December Board Meeting — Minutes

TOWN OF STUBBS • MONTHLY BOARD MEETING December 9, 2024 • N3305 S Hutchinson Road, Bruce, WI 54819 Attendance: Tom Cudo, Pam Bonczyk, Annie Huiras, Val Richter, Caroline VanDerLoop Others in attendance: Janet Kochendorfer, David Kochendorfer, David Wierzba, Mona Kochendorfer, Pat Burak, Fred Burak, Shirley Rouleau, John Bonczyk, Lynn Wierzba, Gary Michalsky, Bob Lorkowski, Craig Stevens. Meeting called to order at 5:57pm and Pledge of Allegiance. Motion by Pam Bonczyk/Annie Huiras 2 nd to approve November Board meeting minutes with corrections Motion carried. Motion by Pam Bonczyk/Tom Cudo 2 nd to approve November 26 Special Meeting minutes as amended. Motion carried. Motion by Pam Bonczyk / Annie Huiras 2 nd to approve November financial report as presented. Motion carried. Motion by Tom Cudo / Annie Huiras 2 nd to approve $100 donation to Shop with a Cop. Motion carried. Motion by Pam Bonczyk / Annie Huiras 2 n to approve the Monthly Bills. No transfers are required. Motion carried. Clerk and Treasurer matched balances. Treasurer gave receipts to the Clerk. Informal Public Comment Agenda Items and other Town Business: Dave Wierzba gave some history on the Landfill, Comprehensive planning and Planning Commission as applicable to the Site Plan Ordinance. John Bonczyk pointed out that people should be given enough time to understand the ordinance which is being mailed out. Any questions are due back to the town by January 10. Regarding taking over a private road. WTA lawyer, Carol Nawocki states that before a town takes over the road, it should be brought to a standard the town would accept. There was a discussion about what was needed to get the DOT out to inspect the road. Dave Wierzba will contact the DOT to arrange an inspection. Board members will attend to get the results. Old Business: Status of undeveloped streets in Apollonia including Anderson Lane: no data; Update from Attorneys regarding Site Plan Draft: Printing is done will need to be mailed will be mailed out Tuesday evening ; Culvert Aid Application: Done and submitted. It’s on the calendar for 2026; Status of grant writer search: SEH will provide free grant writing for LRIP. Tom will find out any catch on this. Motion by Pam Bonczyk/Annie Huiras 2 nd to approve 2025 Budget. Motion carried. Discuss/Move Regarding Road maintenance and repairs as listed on the Town Roads Projects 2024: All projects for 2024 are completed. Search is ongoing for a company that can install the PA system. Election workers present stated they had no issues with their pay. Bruce Fire Department Budget was submitted for information. The town will be charged $300.00 more than last year. Tom will get Bruce to provide the percentage information on how they arrive at the budget figures. Motion by Pam Bonczyk /Annie Huiras 2 n to donate $500 to Rusk County Fair Motion carried. Motion by Pam Bonczyk / Tom Cudo 2 n to approve a plaque for Heather Olesiak for $37.50. Motion carried. Motion Pam Bonczyk /Annie Huiras 2 nd to hold the Caucus on January 21, 2025, 7:00 pm. Motion carried. Motion Annie Huiras / Pam Bonczyk 2 nd to pay the Treasurer for her mileage to collect the Tax Collection Bond. Motion carried. Motion Annie Huiras / Pam Bonczyk 2 nd to give the Treasurer access to the town bank accounts for downloading statements. Motion carried. Announcements and Review of Correspondence: WTA meetings are in April 2025. Only 3 Board members will attend; Caucus paperwork will be required for candidates. DNR says early ice is unsafe. Don’t go out on the lakes yet! Clerk update on Landfill Passes and Building Permits: Matt Tomczak got a Renter’s pass for landfill. Items intended for Future Meetings: Site Plan Ordinance discussion on what questions get submitted to the lawyers. Appollonia streets. Stefczak Lane status. Hutchinson Road guardrails. PA system installation. Election worker wages increase. Bruce Fire Department Budget how it is arrived at and inspection for State report.
