For additional information or to request this service, contact the Clerk -Treasurer’s office at (715) 268-7486 by Noon the previous day so that arrangements can be made. 1 JOINT FIRE COMMITTEE September 21, 2026 A meeting of the Joint Fire Committee met at the Amery City Center on: September 21, 2026 @ 5:00 p.m. Present: Supervisor Alan Carlson – Town of Lincoln; James Berry – Town of Lincoln; Town Chair, Keith Karpenski – Town of Alden, Town Chair, Erik Henningsgard – Town of Black Brook (Via Phone), Mayor Rick Van Blaricom – City of Amery, and Incoming Fire Chief, Mitch Lee. Others Present: Clerk-Treasurer, Taylor Larson. Motion by Karpenski; seconded by Berry to adopt the agenda as presented. Ayes – 5 Nays – 0 Motion Carried. 1. Approval of Minutes from September 14, 2026 – The committee reviewed the minutes from the last meeting. Motion by Berry, seconded by Van Blaricom; to approve the minutes as written. Ayes – 5 Nays – 0 Motion Carried. 2. Ladder Truck Discussion and Possible Recommendation for Action – Mitch Lee determined prices for testing the pump and ladder on the truck and who would do the tests on the 1994 Pierce Ladder Truck from Facebook Marketplace. He reported to the committee that the pump test would be $400, and the ladder test would be $1,200. Kirvida will need to do an inspection on the truck. The committee discussed that they were in favor of proceeding forward with the truck. Motion by Karpenski, seconded by Berry to recommend conditional approval for purchase of the discussed ladder truck pending the truck passes inspection and certification testing. Summary The proposed 2027 Fire Department operating budget is $298,492, which is $5,638 (1.9%) less than the 2026 budget of $304,130. Most line items carry forward unchanged. The main change is a shift of money out of building repair and maintenance and into personnel, so the department can keep up with its medical call volume. 2. Background Medical calls are a large part of the department's call load, and volunteers are compensated for each response. The 2027 request raises the salary line from $110,250 to $120,000 to cover those hours. To pay for the increase, building repair and maintenance drops from $34,000 to $15,000. No project like the station bay floor epoxy is planned for 2027. The budgeted amount covers routine station maintenance work. Operating supplies also return to $10,000 after being cut to $5,696 in 2026; the department spent $12,459 on this line in 2025. Utilities and professional services are adjusted by small amounts. Every other line is held at its 2026 level. Fiscal Impact The proposed budget lowers Fire Department operating costs by $5,638 compared with 2026. Personnel rises by $8,996 and operating supplies by $4,304, and both are more than covered by the $19,000 reduction in building repair and maintenance. No new revenue is needed to fund the change. 4. Recommendation Staff recommends that the Fire Committee recommend approval of the 2027 Fire Department operating budget of $298,492 for inclusion in the City's 2027 budget.
