August Board Meeting — Minutes

TOWN OF STUBBS • MONTHLY BOARD MEETING August 13, 2024 • N3305 S Hutchinson Road, Bruce, WI 54819 Meeting called to order at 6:00pm and Pledge of Allegiance. Motion by Pam Bonczyk/Annie Huiras 2 nd to approve July Board meeting minutes as corrected. Motion carried. Motion by Annie Huiras / Pam Bonczyk 2 nd to accept the bid from Scott Construction, Inc. for South Shore Road to double chipseal and Flexpatch - $62,043.00; River Road, single chip seal and Flexpatch - $37,353.00; Jaskierny Lane, double chipseal 3,845’ by 20’ W - $36,826.00; South Kief Road, single seal, Flexpatch and pothole patch prior to sealing - $10,434; Motion carried. Motion by Pam Bonczyk / Annie Huiras 2 nd to approve Scott Construction to provide cold mix to fix the potholes for town to grade it into South Shore Road at a cost not to exceed $2,000. Motion carried. Motion by Annie Huiras / Pam Bonczyk 2 nd to approve July financial report as presented. Motion carried. Clerk and Treasurer matched balances. Treasurer gave receipts to the Clerk. Informal Public Comment: John Fizel hasn’t said what Stefczak Lane will be called. What would town charge for snowplowing. Would town consider taking on Stefczak Lane. Apply for waiver and 33’ for entire road instead of 66’ and town can get gas tax for it. Lake residents do not want a wake policy put in place for the Lake regardless of water levels. Old Business: Status of undeveloped streets in Apollonia including Anderson Lane: Streets and alleys were never developed, and we want to deactivate them as roads. Tom will go to the county to arrange this. Culvert inventory status: The county will do this for us; Update from Attorneys regarding Site Plan Draft. Plan to have another Planning Commission meeting after the Labor Day weekend to discuss what the attorney gave us. Time will be posted. Motion by Pam Bonczyk / Annie Huiras 2 n to have the county do our culvert inventory. There is no charge for this. Motion carried. Discuss/Move Regarding Road maintenance and repairs as listed on the Town Roads Projects 2024: Motion by Annie Huiras / Pam Bonczyk 2 nd to approve purchasing Haas & Sons pit run gravel at $7.50/yard. To be taken and paid each month. Motion carried. Motion by Pam Bonczyk / Annie Huiras 2 nd to approve the county blacktopping over the culverts on Pieper, Kief, Persons and Right of Way Roads Motion carried. Motion by Pam Bonczyk / Annie Huiras 2 nd to approve putting 3” gravel on Jaskierny Lane Motion carried. Motion by Pam Bonczyk / Annie Huiras 2 nd to approve the county filling potholes on designated roads Motion carried. Motion by Annie Huiras / Pam Bonczyk 2 nd to approve repairing the Ranch Road boil when weather permits and if the highway workers have time. Motion carried. Motion by Pam Bonczyk / Annie Huiras 2 nd to approve hiring John Runstrom to remove the beavers from the dam that is in the right of way on the south side culvert of Tyman Road just west of Zebro Road at $35 per tail. Motion carried. Motion by Annie Huiras / Pam Bonczyk 2 nd to approve Ordinance 2024-1 to change the treasurer position from an elected position to an appointed one. Motion carried. Discussion to approve Pete Perlongo as an alternate attendant at the recycle site was decided not to do this. Announcements and Review of Correspondence: Clerk needs a black toner back up again. Need ok to order this. Can wait until next meeting. Clerk update on Landfill Passes and Building Permits: Eileen Whittenberger got a Seasonal Pass. Items intended for Future Meetings: Culvert Aid application; Put speed limit or T sign on River Road before Lorkowsky Lane to the East; Revisit wake policy for the Lake; Appollonia Streets; S. Hutchinson guard rails; Look for a grant writer; Replacement toner: Black; Stefczak Lane becoming a town road question. Bruce Library budget. Set budget meeting date. Motion by Pam Bonczyk / Annie Huiras 2 n to approve the monthly bills. Approve transfer of $75,000.00 from Savings to Checking. Motion carried.
