AGENDA INFORMATION SHEET
AGENDA DATE: December 4, 2025
DEPARTMENT: Planning and Parks
DIRECTOR: Andrew Struck
PREPARER: Matt Aho
Agenda Summary Resolution: Submittal and Acceptance of a Wisconsin Emergency
Management Pre-Disaster Flood Resilience Implementation Grant for the Milwaukee River
Oxbow Nature Preserve Along County Highway Trunk W and the Milwaukee River in the
Village of Saukville for Historic Riparian Floodplain, Wetlands and Oxbow Habitat Restoration
as part of the County Highway Trunk W Road Reconstruction and Restoration Project
BACKGROUND INFORMATION: The Ozaukee County - Planning and Parks Department
(Department) proposes to submit an application to the Wisconsin Emergency Management (WEM)
Pre-Disaster Flood Resilience Implementation (PDFRI) grant program to support a County-
sponsored floodplain, wetland and historic oxbow restoration project in conjunction with a road
reconstruction and improvement project. Specifically, the Department is partnering with the
Ozaukee County Highway Department to engineer and design a holistic, long-term solution to
improve County Trunk Highway W (CTH W) and alleviate flooding of the active roadway in the
Village of Saukville, while improving connectivity for aquatic organisms into the historic riparian
floodplain, wetlands and Milwaukee River oxbow. Engineering and design are ongoing for a new
roadway that allows for floodplain, wetland and historic oxbow reconnection and functional fish
and wildlife habitat connectivity by allowing substantial floodwater to pass under the new
roadway, while improving the road infrastructure and safety by reducing flood occurrence.
Secured 2024 National Fish and Wildlife Foundation (NFWF) National Coastal Resilience Fund
(NCRF) funding is supporting final design and engineering and permitting of project plans that
include floodplain and historic oxbow connectivity and wetland restoration (as a goal). This
pending WEM funding will support implementation (construction and restoration) of final project
plans with a focus on the historic oxbow, floodplain and wetland habitat reconnection, restoration
and enhancement. This grant submittal is consistent with ongoing and previously completed
habitat restoration projects in Ozaukee County. This project is supported by the following County

Item Name: Resolution 25-50: Supporting American Transmission Company’s Ozaukee County Distribution
Interconnection Project Utilizing the Identified Alternate Transmission Route
Summary:
Resolution was approved by the Executive Committee at the January 5, 2025 meeting.
This resolution expresses Ozaukee County’s support for American Transmission Company’s (ATC) proposed
electric transmission upgrades needed to serve the data center development in the Port Washington area.
The resolution strongly favors ATC’s Alternate transmission route, which primarily uses existing transmission
corridors and rights-of-way. This approach minimizes impacts to farmland, environmentally sensitive areas, rural
landscapes, and local landowners, and aligns with the County’s Comprehensive Plan and Farmland Preservation
Plan.
The resolution urges the Wisconsin Public Service Commission to give strong consideration to the Alternate route
and formally opposes ATC’s Preferred and Preferred Contingent routes. It also authorizes County staff and legal
counsel to comment and intervene in the PSC proceeding and directs distribution of the resolution to relevant state
agencies and stakeholders.
Recommended Action:
Approve the resolution supporting ATC distribution interconnection project utilizing the alternate transmission
route. and forward to County Board for final approval.

RESOLUTION NO. 25-50
SUPPORTING AMERICAN TRANSMISSION COMPANY’S OZAUKEE COUNTY
DISTRIBUTION INTERCONNECTION PROJECT UTILIZING THE IDENTIFIED
ALTERNATE TRANSMISSION ROUTE
WHEREAS, the American Transmission Company (ATC) has applied to the Wisconsin
Public Service Commission (PSC) for the Ozaukee County Distribution Interconnection Project
to construct and upgrade electric transmission infrastructure to serve a large new load associated
with a large scale and high impact economic development of a data center in the Port
Washington area; and
WHEREAS, Ozaukee County recognizes the Port Washington data center as a significant
economic development opportunity that supports job creation, capital investment, technological
advancement, and the long-term economic competitiveness of the region and the State of
Wisconsin; and
WHEREAS, the County supports the timely and reliable delivery of electric power
necessary to accommodate major economic development projects and recognizes the importance
of a resilient and modern electric transmission system; and
WHEREAS, ATC has identified multiple routing options for the transmission facilities
needed to serve the data center, including an alternate route that substantially utilizes existing
electric transmission corridors and associated rights-of-way; and
WHEREAS, the use of existing transmission corridors reduces impacts to productive
farmland, environmentally sensitive resources, and established rural landscapes, while also
limiting disruption to landowners and local communities; and
WHEREAS, Ozaukee County’s adopted Multi-Jurisdictional Comprehensive Plan: 2035
and Farmland Preservation Plan for Ozaukee County: 2050 emphasize preserving economically

WHEREAS, routing transmission facilities within existing corridors is consistent with
county adopted plans and represents a practical approach to accommodating growth while
minimizing land use conflicts; and
WHEREAS, the Wisconsin Public Service Commission (PSC) is charged with evaluating
transmission proposals and determining routes that best serve the public interest, including
consideration of environmental impacts, land use compatibility, and the efficient use of existing
infrastructure;
NOW, THEREFORE, BE IT RESOLVED, that the Ozaukee County Board of
Supervisors strongly supports ATC’s identified Alternate transmission route that relies primarily
on existing transmission corridors and rights-of-way within Ozaukee County and stands in strong
