AGENDA FOR THE REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF DARLINGTON TO BE HELD ON TUESDAY, THE 18th DAY OF NOVEMBER, 2025, AT 7:00 PM; WHICH MEETING IS TO BE HELD IN THE COUNCIL ROOM AT THE DARLINGTON MUNICIPAL BUILDING, DARLINGTON, WISCONSIN 1. Call to order by presiding officer. 2. Pledge of Allegiance. 3. Roll call. 4. Motion that the meeting notice and agenda were properly posted. 5. Approve the minutes of the previous meeting, rectifying mistakes if any exist. 6. Reports, comments, suggestions, and recommendations of citizens present.(3-minute limit) 7. Unfinished or deferred business from previous Council meetings. (a) Discussion and action, if necessary, concerning funding for the proposed Municipal Well #4 Project. 8. New business. Including but not limited to the introduction of Ordinances and Resolutions. (a) Report on Public Hearing held just prior to the Council meeting regarding Discontinuance of a Portion of Christensen Drive as Located on the Plat of the First Addition to Darlington Business Park. 1. Discussion and action concerning proposed Resolution 2025- 07, A Final Resolution to Vacate and Discontinue a Portion of Christensen Drive Located in the Plat of the First Addition to Darlington Business Park, Pursuant to Section 66.1003(4), Wis. Stat. (b) Discussion and action, if necessary, concerning bids received for the 2026 SplashPad/Park Improvements. (c) Discussion and possible action concerning music licenses for the City of Darlington. (d) Presentation of Notice of Spring Election scheduled for Tuesday, April 7, 2026. (e) Discussion and action concerning the original Class “B” Retailers Combination alcohol beverage license application from Kelley’s Riverside, Kelley McGranahan, Agent, 300 Washington St, Darlington, WI. (f) Discussion and action concerning the original Class “B” Retailers Combination alcohol beverage license application from Tequila Barra by MiCasita LLC, Karina Corona - Ruiz, Agent, 414 Main St, Darlington, WI. (g) Presentation and approval of October 31, 2025, financial statements for the City, Water Department, and Sewer Department. (h) Approve payment of the following October 2025 Vouchers: City ACH Vouchers #343 through #356 in the amount of $86,171.94 City vouchers #47051 through #47111 in the amount of $149,330.00 Direct Deposit Payroll vouchers #15631 through #15713 in the amount of $77,118.60 Library ACH Vouchers #18 in the amount of $2,541.41 Library vouchers #4794; #6529 through #6532 in the amount of $1,027.73 Sewer Dept. ACH voucher #32 in the amount of $1,268.51 Sewer Dept. vouchers #8315 through #8335 in the amount of $341,667.65 Water Dept. ACH voucher #49 in the amount of $1,268.49 Water Dept. vouchers #7710 through #7723 in the amount of $15,880.17 9. Reports of Committees. (a) Park and Recreation Commission meeting scheduled for November 19, 2025. The Council will go into closed session in accordance with Section 19.85(1)(e), Wis. Stats., to consider the development agreement for lots in the business park. The Council will reconvene to regular session in accordance with Section 19.85 (2) Wis. Stats., to take action if necessary, concerning the development agreement for lots in the business park; and adjourn the meeting. 10. Adjourn the meeting.
