EXECUTIVE COMMITTEE MEETING MINUTES REGULAR MEETING FEBRUARY 2, 2026 1. CALL TO ORDER A regular meeting of the Executive Committee was held in room A-200 at the Administration Center. Present Supervisor Lee Schlenvogt, Supervisor Patrick Foy, Supervisor Rick Nelson, Supervisor Rob Holyoke, Supervisor Eric Stelter Absent None Excused Supervisor Marty Wolf Staff Present: County Administrator Dzwinel, County Treasurer Tretow, and County Clerk Kretlow. Others Present: Dan Benson - Ozaukee Press 2. PROPER NOTICE Chairperson Schlenvogt called the meeting to order at 3:00 PM. The clerk noticed the meeting as required. 3. PUBLIC COMMENTS, CORRESPONDENCE, COMMUNICATIONS There were none. 4. APPROVAL OF MINUTES January 5, 2026 Motion: Motion to approve the January 5, 2026 minutes as submitted. DISCUSSION ITEMS a) Schedule of County Board Meetings February 4 - Regular Meeting February 18 - Mid-month Meeting March 4 - Regular Meeting March 18 - Youth Government Day 6. REPORT OF COUNTY ADMINISTRATOR 1. Lasata CBRF Construction Update - Lasata is currently in a holding pattern awaiting concrete application. 2. Dual Diagnosis Day Center - The Human Services staff is gathering additional data for the Day Center proposal to address questions that were brought forth by County Supervisors. 3. Project Fund Update - Current estimates place overall projects at $1.5 million, while total requests for the year have reached $2.3 million. 4. 2019 General Fund Debt Repayment - Based on a year-end surplus of $3 million, it was recommended that the county utilize $1.2 million from the General Fund to prepay the 2019 debt. 7. COMMITTEE REPORTS There were none. Chairperson Schlenvogt announced that a closed session has been proposed under the provisions of Section 19.85 (1)(c) of the Wis. Statutes for the purpose relating to considering employment, promotion, compensation or performance evaluation data of any public employee: County Administrator annual review. Motion made by Supervisor Stelter, seconded by Supervisor Foy to enter into closed session for this purpose. A roll call vote was taken. All members present voting aye. Motion carried unanimously. 8. CLOSED SESSION a) Pursuant to Section 19.85 (1)(c) of the Wis. Stats. relating to Considering Employment, Promotion, Compensation or Performance Evaluation Data of a Public Employee: County Administrator's Annual Review The committee entered into closed session at 3:33 PM. Present: Schlenvogt, Stelter, Nelson, Holyoke, Foy and Dzwinel. 9. NEXT MEETING DATE March 2, 2026 10. ADJOURNMENT Motion made by Supervisor Foy, seconded by Supervisor Nelson to adjourn.
