Motion carried without negative vote.
Johnson Timber Presentation—Bill Johnson of Johnson Timber spoke to the committee about the proposed
biofuel project that could be coming to Hayward if the Forestry Revitalization Act is passed by the Senate next
week. The $1.7B project will employ over 150 people and have a $750M to $1B annual economic impact over a
150 mile radius in NW Wisconsin, benefitting loggers, truckers, schools, several counties and the state.
DJ Aderman of Futurewood Corp explained the process and long-term contracts being negotiated, allowing
loggers and land owners to count on 3-5 year contracts, obtain financing for business improvements, and create
a stable economic impact over the next twenty years. The project requires no changes to current logging
practices and strict federal regulations govern harvest of unmarketable tops, bark and slash from the federal
forest and Tribal land.
The project hinges on a feasibility study, guarantee that 80% of the biomass will be sourced from Wisconsin
forests, and an outtake agreement for exportation with DOT, airports and shipping ports. The overall carbon
impact is being considered as the plans come together.

Real Property Lister Report
We are caught up on property transfers and have processed about 180 documents and 4
Certified Survey Maps in the month of March. Seven assessment rolls (Towns of
Couderay, Draper, Meadowbrook, Radisson, Round Lake, Weirgor and the Village of
Radisson) have been printed for upcoming Boards of Review being held in late April and
early May. Notices of Assessment for these seven municipalities have also been provided
to the assessors to notify landowners of changes in their assessed values.
We expect to print seven more rolls within the next month or so, once we’ve received the
assessment data and balanced with the assessors for each municipality. The final seven
rolls for the municipalities receiving revaluations will not be created until later in the year.
Respectfully submitted,
Kimberly Peterson

County Surveyor’s Report 4/8/26
The survey crew has been performing maintenance and collecting updated GPS
coordinates on older corners throughout the county this month. We worked on corners
in Spider Lake, Hunter, Couderay, Hayward, and Lenroot Townships.
Updates to corner records from field work completed in 2025 are nearly complete.
As the mud dries up we will be transitioning back down to our ongoing remonumentation
project in T37N R4W and T37N R3W.
I reviewed 8 Certified Survey Maps in March.

DNR Forestry Report for April 2026
In March DNR activity on the Sawyer County Forest was focused timber sale
preparation. We’ve completed over 80% of our time standards goal of 2217 hours for FY26.
The 4th grade School Forest Day will be on May 1st, where students will learn about
forestry as well as take part in tree planting on the Sawyer County Forest.
With snow-off conditions generally present across the county we’re beginning fire
staffing as well as evaluating windows for prescribed burning. If there’s any burning you need to
do ensure you have an annual burn permit as well as check the daily burn restrictions.

31 performed entirely at Minocqua Grading’s risk;
32
33 WHEREAS, on February 22, 2024, the County paid Minocqua Grading $94,125.00, which is
34 one-half of the Contract Price;
35

49 $232,150.95 (the “Claim”), which reflects Minocqua Grading’s claimed amount owed of $326,275.95,
50 minus the amount paid by the County to Minocqua Grading of $94,125.00;
51
52 WHEREAS, the Notice of Claim did not reference the Lien Notices,
53
54 WHEREAS, pursuant to Wis. Stat. § 893.80(1g), should the County take action to disallow the
55 Claim within 120 days of receipt of the Claim, Minocqua Grading must take action within six (6) months
56 from the date of service of the County’s disallowance of the Claim;
57
58 WHEREAS, the County acknowledges that an amount of $94,125.00 remains to be paid on the

64 WHEREAS, it is unclear at this time whether Minocqua Grading objects to the County paying
65 the Lien Amount (which is remainder of the Contract Price owed Minocqua Grading after payment of
66 the $14,632.47 referenced above) to Minocqua Grading or to the lien holders;
67
68 WHEREAS, the County continues to work with the lien holders and Minocqua Grading’s legal

70 applicable law;
71
72 WHEREAS, on April 8, 2026, the County Land, Water & Forest Resources Committee reviewed
73 the Contract requirements and the Claim, and voted to recommend to the County Board of Supervisors
74 that the County allow the Claim to the extent of payment in the amount of $14,632.47, disallow the

76 lien holders, and take any other action set forth in this Resolution; and
77
78 WHEREAS, on April 21, 2026, the County Board reviewed and discussed the Contract
79 requirements, the Claim, discussed whether to disallow a portion or all of the Claim, and discussed the
80 information set forth in this Resolution.
81
82 NOW, THEREFORE, BE IT RESOLVED, the Sawyer County Board of Supervisors
83 determines, adopts and directs the following:
84
85 1. Recitals. The recitals set forth above are true and accurate, and are therefore incorporated
86 into this Resolution and shall be used not just for reference.
87
88 2. Determination. The Sawyer County Board of Supervisors, after reviewing the Contract
89 requirements, the Claim, and discussion of the information set forth in this Resolution, hereby determines
90 the following:
91
92 a. The County is obligated to pay the remaining Contract Price of $94,250.00;
93 however, the proper recipient of the Lien Amount is unclear in light of the Lien Notices, and
94 additional time is needed to properly determine the party to whom the County is legally obligated
95 to pay the Lien Amount.
96
Page 21 of 54
3
97 b. The Claim is allowed to the extent that the County shall pay Minocqua Grading
98 $14,632.47, which is the difference between the remaining balance of the Contract Price and the
99 Lien Amount.
100
101 c. The Claim is disallowed in all remaining portions besides payment of $14,632.47
102 to Minocqua Grading, except that the County acknowledges that the Lien Amount of $79,492.26
103 is owed to Minocqua Grading under the terms of the Contract but further states that such
104 payments may need to be made to the lienholders instead of Minocqua Grading;
105
106 d. The County disputes all remaining portions of the Claim asserting that the County
107 is obligated to pay Minocqua Grading any amount beyond the Contract Price and expressly
108 disallows Minocqua Grading’s claim to the extent it seeks such amounts;
