a. Action Items
1. Fairground Tamarack Trees
Mr. Edgren reviewed the request from Jeremy Dandy, who lives on the east side of the Ozaukee County
Fairgrounds to remove over 10 Tamarack trees, each of which are at least 30' tall due to the amount of
needles that shed on his property.
Mr. Dandy explained that the Tamarack trees shed their needles covering his yard and, due to wind,
become embedded in the asphalt shingle joints on his roof. Significant downpours help to remove the
needles from the roof; however, the needles then cause "dams" in the gutters. Mr. Dandy's primary
concern is his safety as he has had to remove the needle dams from the gutters during rainstorms.
Mr. Dandy reiterated that the "screening" is not an issue but is in search of a solution to prevent having
to continuously clean his roof and gutters.
Questions and discussion of the purpose of the trees, gutter cover protection systems, cost to remove the
Tamarack trees and replace with Arborvitaes trees, a natural screen (vegetation) versus a plastic/metal
fence, the setting of a precedence with the County removing the trees and possibly exploring a grant for
tree removal.
The Committee directed staff and Mr. Dandy to look into innovative solutions and report back to the
committee.
No action was taken.

Agenda Item Information Sheet
To: PUBLIC WORKS COMMITTEE
From: Jon Edgren, Public Works Director
Meeting Date: January 22, 2026
Department/Office: Highway Department
Item Name: Tow Plow Purchase
Summary:
BACKGROUND INFORMATION:
As part of the 2026 Highway Department Budget, the purchase of a Patrol Truck (Snow Plow) was approved with a
budget amount of $375,000.
However, Patrol Superintendent Josh Borden has requested to redirect the funding to a Tow Plow, (Information
attached.) and the total cost would be roughly $210,000.
ANALYSIS:
In short, while we would be needing to extend the life of our Snow Plow fleet, we see value in the ability to perform
more snow plowing without increasing staff as we’ve requested in the past given the increased lane mileage along I-
43. Additionally, our Night Shift would be able to clear more lanes along I-43 without additional help over night.
The proposed Viking Tow Plow (quote attached) would be set up on one of our Quad-Axle Trucks, and there would
be roughly $50,000 in set-up and modifications to the truck, which would bring the total cost to approximately
$260,000.
Recommended Action:
Approve the Viking Tow Plow purchase as recommended by staff.

Meeting Date: January 22, 2026
Department/Office: Highway Department
Item Name: Skid Steer Loader Purchase
Summary:
BACKGROUND INFORMATION:
As part of the 2026 Highway Department Budget, the purchase of a Skid Steer Loader was approved with a budget
amount of $120,000.
The proposed purchase would replace a 2015 Bobcat T770 with 2,100-hours. The Bobcat was used significantly in
loading salt so it’s badly rusted after 10-years, the rollers are going bad and it’s been to the dealer multiple times due
to breakdowns. We plan to trade-in the unit as part of the new purchase.
Shop Superintendent Scott Palubiski arranged for trials over the last several months with multiple skid steer loaders
for our Cedarburg Shop, and received feedback from the entire staff.
ANALYSIS:
Shop Superintendent Palubiski worked with suppliers on apples-to-apples comparisons, and developed a final cost
spreadsheet (attached).
Patrol Superintendent Josh Borden and Cedarburg Foreman Charlie Schlessinger performed reviews of the
equipment and worked with staff on their input to develop their recommendation, and are satisfied with the Kubota
SVL97 from Lochen Equipment, which is the lowest cost.
Therefore, Highway Department staff recommends the Kubota SVL97 from Lochen Equipment, for $70,000, which
includes some set-up costs.
Recommended Action:
Approve the Kubota SVL97 from Lochen Equipment, for $70,000 as recommended by staff.

Item Name: One-Ton Truck Purchase
Summary:
BACKGROUND INFORMATION:
As part of the 2026 Highway Department Budget, the purchase of a One-Ton Truck was approved with a budget
amount of $100,000.
The proposed purchase would replace a 2011 Ford F-350 with over 240,000 miles, worn out engine and
transmission, and significant rust.
ANALYSIS:
Scott Palubiski, Shop Superintendent, utilized the State of Wisconsin Bureau of Procurement State Bid system to
select a 2026 Ford F-350 Crew Cab for $52,055, which is the same truck as the last purchase in 2024.
Additionally, we’re planning to add a mountable message board to eliminate the need to haul an arrow board, and
give additional warning notice for drivers approaching our work zones. Therefore, we anticipate another $23,000
including installation, and truck set-up, which will bring the total cost to roughly $75,000.
Recommended Action:
Approve the 2026 Ford F-350 Crew Cab from the Ewald Automotive Group as recommended by staff.

Item Name: Foreman Truck Purchase
Summary:
BACKGROUND INFORMATION:
As part of the 2026 Highway Department Budget, the purchase of a Foreman Truck was approved with a budget
amount of $60,000.
The proposed purchase would replace a 2016 Chevy Silverado with approximately 200,000 miles, declining engine,
bad transmission and rust. We anticipate “handing down” the truck to another County Department or selling it on-
line.
ANALYSIS:
Scott Palubiski, Shop Superintendent, utilized the State of Wisconsin Bureau of Procurement State Bid system to
select a 2026 Silverado 2500 HD for $51,784.
Given additional truck set-up including warning lights, tool box and other set-up, we estimate the final total cost of
the Foreman Truck will be approximately $56,000.
Recommended Action:
Approve the 2026 Silverado 2500 HD for $56,000 from Ewald Automotive Group as recommended by staff.

Item Name: Tire Machine Purchase
Summary:
BACKGROUND INFORMATION:
As part of the 2026 Highway Department Budget, the purchase of a Mechanic’s Tire Machine was approved with a
budget amount of $50,000.
The proposed purchase would replace a 1991 Coats 8000, which is rusty and slow, is difficult to find replacement
parts for, and has had the electric motor break down several times. We plan to sell the unit on-line or to another
government agency.
Shop Superintendent Scott Palubiski inspected two different units over the last couple months in service, and talked
to those using the equipment.
ANALYSIS:
Shop Superintendent Palubiski received the following quotes:
Corghi HD1400E $34,149
Hunter TCX645HDG2 $47,602
The Mechanics that use the large Tire Machine and inspected the options agreed that the Corghi HD1400E (See
attached flyer.) was the preferred equipment and is the low cost item.
Therefore, Highway Department staff recommends the Corghi HD1400E for $35,000.
Recommended Action:
Approve the Corghi HD1400E for $35,000 as recommended by staff.
