Restricted Crossing U-Turn (RCUT)
Intersections
County Traffic Safety Commission Meeting
Q1 - 2026
• Type of Reduced Conflict Intersection that
reroutes left-turn and crossing traffic through
U-Turn intersections
• Reduces potential of severe injury crashes
by reducing the amount of conflict points
What is an RCUT?
(Restricted Crossing U-Turn)
Types of RCUTs
•Unsignalized
▪ Improves safety by reducing
right-angle crashes through
a reduction in conflict points
•Signalized
▪ Improves progression along
a signalized corridor while
maintaining access
STH 29 at CTH MMM – Shawano County
CTH CE at Railroad St – Village of Kimberly
Terminology
• Terminology varies
▪ Unsignalized
• J-Turn

Use in Wisconsin
• WisDOT primarily using unsignalized
RCUTs on high-speed expressway
intersections
▪ Locations generally have high risk
movements, crossing multiple lanes of
traffic
▪ History of severe angle crashes
▪ Lack of gaps within the traffic flow for
drivers to complete maneuver
• Benefits of RCUTs:
▪ Simplifies driver decision-
making and traffic flow
▪ Reduces number and type
of conflict points
▪ Preserves full access at a
lower cost than interchange
▪ Easily retrofitted and
quicker implementation
Typical RCUT Cost:
$1M-3M
Typical Interchange Cost:
$15M-20M+
5-20 RCUTs
