Supervisor Carlson has successfully created the online system for certification, changes to certification, background checks, and plan reviews through the new DHS DQA Provider Portal which allows users to track their application, submit revisions, request changes to current certifications, see the certification decisions, pay fees (initial application and renewal), and perform other required functions. Intoxicated Driver Program Assessor Sands completed five OWI Assessments this month. Assessor Sands provides ongoing status compliance monitoring on clients seen for OWI Assessments. All clients who completed satisfaction surveys after their assessments were finalized reported to be very satisfied with the services rendered by Assessor Sands. CCS Program (Comprehensive Community Services) Service Director Carlson has been working diligently to reestablish the CCS Program within Sawyer County. We have hired a part-time mental health/substance use disorder clinician to help provide services within this program. SD Carlson and SF Hailey Sands received four referrals during the past month. Two referrals are in the beginning stages of the screen- ing process; another referral chose to continue receiving outpatient mental health services through NorthLakes Community Health Cen- ter and the fourth referral has not responded to any efforts made to set a date for initial screening. Efforts will continue to expand the referral base through collaboration with both internal departments and external agencies. SD Carlson also continues to work with Northland Counseling and Joe Bodo to explore potential referrals originating from crisis contacts. CST Program (Coordinated Services Teams) Currently, there are six clients enrolled in the program, with no discharges and no new referrals during this reporting period. Supervisor Carlson revised the 2026 CST grant to broaden our referral sources from just the Youth Diversion Program to include all internal departments as well as outside agencies as Sawyer County has witnessed a growing trend of hospitalizations among children and adolescents following crisis contacts with school personnel, local law enforcement, or our contracted crisis provider. Many of these hospitalizations occur both voluntarily and involuntarily, underscoring the urgent need for enhanced community-based interventions. The Children’s Services Team (CST) Program is designed to address these challenges by fostering robust collaboration among all interagency departments and referral sources. In 2025, the CST Program established a Care Coordination Team, which brings together agency representatives, staff, family members, and schools to collectively support high-risk youth, particularly those identified as potential candidates for out-of-home placements. For 2026, Sawyer County will utilize the CST Program to expand and sustain these wraparound care coordination efforts. Our objectives include reducing future crisis contacts and hospitalizations by proactively engaging youth and families through coordinated interventions, ensuring access to services and community networks and maintaining high-risk youth in community-based care programming to prevent unnecessary out-of-home placements. Through comprehensive care coordination and interagency collaboration, the CST Program will provide integral, individualized support to children and adolescents. This approach not only addresses immediate crises but also builds lasting protective factors, helping youth remain safely within their communities. Grant funding will enable Sawyer County to continue and expand these efforts, ensuring that high-risk youth receive the wraparound services necessary for stability, resilience, and improved outcomes. Coordinator Carlson continues to provide weekly support to the Canes Club After-School Program, assisting once per week from 3:15 p.m. to 5:00 p.m. The program currently serves approximately seventy-five fourth- and fifth-grade students. The next CST Coordinating Committee Meeting is scheduled for March 11, 2026, at 2:00 p.m. and will be held virtually. CLTS (Children’s Long-Term Support Waiver) Program/CCOP (Children’s Community Options Program) At this time, we have sixty clients enrolled in the CLTS Program, one discharge, no suspensions and four referrals this month. Our CLTS 2025 annual state remediation has been completed and was submitted on 01.30.26 to MetaStar. We are still waiting to receive word on the final results of our annual review. Respectfully, Alicia D.
