried by voice. Adjourned at 7:15 pm. SPECIAL ELECTORS MEETING CALL TO ORDER: Special elector meeting called to order at 7:15pm, by Terry Taft. There were 7 residents who sign in, including the board. Motion by Jack Jasinski Sr to set the 2017 Tax Levy at $171,037.00 for the tax bills & approve the 2018 Budget for $664,105.00, seconded by George Schumer, motion carried by voice. ADJOURNMENT: Motion by George Schumer to adjourn, seconded by Ginny Hodal, motion carried by voice. Adjourned at 7:19 pm. SPECIAL TOWN BOARD MEETING CALL TO ORDER: Special town board meeting called to order at 7:19pm, by Terry Taft. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, and Constable Jack Jasinski Sr. Treasurer Richard Baumgart and Road Supervisor Leo Schultz were absent, excused. There were also 3 residents. MOTION TO ADOPT THE 2018 BUDGET WITH THE 2017 TAX LEVY AS APPROVED BY THE ELECTORS: Motion by Hodal to approve the 2018 budget with the 2017 tax levy of $171,037.00, seconded by Schumer and carried aye-3.
