CITY OF HAYWARD SAWYER COUNTY, WISCONSIN REGULAR CITY COUNCIL MEETING Monday, January 9, 2023 MINUTES The meeting was called to order by Mayor Munich at 6:00 p.m. Roll Call Council Present: Mayor Munich, Ald. Gillis, Ald. Hand, Ald. Herrmann, Ald. Johnson, Ald. Kreyer, Ald. Swan and Ald. Williamson Council Absent: Ald. Miller Others Present: Director McCue, Chief Clapero, Clerk Poppe, Brianna McKenzie and Frank Zufall Pledge of Allegiance The Pledge of Allegiance was recited. Hayward Area Chamber of Commerce – 2023 Musky Festival Event Requests A motion was made by Ald. Gillis, seconded by Ald. Swan to approve the requests for the 2023 Musky Festival events, as submitted by Brianna McKenzie on behalf of the Hayward Area Chamber of Commerce, in a letter dated January 2023; including the hanging of a banner across Main Street from May 27th through June 26th, 2023. Motion carried. Hayward Area Chamber of Commerce – 2023 Fall Festival Requests A motion was made by Ald. Williamson, seconded by Ald. Kreyer to approve the requests for the 2023 Fall Festival events, as submitted by Brianna McKenzie on behalf of the Hayward Area Chamber of Commerce, in a letter dated January 2023; including the hanging of a banner across Main Street from September 10th through September 25th, 2023. Motion carried. Application for a Class B Fermented Malt Beverage license for the period of January 10, 2023 through June 30, 2023, Hayward on the Fly LLC, Stuart Neville, agent, 15849 W 2nd Street A motion was made by Ald. Williamson, seconded by Ald. Gillis to approve the issuance of a Class B Fermented Malt Beverage license for the period of January 10, 2023 through June 30, 2023 to Hayward on the Fly LLC, Stuart Neville, agent, 15849 W Second Street. Roll Call Vote: Ald. Gillis –yes; Ald. Hand – yes; Ald. Herrmann – yes; Ald. Johnson – yes; Ald. Kreyer – yes; Ald. Swan – yes; Ald. Williamson – yes. Motion carried. Ayes (7), Nays (0) Weiss Community Library Board Member Appointment – Tom Burgess A motion was made by Ald. Swan, seconded by Ald. Hand to approve the appointment of Tom Burgess to the Weiss Community Library Board; Tom Burgess will fill the vacancy created by the resignation of Karen Duffy. Motion carried. A motion was made by Ald. Gillis, seconded by Ald. Williamson to approve the following: 1. Minutes: Finance of 12/12; Regular Council of 12/12 (abridge / unabridged); and Planning Commission of 12/19 2. From Public Works of 01/09: A. The one year agreement (January 1 through December 31, 2023) submitted by MSA Professional Services Inc., for on-call GIS technical support services for an estimated cost of $9,000; support services to be billed on an as needed basis and as authorized by the City. B. Awarding the bid for the Smith Creek Culvert Project to McCabe Construction Inc. for an amount of $593,193.00; contingent on the WI DOT awarding its portion of the project to McCabe Construction Inc. as the lowest responsible bidder. 3. From Finance of 01/09: A. Setting the spending limit for all department heads at $2,000 for any given purchase, any purchase exceeding $2,000 would need council approval; a resolution regarding the spending limit is to be drafted and presented to full council for approval. B. The payment of City General Fund checks numbered 35899 through 35959; Water & Sewer Fund checks numbered 11691 through 11713; and the December account transfers. Prepared By: Clerk Poppe 4. Swan read a prepared statement regarding his thoughts on the City of Hayward and Town of Hayward Fire Departments combining. Adjournment A motion was made by Ald. Swan, seconded by Ald.
