FINANCE COMMITTEE MEETING MINUTES REGULAR MEETING JANUARY 28, 2026 1. CALL TO ORDER A regular meeting of the Finance Committee was held in Room A-200 at the Administration Center. Present Supervisor Eric Stelter, Supervisor David Larson, Supervisor Jack Arnett Absent None Excused Supervisor Don Clark Staff present: County Administrator Dzwinel, Human Resources Director McDonell, Finance Director McMahon, County Treasurer Tretow, Assistant Finance Director Pezanoski (8:06 AM) and County Clerk Kretlow. Others present: Scott Fischer, John-Michael Fleming, Woody Burrell, Pablo Barrutia and Manish Satija. 2. PROPER NOTICE Chairperson Stelter called the meeting to order at 8:03 AM. The clerk noticed the meeting as required. 3. PUBLIC COMMENTS, CORRESPONDENCE, COMMUNICATIONS Mr. Satija addressed the committee regarding his bid submission for the Scenic Avenue property in the City of Mequon. Mr. Barrutia addressed the committee regarding his bid submission and accompanying letter for the Scenic Avenue property in the City of Mequon. Mr. Fleming addressed the committee regarding his bid submission for the Burr Lane property in the City of Cedarburg. 4. APPROVAL OF MINUTES December 19, 2025 Motion: Motion to approve the December 19, 2025 minutes as submitted. Scenic Avenue, Parcel# 14-083-03-11-000, Residential Lot with Improvements. Discussion on the current bid submission process and how it could be improved. Discussion included the $100 difference in the initial bid amounts and that the lower bidder had been working with Corporation Counsel Gorden for several months, conducting due diligence with the Department of Natural Resources (DNR) and the Environmental Protection Agency (EPA). Motion: Motion to repeal the original award of $20,100 and award to Mr. Fleming for the bid of $20,000 on the basis that he has been working with the county, the DNR and the EPA for several months on the property providing a compelling reason to justify the $100 difference. Resolution: Increase of Revenue 2026 - Land Water Management and Parks & Planning Motion: Motion to approve the increase of revenue resolution amending the budgets for the Land and Water Management Department to include the Wisconsin Department of Agriculture, Trade and Consumer Protection Soil and Water Resource Management Fund related to manure storage abandonment - $45,911; and the Planning and Parks Department to include the Wisconsin Department of Natural Resources County Conservation Aids grant for Mee-Kwon County Park to support prairie restoration - $2,135; Packer Foundation grant for Hawthorne Hills County Park invasive vegetation management and public access trail development - $3,000; Wisconsin Emergency Management Pre-Disaster Flood Resilience Implementation grant for Milwaukee Oxbow Nature Preserve - $250,00; Wisconsin Economic Development Corporation Site Assessment grant for parcels in the Town of Fredonia - $142,800; Wisconsin Department of Natural Resources Lake Monitoring and Protection Network grant to support water quality and monitoring on the inland lakes, streams and rivers in Ozaukee County - $11,446.
