TOWN OF MUKWONAGO TOWN BOARD MEETING MINUTES WEDNESDAY , JUNE 19, 2024 Chairman Topczewski called the meeting to order at 6:52 and the Pledge of Allegiance was recited and the Chairman stated the meeting was properly noticed. ROLL CALL: Chairman Topczewski; Supervisors Boucher, Clabault, Wrasman and Yerke were present. Also present: Kathy Karalewitz, Administrator/Clerk-Treasurer; John Macy, town attorney; Fire Chief Stien. PUBLIC COMMENTS Chairman Topczewski asked if anyone wished to address the board. No one spoke. MINUTES Motion by Supervisor Wrasman, second by Supervisor Boucher to approve the minutes of April 17, 2024. All ayes. Motion by Supervisor Yerke, second by Supervisor Boucher to approve the minutes of May 15, 2024. All ayes. Motion by Supervisor Boucher, second by Supervisor Wrasman to approve the minutes of May 22, 2024. All ayes. AMPLIFIER PERMIT FOR LALICATA Motion by Supervisor Boucher, second by Chairman Topczewski to approve the amplifier permit for Lalicata, S81W32744 Paradise Ln on July 5, 2024. All ayes. RESOLUTION CHANGING COMBINATION OF WARDS ON ELECTION DAY Motion by Supervisor Wrasman, second by Chairman Topczewski to approve the Resolution changing combination of wards on election day. All ayes. DESIGNATE JULY AS PARKS AND RECREATION MONTH Chairman Topczewski read the Proclamation to designate July as Parks and Recreation Month. OPERATOR LICENSES FOR PIEPER PORCH WINERY AND VINEYARD Motion by Supervisor Boucher, second by Supervisor Yerke to approve the Operator Licenses for Piper Porch Winery and Vineyard. Supervisor Clabault abstained, the rest, four (4) in all voted “aye”. OPERATOR LICENSES FOR THE CASTAWAY ON PHANTOM Motion by Supervisor Boucher, second by Supervisor Clabault to approve the Operator licenses for Castaway on Phantom. All ayes. ALCOHOL BEVERAGE LICENSE FOR THE CASTAWAY ON PHANTOM Motion by Supervisor Boucher, second by Chairman Topczewski to approve the Alcohol Beverage License for the Castaway on Phantom. All ayes. ALCOHOL BEVERAGE LICENSE FOR TROLLEY PUB Motion by Supervisor Clabault, second by Chairman Topczewski to approve the Alcohol Beverage License for Trolley Pub. All ayes. OPERATOR LICENSES FOR TROLLEY PUB Motion by Supervisor Clabault, second by Chairman Topczewski to approve the Operator Licenses for Trolley Pub. All ayes. OPERATOR LICENSE FOR JACQUELINE C. KOPPEN Motion by Chairman Topczewski second by Supervisor Boucher to approve the Operator License for Jacqueline C. Koppen. All ayes. RESOLUTION AMENDING THE 2024 GENERAL FUND FOR ADDITIONAL COST FOR DAM IN VILLAGE OF MUKWONAGO Motion by Supervisor Clabault, second by Chairman Topczewski to approve the Resolution Amending the 2024 General Fund in the amount of $6,217. 50 for additional repair costs to the dam in the Village of Mukwonago. All ayes. FINANCE/PERSONNEL COMMITTEE MONTHLY BILLS Motion by Chairman Topczewski, second by Supervisor Clabault to pay the monthly bills. All ayes. PROTECTIVE SERVICES – FIRE DEPARTMENT RESOLUTION AMENDING THE 2024 GENERAL FUND Motion by Supervisor Boucher, second by Chairman Topczewski to approve the Resolution Amending the 2024 General Fund. All ayes. RESOLUTION MODIFYING THE 2024 CAPITAL EQUIPMENT Motion by Supervisor Clabault, second by Chairman Topczewski to approve the Resolution Modifying the 2024 Capital Equipment from $363,000 to $232,000. All ayes. VERSITI BLOOD SERVICES AGREEMENT Motion by Chairman Topczewski, second by Supervisor Clabault to deny the Versiti Blood Services Agreement in the current format. There is no clause to deal with open records. Supervisor Boucher voted “no”, the rest four (4) voted “aye”.
