TUESDAY, OCTOBER 10, 2017 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Sept Checks # 14007 - 14010 & Oct Checks # 14011 - 14047 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:41 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisor George Schumer, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 8 residents and 0 non-residents. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Taft and carried aye-2. APPROVAL OF THE MINUTES: Motion by Schumer to approve the September 7, 2017 Regular Town Board Meeting, and September 26, 2017 Special Town Board Meeting/Budget Workshop, seconded by Taft and carried aye-2. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s September 30, 2017 report as presented, seconded by Taft and carried aye-2. ROAD SUPERVISOR REPORT: Sealcoat done for year, culverts on 27 & 28th St W done, half way done with IP salt & sand mixing, the plows are on, had equipment repairs and did crackfilling on 9th Ave. CONSTABLE REPORT: The constable dealt with 10 incidents: trash issue, ATV, and property check. APPROVE PURCHASE OF A BOOM AND A SIDE MOUNT MOWER ATTACHMENTS: Tabled APPROVE OPERATOR LICENSE FOR JOANNA O’HALLORAN AT ROCKSTAR BAR & GRILL FOR 2017-2019: Motion by Schumer to approve 2017-2019 Operator License for JoAnna O’Halloran at Rockstar Bar & Grill, seconded by Taft and carried aye-2. REVIEW CAMPING ORDINANCE #5 AND CAMPING PERMIT: Motion by Schumer to suspend Ordinance #5 and the camping permit, because it can’t be enforced, seconded by Taft and carried aye-2. APPROVE UPDATED EMPLOYEE MANUAL: Motion by Schumer to approve the Employee handbook with the changes: probation from 6 to 3 months, move seniority wording to vacation, sick leave to no paid sick days, holiday double time wording, & summer hours approval, seconded by Taft and carried aye-2. APPROVE UPDATED EMERGENCY PLAN: Motion by Schumer to approve the updated 10/10/17 Emergency Plan with changes on page 5 & 12, seconded by Taft and carried aye-2. APPROVE 2018 BUDGET FOR PAPER: Motion by Schumer to approve the 2018 Budget Summary for paper as presented, seconded by Taft and carried aye-2. SET DATE FOR PUBLIC BUDGET HEARING, ELECTOR TOWN MEETING AND SPECIAL TOWN BOARD MEETING, IF NEEDED: Tuesday November 14, 2017 @ 7:00 pm NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH: November 13, 2017 @ 6:30 pm with a Railroad Presentation PUBLIC COMMENTS: Big pile of garbage at 18th St & County Rd G, it’s still getting bigger, Taft to talk to county and got some volunteers to help. When will the supervisor position be filled, maybe next month. ADJOURNMENT: Motion by Schumer to adjourn at 7:45 pm, seconded by Taft and carried aye-2.
