1 AMERY CITY COUNCIL PROCEEDINGS September 16 , 2026 The Amery City Council met on September 16 , 2026 , at the Amery City Center . Mayor, Rick Van Blaricom called the meeting to order at 5 :0 0 p.m. Roll Call: Clerk-Treasurer , Taylor Larson conducted Roll Call. Present: Mayor , Rick Van Blaricom ; and Alderpersons ; Jason Bottolfson; Frances Duncanson ; Eric Elkin ; Adam Honl; Sharon Marks ; and Roger Van Someren . Staff Present: City Administrator, Alex Mansfield; Clerk -Treasurer , Taylor Larson ; Fire Chief, Chuck Frohn; Library Director, Heather Wiarda ; Public Works Director, Jeff Mahoney ; Public Works Employee Josh Anderson ; Deputy Clerk-Treasurer Lisa Gunderson, and Incoming Fire Chief Mitch Lee . Others present: Tom Stangl – Amery Free Press and Claire Stickler – MSA Motion by Alderperson Elkin ; seconded by Alderperson Marks to adopt the agenda. Ayes – 6 Nayes – 0 Motion Carried. New Business 1. Public Comment – Alex Mansfield thanks Chuck Frohn for his service to the Fire Department, Heather Wiarda updated that Polk County passed a Resolution to fund libraries at 95% in 2027, Rick Van Blaricom announced that Fall Festival is happening this weekend, and Sharon Marks announced that the Lions Club will have a food trailer at Fall Festival. 2. Ordinance 11-2026 Amending Municipal Code §14-7 Tourism Commission – Administrator presented Ordinance 11-2026 to amend the tourism commission ’s member makeup to remove the Community Club President and an AEDC member as required members of the commission. Motion by Alderperson Duancanson ; seconded by Alderperson Marks to approve adopting Ordinance 11-2026 to amend Municipal Code §14-7 Tourism Commission. Roll Call Vote Ayes – Bottolfson, Duncanson, Elkin, Honl, Marks, Van Someren Nayes – None Motion Carried 3. Appointment of Members to the Tourism Commission – Mayor Van Blaricom recommended Paul Shafer and himself as new members of the Commission. Motion by Alderperson Elkin ; seconded by Alderperson Van Someren to approve appointing Rick Van Blaricom and Paul Shafer as members of the Tourism Commission. Ayes – 6 Nayes – 0 Motion Carried. 4. Zoning Code Rewrite Project Review and Discussion – Clarie Stickler with MSA gave an update on the Zoning Code rewrite that Plan Commission has been working on. 2 5. Van Blaricom read the closed session item aloud in full. Motion by Elkin ; seconded by Bottolfson to go into Closed Session at 5: 45 pm under Wis. Stat. §19.85(1)( e ) – Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session -Soldier ’s Field Development Roll Call Vote Ayes – Bottolfson, Duncanson, Elkin, Van Blaricom, Honl, Marks, Van Someren Nayes – None Motion Carried Motion by Bottolfson , seconded by Marks to reconvene into Open Session at 5 :53 P.M. Open Session – Possible Action on Closed Session Agenda Motion by Alderperson Elkin; seconded by Alderperson Van Someren to approve the 1 st Amendment to the Purchase Agreement between the City of Amery and Partner Properties LLC to amend the Due Diligence completion date to November 1, 2026, and amend the Closing Date to December 1, 2026.
