REPORT OF COUNTY ADMINISTRATOR a) Lasata CBRF Update Update on the construction status. b) ERP Update Staff spoke with other counties that have implemented either of the two finalists and will be meeting this week to discuss them. New launch date is set for January 1, 2028. c) 2026 Project Fund Page 5 of 16 The current project fund balance is $1.7 million and the process for departments to apply for monies will kick off soon. d) Opiate Fund Strategy Through meetings with the Sheriff, District Attorney, Human Service Director and Public Health Director, the funds received from the opiate lawsuit have a concessus to provide an in-person clinic thru the Human Service Department to receive treatment when transitioning from jail to outside life. This will be discussed at the Health and Human Services meeting in December. 8. COMMITTEE REPORTS Supervisor Stelter shared that the Finance Committee will be reviewing the policy and procedure for the wire transfer and schedule of vouchers process at the January meeting. 9. Agenda Item Information Sheet To: EXECUTIVE COMMITTEE From: Jason Dzwinel, County Administrator Meeting Date: January 5, 2026 Department/Office: Dept of Administration Item Name: Resolution: Supporting American Transmission Company’s Ozaukee County Distribution Interconnection Project Utilizing the Identified Alternate Transmission Route Summary: This resolution expresses Ozaukee County’s support for American Transmission Company’s (ATC) proposed electric transmission upgrades needed to serve the data center development in the Port Washington area. The resolution strongly favors ATC’s Alternate transmission route, which primarily uses existing transmission corridors and rights-of-way. This approach minimizes impacts to farmland, environmentally sensitive areas, rural landscapes, and local landowners, and aligns with the County’s Comprehensive Plan and Farmland Preservation Plan. The resolution urges the Wisconsin Public Service Commission to give strong consideration to the Alternate route and formally opposes ATC’s Preferred and Preferred Contingent routes. It also authorizes County staff and legal counsel to comment and intervene in the PSC proceeding and directs distribution of the resolution to relevant state agencies and stakeholders. Recommended Action: Approve the resolution supporting ATC distribution interconnection project utilizing the alternate transmission route. and forward to County Board for final approval. SUPPORTING AMERICAN TRANSMISSION COMPANY’S OZAUKEE COUNTY DISTRIBUTION INTERCONNECTION PROJECT UTILIZING THE IDENTIFIED ALTERNATE TRANSMISSION ROUTE WHEREAS, the American Transmission Company (ATC) has applied to the Wisconsin Public Service Commission (PSC) for the Ozaukee County Distribution Interconnection Project to construct and upgrade electric transmission infrastructure to serve a large new load associated with a large scale and high impact economic development of a data center in the Port Washington area; and WHEREAS, Ozaukee County recognizes the Port Washington data center as a significant economic development opportunity that supports job creation, capital investment, technological advancement, and the long-term economic competitiveness of the region and the State of Wisconsin; and WHEREAS, the County supports the timely and reliable delivery of electric power necessary to accommodate major economic development projects and recognizes the importance of a resilient and modern electric transmission system; and WHEREAS, ATC has identified multiple routing options for the transmission facilities needed to serve the data center, including an alternate route that substantially utilizes existing electric transmission corridors and associated rights-of-way; and WHEREAS, the use of existing transmission corridors reduces impacts to productive farmland, environmentally sensitive resources, and established rural landscapes, while also limiting disruption to landowners and local communities; and WHEREAS, Ozaukee County’s adopted Multi-Jurisdictional Comprehensive Plan: 2035 and Farmland Preservation Plan for Ozaukee County: 2050 emphasize preserving economically viable agriculture, protecting natural resources, and encouraging orderly development that balances rural and urban land uses; and WHEREAS, routing transmission facilities within existing corridors is consistent with county adopted plans and represents a practical approach to accommodating growth while minimizing land use conflicts; and WHEREAS, the Wisconsin Public Service Commission (PSC) is charged with evaluating transmission proposals and determining routes that best serve the public interest, including consideration of environmental impacts, land use compatibility, and the efficient use of existing infrastructure; NOW, THEREFORE, BE IT RESOLVED, by the Ozaukee County Board of Supervisors that the County expresses its support for the upgrades to ATC’s electric transmission infrastructure; and BE IT FURTHER RESOLVED, that the Ozaukee County Board of Supervisors strongly supports ATC’s identified Alternate transmission route that relies primarily on existing transmission corridors and rights-of-way within Ozaukee County and stands in strong opposition to ATC’s identified Preferred and Preferred Contingent transmission routes; and Page 8 of 16 BE IT FURTHER RESOLVED, that the Ozaukee County Board of Supervisors respectfully encourages the Wisconsin Public Service Commission to give strong consideration to ATC’s identified Alternate transmission route that maximizes the use of existing transmission infrastructure while minimizing impacts to farmland, environmentally sensitive areas, and established communities; and BE IT FURTHER RESOLVED, that the Ozaukee County Clerk is authorized and directed to transmit a copy of this resolution to the Wisconsin Public Service Commission, the Governor of the State of Wisconsin, members of the Wisconsin Legislature representing Ozaukee County, the American Transmission Company, We Energies, the Wisconsin Counties Association, and the Wisconsin Department of Natural Resources. BE IT FURTHER RESOLVED, that the Executive Committee, in consultation with the County Administrator and County Corporation Counsel is authorized to comment and intervene on the ATC’s request to construct and upgrade electric transmission infrastructure in Ozaukee County. A new ward (Ward 8) had to be created because ward lines cannot cross Supervisory District lines. On November 18, 2025, the City of Port Washington Common Council adopted an Ordinance annexing territory to the City of Port Washington from the Town of Port Washington. A new ward (Ward 9) had to be created because ward lines cannot cross Supervisory District lines. FISCAL IMPACT: N/A Recommended Action: Approve the change to Supervisor Districts 3 & 4 in the County Code of Ordinances. Attachments: 1.
