MONDAY, JANUARY 9, 2017 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Dec Checks # 13591 – 13608 & Jan Checks # 13609 – 13656 CALL TO ORDER: Meeting was called to order at 6:35 pm, by Chairman Terry Taft, after check payment review. PLEDGE OF ALLEGIANCE: ROLL CALL: Those present were: Chairman Terry Taft, Supervisors Georg Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor Darrell Santana, and Constable Jack Jasinski Sr. Also present were 11 residents and 3 non-residents (reporter & Wayne Kenke). ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. APPROVAL OF THE MINUTES: Motion by Hodal to approve the December 12, 2016 Regular Town Board Meeting, and January 3, 2017 Special Town Board Meeting as presented, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s December 31, 2016 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR’S REPORT:Snowplowing over holidays, lots of rain & ice, so 2/3 salt/sand gone. Met with FEMA about fall flood. CONSTABLE REPORT: The constable dealt with 11 incidents, dealt with debris, camper complaints and property checks. PUBLIC COMMENTS*: Much discussion on camper ordinance #5. RATIFY THOMAS W. REIGARD AS THE NEW MUNICIPAL COURT JUDGE: Motion by Schumer to ratify Thomas W. Reigard as the new Municipal court Judge, seconded by Hodal and carried aye-3. E911 JOINT POWERS AGREEMENT: Motion by Schumer to approve the E911 joint powers agreement with Juneau County, Hodal and carried aye-3. APPROVE $500.00 TO JUNEAU COUNTY HIGHWAY FOR 50-50 PETITION: Motion by Schumer to approve the Juneau County Highway 50-50 petition, seconded by Hodal and carried aye-3. WRITE-OFF 2016 PERSONAL PROPERTY TAXES OF $2,508.67 FOR WALDEMER MAJCHER FOR NOW ON REAL ESTATE TAX BILL: Motion by Hodal to approve the write-off of W. Majcher 2016 personal property tax of $2,508.67, seconded by Schumer and carried aye-3. AMEND ORDINANCE #5 REGULATING THE STORAGE & USE OF CAMPING UNITS & CAMPING : Table NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, FEBRUARY 13, 2017 AT 6:30 PM TOWN CAUCUS IS THURSDAY, JANUARY 19, 2017 @ 7:00 PM MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WL STATUE 19.85(1)(C) CONSIDERING EMPLOYEES COMPENSATION/WAGES/BENEFITS/EVALUATION : Motion by Hodal to go into closed session for 19.85(1)(C), seconded by Schumer and carried aye-3 at 8:30pm. RECONVENE INTO OPEN SESSION: Reconvene back into open session at 9:24 pm with same above board members. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: Motion by Hodal to approve a raise for Darrell to $19.00 an hour instead of salary & Wayne to $17.25 an hour, retro to Jan 1, 2017 and comp time for recycling only,seconded by Schumer and carried aye-3. Eighty- six (86) residents including board were present and on sign in sheets, and 2 non- residents who did not sign in from newspaper and Village of Necedah and 7 children. NOMINATIONS TO CHAIR CAUCUS: Bob Belli was nominated by Kristy Belli and seconded by Jack Jasinski Sr. to chair caucus for chairman nomination. No other nominations, so closed. NOMINATION FOR TWO TELLERS, IF NEEDED: Jim Elliason was nominated by Bob Belli and seconded by Jack Jasinski Sr. for teller. Al Morschauser was nominated by Bob Belli and seconded by Kristy Belli for the second teller, if needed approved. NOMINATION FOR CHAIRMAN: 1) Terry Taft, by Mike Munson and seconded by Kristy Belli; 2) Chris Bires by Steve Bezemek and seconded by Josh McArthur. No other nominations, so closed. NOMINATION FOR SUPERVISORS: 1) Ginny Hodal by Josh McArthur and seconded by Mark Christopherson; 2)Carl Bezemek by Pam Hubert and seconded by Dorothy Tambornio; 3) Dan Bilski by Jessica Bilski and seconded by Rick Martin; 4) George Schumer by Mario Hodal and seconded by Steve Bezemek; 5) Chris Bires by Nick Hauert and seconded by Andrea Bires. No other nominations, so closed. NOMINATION FOR CLERK: 1)Susan Kosinski by Pam Hubert and seconded by Carl Bezemek. 2) Veronica Meyer by Jack Jasinski Sr. and seconded by Rita Jasinski.. No other nominations, so closed. NOMINATION FOR TREASURER: Richard Baumgart by Ginny Hodal and seconded by Steve Bezemek. No other nominations, so closed. NOMINATION FOR CONSTABLE: 1)Jack Jasinski Sr. by Paul Westhoff and seconded by Jim Starr. 2) Chad Nickols by Nick Hauert and seconded by Jill Bezemek. No other nominations, so closed. DISBTRIBUTION OF FORMS: The nominees filled out & signed election papers. Names for chairman, supervisor, clerk and constable were put into hat & pulled out for the order on ballot. Chairman names drawn for 1st position Terry Taft and 2nd position Chris Bires. Supervisor names drawn for 1st position Dan Bilski, 2nd position Carl Bezemek, 3rd George Schumer and 4th position Chris Bires. Clerk names drawn for 1st position Veronica Meyer and 2nd position Susan Kosinski. Constable names drawn for 1st position Jack Jasinski Sr. and 2nd position Chad Nickols.
