HEALTH & HUMAN SERVICES COMMITTEE HUMAN SERVICES BOARD MEETING MINUTES REGULAR MEETING FEBRUARY 3, 2026 1. CALL TO ORDER A regular meeting of the Health & Human Services Committee and Human Services Board was held in room A- 200 at the Administration Center. Present Supervisor Patrick Foy, Supervisor Bruce Paape, Supervisor Connie Kincaide, Board Member Chuck Sigurdson, Board Member Kristen Berns Absent Supervisor Ariba Khan, Supervisor Matthew Dolsky, Board Member Steven Kulick Excused None Staff present: County Administrator Dzwinel, Lasata Senior Living Campus Administrator Smith, Public Health Director Buechler, Human Services Director Falkner and Deputy County Clerk Hoff. Others present: Scott Fischer 2. PROPER NOTICE Chairperson Foy called the meeting to order at 8:00 AM. The clerk noticed the meeting as required. 3. PUBLIC COMMENTS, CORRESPONDENCE, COMMUNICATIONS There were none. 4. APPROVAL OF MINUTES January 6, 2026 5. CBRF Construction Update Discussion on the weather halting the progress of the CBRF. b. Management/Financial/Informational Reports Mr. Smith provided an update regarding the impact of influenza on the influx of patients into the rehabilitation area, nursing home locations, and staffing. The finalization of the 2025 financials is expected by April 1, 2026. 6. VETERANS SERVICE OFFICE a. Management/Financial/Informational Reports There were no questions. 7. PUBLIC HEALTH a. Management/Financial/Informational Reports Update on 2025 financials, grants statuses, and fee structure revisions. 8. HUMAN SERVICES a. Discussion Item 1. Dual Diagnosis Day Treatment Program Proposal Discussion on details of the proposal and the possibility of having a February mid-month County Board meeting to conduct a presentation. b. Management/Financial/Informational Reports Update on the surplus of funds in 2025, along with staffing developments and enhancements to the electronic health record system. 9.
