1 CITY OF AMERY COMMITTEE OF THE WHOLE PROCEEDINGS September 22 , 202 6 The Committee of the Whole of the City of Amery met on Tuesday – September 22 , 202 6 , at City Hall . Council President , Roger Van Someren called the meeting to order at 5: 0 0 P.M. Present: Council President, Roger Van Someren ; Alderpersons, Fran Duncanson , Jason Bottolfson , Adam Honl and Sharon Marks ; and Mayor Rick Van Blaricom . Absent: Alderperson, Eric Elkin Staff Present: City Administrator, Alex Mansfield; Clerk-Treasurer, Taylor Larson ; Public Works Director, Jeff Mahony; Public Works Employee, Josh Anderson; Fire Chief, Chuck Frohn; Police Chief, Dan Peters ; Deputy Clerk-Treasurer Lisa Gunderson . Othe rs Present: Tom Stangl – Amery Free Press , Erik Henningsgard – SEH, and Scott Carlson Motion by Alderperson, Marks ; seconded by Alderperson, Bottolfson to adopt the agenda. Ayes – 6 Nays – 0 Motion Carried. 1. Five-Year Street Program and Proposed Vehicle Registration Fee : Administrator Mansfield presented a proposed five-year street program for repair/maintaining the pavement on the streets in Amery. Included with the presentation was an outline of what additional roads could be maintained each year if the City were to implement a Vehicle Registration Fee. Erik Henningsgard was also present to discuss road maintenance options. The committee discussed the program and the fee. The consensus was that the committee would like to s e e an ordinance drafted for a $20 Vehicle Registration Fee with a mandatory 5 -year review period. 2. 2027-2031 Capital Improvement Plan : Administrator Mansfield presented the draft 2027-2031 Capital Improvement Plan. The committee discussed the items in the plan. 3. 2026 City Financials ’ Update : Clerk-Treasurer Larson presented the City ’s August financials to the committee.
