Phantom Lakes Management District April 24th, 2025, 6:00 pm Meeting Minutes Virtual Meeting APPROVED 1. Call to Order a. Meeting called to order by Chairman Joe Graczyk at 6:00 PM 2. Open Meeting Notice a. The meeting was notified and posted according to law. 3. Roll Call a. Board Members Present: Joe Graczyk, Jake Jagmin, Adam Miller, Scott Babinat, and Town of Mukwonago Representative Dave Dubey. Also Present: Dawn Wilson, Joanne Tlachac-Hehn, Barry Ripes b. County Supervisor Darlene Johnson excused absence 4. Open Forum a. Chairman Joe Graczyk addresses constant spam messages requesting money. b. Resident Barry Ripes speaks about the wild rice on Lower Phantom asking for updates, will be addressed in item 9. 5. Announcements & Correspondence a. Nothing to report 6. Secretary’s Report a. Secretary Jake Jagmin makes a motion to approve the March meeting minutes. Chairman Joe Graczyk seconds. Motion carried. 7. Treasurer’s Report a. Treasurer Adam Miller reads the report. Chairman Joe Graczyk makes a motion to approve the Treasurer’s report. Secretary Jake Jagmin seconds. Motion carries. b. Treasurer Adam Miller joined the money market and checking accounts to take advantage of interest payments. 8. Harvesting Report a. Harvesters will be launched on Tuesday April 29th at roughly 9:15 am, Village will move the pier. b. Oil has been changed on both harvesters by Rich. c. Conveyor launched on Thursday April 24th d. Harvest Manager Dawn Wilson requests an hourly rate increase for senior operator. e. Discussion about Father’s Day Parade f. Harvesting to begin May 5th g. Rich to install the buoys after harvester is launched, may need a new buoy, one is damaged h. Secretary Jake Jagmin makes a motion to increase Richard Bohrman’s hourly wage to $25 per hour as senior harvest operator effective May 1st, 2025. Chairman Joe Graczyk seconds. Motion carried. 9. Harvesting Permit Update a. PLMD made a prioritized list to harvest for the DNR to review b. Negotiations in progress c. Chairman Joe Graczyk makes a motion to authorized Treasurer Adam Miller or Secretary Jake Jagmin speak for PLMD in the outcome of the DNR dispute. Town Representative Dave Dubey seconds. Motion carried. 10. Legal Fees a. Chairman Joe Graczyk makes a motion to hire Jeffrey Patterson of Patterson Legal not to exceed $3,600 for legal representation. Board member Scott Babinat seconds. Secretary Jake Jagmin recuses himself from the vote. Motion carried. 11. 2025 Fireworks a. The permitting process is completed. b. GoFundMe needs to be added to the website 12. Next Virtual Meeting Thursday June 26th, 2025, at 6pm 13. Adjournment a. Motion made to adjourn the meeting at 6:42pm by Town Supervisor Dave Dubey. Board member Scott Babinat seconds. Motion carried.
