Minutes of Town Board Meeting – August 14, 2023 Chairperson Klimek called the meeting of the Town Board of the Town of Schley to order on August 14, 2023 at 6:00 p.m. at the Schley Town Hall. Pledge of Allegiance Roll Call – Klimek, Brown, Plamann, Dallman, and Podeweltz. Verification of posting meeting notices. Plamann motioned to approve the minutes from the 7/10/2023 Town Board meeting, 2nd by Brown. All ayes. Motion carried. Brown motioned to accept the treasurer’s report, 2nd by Klimek. All ayes. Motion carried. Plamann stated that Sunrise Road needs to be graded because it is rough. Klimek stated that all the town roads will be graded over the next 3 days. Brown stated that he called Lincoln County Highway Department to take care of the trees that were down along County Highway C. Klimek stated brushing is being on the town roads that had storm damage. Townline Road had the most issues. Klimek stated that new doors have been placed on the town hall. Hopp stated that they will be putting weatherstripping on soon. Public Comment: Chris Nienow stated that Westview Road has only been graded once this season. Klimek will notify Forster that it needs to be graded starting on the north side first. Brown motioned to pay bills and transfer $23,000 for general bills from the money market to checking, 2nd by Plamann. All ayes. Motion carried. Dallman stated that County Clerk Marlowe recommended to replace the Automark ADA election equipment and upgrade the DS200 software. Waiting on purchase order so Town Board can review. Tabled to September meeting. Brown provided information on bids that he received for building a new town hall from Sunrise Construction, Pinnow Builders, and Wick Builders. Agra has not responded. Plamann is waiting for a bid from Storm Construction. Bids range from $54,420 for a shell with studded interior to $247,798 for a turnkey town hall (without site prep). Klimek stated that he is having a difficult time finding contractors that will remodel the existing town hall. J & J Lee Construction did come onsite and will be providing a bid. Sunrise Construction will do the roof for $28,000. Contractors would not be able to start until Spring 2024. A special meeting will be scheduled once all the bids are gathered. Town Board will consult with the WTA on next steps. Klimek inquired if the Town needed a wind turbine ordinance. He requested that the Planning Commission look into this. Planning Commission: Blakeslee Land Use # L-23-154 – Patrick Blakeslee to build a 62’ x 39’ dwelling with a 30’ x 6’ deck and a 24’ x 30’ attached garage on 8.24 acres located at W2369 Prairie Drive, Merrill. Yorde Land Use # L-23-155 – Jacob Yorde to construct a 40’ x 80’ dwelling on 40 acres located at W1642 Krahn Lane, Merrill. Stephens Land Use # L-23-156 – Jerry Stephens to place a 16’ x 80’ 1989 manufactured home with a 10’ x 30’ lean to and a 15’ x 15’ breezeway on 5.27 acres at W2474 Sunrise Road, Merrill. Beecher Land Use # L-23-169 – Mark Beecher to build 24’ x 24’ garage on 40 acres located at N2701 Mosser Road, Merrill. Cranker Land Use # L-23-177 – Kevin Cranker to place a 40’ x 8’ RV with a second 30’ x 8’ RV on a cement slab and build a 40’ x 80’ pole building on 40 acres at W3251 Heineman Road, Merrill. Motion by Brown, 2nd by Klimek to approve land use applications. Roll call vote. All ayes. Motion carried. Next meeting: September 11, 2023 – Town Meeting at 6:00 p.m. Agenda items: Town Hall build vs. repair follow-up, Election equipment replacement, set date for annual budget meeting, WTA annual meeting registration There being no further business, motion to adjourn by Brown, 2nd by Plamann.
