Through this effort, youth gained confidence in leading meetings, communicating expectations, and supporting their peers, which helps build stronger clubs and develops emerging leaders who are ready to contribute in meaningful ways. Building leadership skills in young people, supporting their confidence to take on officer roles, and strengthening club environments that encourage responsibility and teamwork throughout the county was deemed a necessary action item from the needs assessment performed by Abi Quinlan, 4-H Educator. Abi Quinlan connected with club leaders and youth members to understand how new officers were adjusting to their roles this fall. Through these conversations, it became clear that many young officers were stepping into responsibilities without prior experience in running meetings, communicating expectations, or guiding their peers. Clubs and youth expressed a need for focused support to help officers feel more prepared and confident as they began the program year. In response to the needs identified, a foundational leadership training was delivered that offered youth officers a structured space to learn and practice key skills. The session introduced the core responsibilities of each officer role, walked participants through effective meeting practices, and included hands-on activities where they could test decision-making strategies and practice leading group discussions. Youth engaged in reflection, peer collaboration, and real-time problem solving to strengthen their confidence and readiness for the year ahead. This approach supported clubs by equipping their officers with tools they can apply immediately, creating a stronger foundation for positive club experiences throughout the program year. Evaluation results showed that the training provided a strong and supportive learning environment for participants. All youth reported that they listened to others’ ideas, shared their views respectfully, felt safe in the group, and contributed to decision making. Youth also demonstrated notable growth in their leadership abilities, with 86.7 percent saying they tried something new, improved their skills in leading meetings, and learned more about leadership than they knew before. Collaboration emerged as a major strength of the training, with 93.3 percent stating they worked with others to solve problems, considered different viewpoints, felt comfortable being themselves, and believed leaders treated everyone fairly. Some indicators related to personal interest exploration were more moderate, including 46.7 percent learning what sparked their interest and 53.3 percent feeling excited to share their experience with others. Even so, the overall pattern reflected a program that successfully built confidence, strengthened communication and decision-making skills, and supported positive youth–adult partnerships. These outcomes contributed to stronger club environments and helped prepare young people to participate in their communities with greater confidence, empathy, and a readiness to lead. Page 9 of 83 COMMUNITY DEVELOPMENT Paul Roback, Community Development Educator A 3-hour staff development workshop (Real Colors) where Ozaukee County staff increased their ability to recognize their strengths and the strengths of others, build rapport quickly with others, understand how others process information, and modify their communication to connect with others. The workshop is intended to help workplace teams work together more effectively. Since 2014, Community Development Educator Paul Roback has facilitated Real Colors workshops in response to organizations and local governments expressing a need for staff development in effective communication and team building. These goals align with the outcomes for Real Colors, which is an interactive three-hour workshop that teaches skills to understand human behavior and improve communication with others. Ozaukee County’s Highway Commissioner contacted Paul requesting that he provide a Real Colors workshop for Ozaukee County staff. In response, Paul taught a three-hour Real Colors workshop for 18 participants. All participants completed end of session evaluations. From attending the workshop, 100% increased their ability to recognize their strengths and 95% increased their ability to recognize the strengths of others. Additionally, 72% increased their ability to build rapport quickly with others, 83% increased their ability to understand how others process information, and 76% increased their ability to modify their communication to connect with others. Overall, participants evaluated Paul’s facilitation of the workshop as a 4.5 on a 5-point Likert Scale (1=poor and 5=excellent). One participant commented they would use workshop information “to see other’s strengths and use them to build up my team.” The University of Wisconsin-Madison Division of Extension provides equal opportunities in employment and programming in compliance with state and federal laws. Page 10 of 83 AGRICULTURE Crops Liz Gartman, Regional Crops Educator Planning for a four-session, 2026 Focus on Forage webinar series for livestock producers, forage growers and agriculture consultants. The goal of the series is to provide timely forage management guidance to improve forage quality and meet farm productivity goals. ● Dairy and livestock producers require high quality forages to meet the animal production goals on their farms. Using a quality forage base reduces feed inputs and leads to improved animal health, milk production and growth. There are many opportunities for forage growers to increase forage dry matter production and quality while optimizing input costs, and this series aims to provide research based solutions to these producers. ● The Focus on Forage planning team identified topics and speakers that address the key management challenges and opportunities that exist for forage growers. Ongoing planning will result in four scheduled webinars in February 2026 that will each address a specific topic area related to forage production. Dairy Manuel Peña, Regional Dairy Educator A meeting for dairy farm managers and their workforce to present the progress of the program we are developing for their use to gather their feedback and insights to help finalize and enhance the program’s design and effectiveness. On dairy farms, heavy machinery such as tractors and skid loaders plays a vital role in daily operations, but it also poses significant safety risks. According to the University of Wisconsin Madison’s Agricultural Safety &   Health Program, tractors have caused the majority of non ‑ highway farm fatalities in Wisconsin recently, and machinery is frequently involved in entanglement, crushing and other serious injuries. We are developing a training toolbox that farms can access at any time to support workforce education. These meetings are designed to gather feedback from farm managers and workers, helping us refine the program to ensure it’s practical, effective, and tailored to the needs of those who will use it. Of these funds, $11B will be used for the Farmer Bridge Assistance (FBA) Program to provide relief for row crop farmers who produce barley, chickpeas, corn, cotton, lentils, oats, peanuts, peas, rice, sorghum, soybeans, wheat, canola, crambe, flax, mustard, rapeseed, safflower, sesame and sunflower. The FBA Program aims to provide support to producers using a uniform formula to cover a portion of modeled losses during the 2025 crop year. Farmers who qualify can expect payments to be released by February 28, 2026. Eligible farmers should ensure their 2025 acreage reporting is factual and accurate by 5pm ET on December 19, 2025. The remaining $1B will be reserved for commodities not covered in the FBA Program such as specialty crops – fruits, vegetables, tree nuts, horticulture, nursery crops, sugar, etc. - though details for those payments, including timelines are still under development. Page 31 of 83 To submit questions, justification for USDA farmer bridge aid, or to request a meeting on farmer bridge aid, producers can reach out to farmerbridge@usda.gov. Regenerative Ag Pilot On Wednesday, December 10, USDA Secretary Rollins alongside HHS Secretary Kennedy announced a Regenerative Pilot Program to encourage farmers to adopt practices to improve soil health, enhance water quality, and boost long-term productivity, in line with the Make Our Children Healthy Again Strategy released earlier this year. The pilot program will utilize $400 million from EQIP and $300 million from CSP to fund regenerative agriculture practices. The pilot program intends to streamline the application process and increase flexibility by requiring only one application per producer. In addition, NRCS is establishing the Chief’s Regenerative Agriculture Advisory Council to meet quarterly and advise the NRCS Chief to review progress and help guide data and reporting improvements. PERMIT Act On Thursday, December 11, the House took up the Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act. This bill limits the scope of the Clean Water Act by redefining navigable waters (Waters of the United States/WOTUS) to exclude waste treatment systems, ephemeral features that flow only in direct response to precipitation, prior converted cropland, groundwater, or any features determined to be excluded by the US Army Corps of Engineers. This bill aims to codify many of the exclusions contained in the proposed definition of WOTUS and remove the potential for continuation of the WOTUS whiplash folks have experienced in the last 15 years. Many of the proposed amendments to the bill attempt to clarify permitting processes for specific projects and develop support systems for state-led water quality initiatives in light of the narrowing scope of WOTUS. After passing the House on a mostly party-line vote, the bill will now head to the Senate. Executive Board Last week members of NACD’s executive board met with leadership from USDA’s Farm Production and Conservation office (FPAC), US Fish and Wildlife Service (FWS) and the Environmental Protection Agency (EPA) to share NACD’s commitment to locally led voluntary conservation and to highlight the importance of our various partnerships. The discussion with FWS highlighted NACD’s long history of engagement with habitat and species protection and emphasized the readiness of districts to engage where needed. While at EPA, NACD leadership discussed the proposed definition of Waters of the United States (please see NACD GA updates memo from 12/1/2025 for more information) and the importance of the 319 program to clean water conservation efforts. Both meetings were well received and productive. Page 32 of 83 EPA & Army Corps Unveil Clear, Durable WOTUSProposal Definition to Protect Water Resources, Accelerate Growth & Economic Opportunity  November 17, 2025 Contact InformationEPA Press Office (press@epa.gov) WASHINGTON – U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin, together with Assistant Secretary of the Army forCivil Works Adam Telle, today announced a proposed rule that would establish a clear, durable, common-sense definition of “waters ofthe United States” (WOTUS) under the Clean Water Act. The proposal, unveiled at an event today at EPA headquarters in Washington,DC, follows the Supreme Court decision in Sackett and delivers on the Trump Administration's commitment to protect America's waterswhile providing the regulatory certainty needed to support our nation’s farmers who feed and fuel the world and advanceEPA’s Powering the Great American Comeback initiative <https://epa.gov/newsreleases/epa-administrator-lee-zeldin-announces-epas-powering-great- american-comeback>. The agencies developed this proposed rule using input from multiple sources, including a pre-proposal recommendations docket, information from nine public listening sessions, and consultation comments from states, tribes, and local governments. Key proposedrevisions include: Defining key terms like “relatively permanent,” “continuous surface connection,” and “tributary” to appropriately delineate thescope of WOTUS consistent with the Clean Water Act and Supreme Court precedent; Establishing that jurisdictional tributaries must connect to traditional navigable waters either directly or through other features thatprovide predictable and consistent flow; Reaffirming that wetlands must be indistinguishable from jurisdictional waters through a continuous surface connection, whichmeans that they must touch a jurisdictional water and hold surface water for a requisite duration year after year; Strengthening state and tribal decision-making authority by providing clear regulatory guidelines while recognizing their expertise inlocal land and water resources; Preserving and clarifying exclusions for certain ditches, prior converted cropland, and waste treatment systems; Adding a newexclusion for groundwater; and Incorporating locally familiar terminology, such as "wet season," to help determine whether a water body qualifies as WOTUS; In addition, the limitation to wetlands that have surface water at least during the wet season and abut a jurisdictional water willfurther limit the scope of permafrost wetlands that are considered to have a continuous surface connection under the proposed rule. These proposed changes are intended to provide clarity and consistency to the continuous surface connection definition. When finalized, the rule will cut red tape and provide predictability, consistency, and clarity for American industry, energy producers, thetechnology sector, farmers, ranchers, developers, businesses, and landowners for permitting under the Clean Water Act. “When it comes to the definition of ‘waters of the United States,’ EPA has an important responsibility to protect water resources while settingclear and practical rules of the road that accelerate economic growth and opportunity,” said EPA Administrator Zeldin. “DemocratAdministrations have weaponized the definition of navigable waters to seize more power from American farmers, landowners, entrepreneurs, and families. We heard from Americans across the country who want clean water and a clear rule. No longer shouldAmerica’s landowners be forced to spend precious money hiring an attorney or consultant just to tell them whether a Water of the UnitedStates is on their property. EPA is delivering on President Trump’s promise to finalize a revised definition for WOTUS that protects thenation’s navigable waters from pollution, advances cooperative federalism by empowering states, and will result in economic growthacross the country.” Page 33 of 83 “In recent decades, the regulatory uncertainty caused by changing and complicated definitions of Waters of the United States undulyburdened the American people and undermined our nation’s economic competitiveness,” said Assistant Secretary Telle. “Now, we areproposing a definition that follows the law as affirmed by the Supreme Court and will deliver the clear and durable regulatory certaintyAmericans deserve from the federal government.” “We are pleased that the new rule protects critical water sources while respecting the efforts of farmers to protect the natural resourcesthey’ve been entrusted with,” said American Farm Bureau Federation President Zippy Duvall. “The Supreme Court clearly ruled severalyears ago that the government overreached in its interpretation of what fell under federal guidelines. We are still reviewing the entire rule, but we are pleased that it finally addresses those concerns and takes steps to provide much-needed clarity.” The definition of WOTUS influences Clean Water Act implementation, including whether farmers, landowners, and American businessesmust secure permits before they can pursue projects that might impact surface water quality. Having a durable, consistent, and cleardefinition of WOTUS is essential to lowering costs for Americans and accelerating economic growth while protecting human health andthe environment. Under the Biden Administration, EPA and the Army’s Amended 2023 definition of WOTUS failed to faithfully implement the SupremeCourt’s holding in Sackett v. Environmental Protection Agency. Under Administrator Zeldin’s leadership, EPA and the Army Corps tookswift action by issuing a memo in March clarifying the limits on federal jurisdiction over adjacent wetlands. This proposed rule is the nextstep toward establishing a common-sense, durable definition. The agency’s proposed definition of WOTUS would fully implement the court’s direction by focusing on relatively permanent, standingor continuously flowing bodies of water—such as streams, oceans, rivers, and lakes—and wetlands that are connected andindistinguishable from such waterbodies. It will accelerate economic prosperity by revising, for example, exclusions for certain ditches, prior converted cropland, and waste treatment systems and by adding an exclusion for groundwater. The proposal also takes intoaccount seasonal and geographic variability by including waters that flow uninterrupted throughout the wetter months in the proposeddefinition of “relatively permanent” waters, based on pre-proposal feedback. This proposal recognizes that states and tribes know their local land and water resources best. The proposed definition of WOTUSprotects water quality by affirming federal protections where appropriate and supporting the role of states and tribes as primaryregulators managing their own land and water resources. Cooperative federalism has been a cornerstone of Clean Water Actimplementation and the agency’s proposed WOTUS rule at last fulfills that commitment to real, shared federal and state responsibility. The proposed rule was informed by input from a pre-proposal recommendations docket and consultation comments from states, tribes, and local governments. The agencies also considered information provided through nine listening sessions <https://epa.gov/newsreleases/epa- and-army-wrap-initial-listening-sessions-move-toward-proposal-revise-2023>, including public sessions hosted online and in-person from West Virginiaand Utah. The proposed rule will be published in the Federal Register and open for public comment for 45 days. EPA and the Army will host twohybrid public meetings. Details about commenting either in writing or during a public meeting can be found on EPA’s website. Theagencies look forward to reviewing public comment while working to expeditiously develop a final rule. Please see additional information on Waters of the United States . Specifically, this grant will support site assessments at parcels 040281201000 (Waubeka Mill) and 040281201200 (Button Factory) in Waubeka adjacent to Mill Street and the Milwaukee River in the Town of Fredonia (see attached map). The Department has been working with the Wisconsin Department of Natural Resources, Town of Fredonia, and the private landowner on the remediation and land transfer to Ozaukee County for these parcels. Both the Waubeka Mill and Button Factory buildings are dilapidated and are non-conforming structures since they are located in C-1 zoning (Lowland Conservancy District) by the Town of Fredonia which permits the present use of the properties, are located in a flood hazard zone, doesn’t meet setback requirements, and has been a discontinued use for more than 12 months and would not be buildable under any circumstances involving the existing improvements. Eligible activities for the SAG grants include: 1. the investigation of environmental contamination on an eligible site or facility for the purposes of reducing or eliminating environmental contamination, such as Phase I and II Environmental Assessments; 2. the demolition of any structures, buildings or other improvements located on an eligible site or facility (projects seeking funding for demolition activities should demonstrate that clearing the site will facilitate and provide greater access for environmental site investigation); 3. the removal of abandoned containers, as defined in § 292.41(1), from an eligible site or facility; 4. Asbestos abatement activities, as defined in § 254.11(2), conducted as part of eligible activities listed above on an eligible site or facility (if an asbestos removal project is in a rural community, site investigation is not required for the project); 5. removal of underground hazardous substance storage tank system; and, 6. the removal of underground petroleum product storage tank systems. Per the Wisconsin Department of Natural Resource’s Bureau for Remediation and Redevelopment Tracking System (BRRTS), an underground storage tank on the Waubeka Mill parcel was previously identified and remediated, however, residual groundwater and soil contamination is still present on the property and additional investigation (sampling and analysis) is required if soil is removed or disturbed. Local force account support is not an eligible WEDC SAG grant activity. ANALYSIS: The WEDC SAG grant award is $142,800, pending final site access permission from the private landowner. The Ozaukee County Natural Resources Committee unanimously approved the submittal of the WEDC SAG grant at its September 4, 2025 meeting (Ayes: Holyoke, Jobs, Matera, Schoessow). Matching funds equal to at least 20% of the grant award are required ($35,700), which will be provided by a pending Ozaukee County Project Capital Fund grant for a total project cost of $178,500. The original proposed grant budget included a WEDC grant request amount of $150,000 with a local match amount of $30,000 for a total project cost of $180,000. The final project budget and WEDC award amount was modified based on recent professional services proposals, demolition estimates as provided in recent appraisal reports, and WEDC staff review and modifications to the grant proposal. There have been no changes to the project scope since grant submittal. Summary: BACKGROUND INFORMATION: The Ozaukee County - Planning and Parks Department (Department) was awarded a grant from the Wisconsin Department of Natural Resources (WDNR) non-competitive Lake Monitoring and Protection Network (LMPN) Grant Program. Specifically, this grant will fund County activities to survey and monitor aquatic invasive species (AIS) of vegetation and water quality conditions and conduct AIS education and outreach activities on inland lakes, rivers and streams in Ozaukee County. Primary activities would include providing education and outreach programming for landowners and other stakeholder organizations (e.g. homeowners associations) and municipalities (e.g. Village of Thiensville and Grafton) and training of volunteers to conduct monitoring and control efforts in the long term. In addition, the Department will partner with the Southeastern Regional Planning Commission (SEWRPC) to conduct AIS and selective water quality monitoring/surveys. The Department participated in the LMPN program in 2024 and 2025 and this project is a continuation and expansion of Department efforts to monitor and control invasive species and provide education and outreach programming through the Fish Passage Program and overall Ecological Division. ANALYSIS: The total WDNR LMPN grant award is $11,446. The Ozaukee County Natural Resources Committee unanimously approved the submittal and acceptance of the WDNR LMPN grant at its September 30, 2025 meeting (Ayes: Holyoke, Jobs, Matera) and the Ozaukee County Board of Supervisors unanimously approved Resolution 25- 30 at its November 5, 2025 meeting (Ayes - 20, Nays - 0, Absent - 6). No project match is required. The original grant request was $11,500. The object class category budget allocations in the grant application summary were revised in the application submittal, but there have been no changes to the project scope or budget since grant submittal. Specifically, this grant will support County activities to restore approximately five acres of old-field and turf grass into native warm-season prairie in Mee-Kwon County Park and Golf Course in the City of Mequon. The Department has been managing Mee-Kwon County Park and Golf Course for invasive species, restoring native vegetation in prairies and woodlands, managing stormwater through wetland restoration and providing bird habitat through bird box installation. The WDNR CCA grant will support additional Department activities to purchase seed and restore old field on the golf course (out of bounds area) and turf grass (around maintenance building) to diverse native prairie to provide habitat for grassland bird species and pollinators (e.g., bees and butterflies). The diversity of plant species will also provide an attractive display of flowers and grasses, further beautifying the park and golf course. Project activities will be completed by Department staff. ANALYSIS: The WDNR CCA grant award is $2,135. The Ozaukee County Natural Resources Committee unanimously approved the submittal and acceptance of the WDNR CCA grant at its August 7, 2025 meeting (Ayes: Holyoke, Jobs, Matera, Schoessow) and the Ozaukee County Board of Supervisors unanimously approved Resolution 25-19 at its September 3, 2025 meeting (Ayes - 25, Nays - 0, Absent - 1). The required 1:1 matching funding will be provided by the Department through Golf Course Enterprise Fund, in-kind staff time, equipment, supplies and mileage for a total project cost of $6,670. The original WDNR CCA grant program request was $3,335. WDNR CCA grant program revenue comes from the sale of hunting and fishing licenses and state sales tax on hunting and fishing equipment. Funding allocations for Wisconsin’s southeast region typically totals approximately $8,457, and the total grant award is dependent on the number of awarded grants and overall project budget. Thus, the actual WDNR CCA grant award ($2,135) was lower than the original request amount ($3,335). The Packer Foundation rotates its project/program focus areas each year and one of the 2025 priorities is environmental projects. Specifically, this grant will support contracting with conservation corps (e.g. Milwaukee Community Service Corps, Wisconsin Youth Conservation Corps and Great Lakes Community Conservation Corps) for assistance with invasive species management and public access trail development in Hawthorne Hills County Park in 2026. Invasive species management and public access trail development will be followed by native tree and shrub planting (under separate project funding) as part of a comprehensive effort to further restore the ecology in the Ozaukee County Park System. In conjunction with ongoing restoration and trail development projects, this grant will help mitigate invasive species impacts to the high-quality woodlands and Natural Area of Countywide and Regional Significance (NA-2), the Milwaukee River Mesic Woods, the Milwaukee River and Hawthorne Hills County Park, support volunteer and conservation corps activities, and improve Ozaukee County's native vegetation communities for greater ecological benefit. From 2019 - 2023, the Department managed invasive species and developed additional trails in Hawthorne Hills County Park through US Environmental Protection Agency – Great Lakes Restoration Initiative, National Fish and Wildlife Foundation – Sustain Our Great Lakes, US Forest Service – CWMA and Natural Resource Foundation – Quiet Trails grant funding and the proposed project would be a continuation of recent management and expansion to new areas. ANALYSIS: The Packer Foundation grant award is $3,000. The Ozaukee County Natural Resources Committee unanimously approved the submittal and acceptance of the WDNR CCA grant at its June 6, 2025 meeting (Ayes: Holyoke, Jobs, Matera, Schoessow). Matching funds are not required, but the project will be supported by a pending Southeastern Wisconsin Invasive Species Consortium (SEWISC) grant, We Energies Foundation (WEF) grant, volunteers (e.g., AmeriCorps NCCC) and in-kind Department staff time, supplies, equipment and lodging use for a total project cost of approximately $22,615.
