Agenda Item Information Sheet To: HEALTH & HUMAN SERVICES COMMITTEE HUMAN SERVICES BOARD From: Jason Dzwinel, County Administrator Meeting Date: December 16, 2025 Department/Office: Dept of Administration Item Name: Lasata CBRF Chage Order Approval Summary: This action item provides an overview of the Lasata CBRF construction project change orders, including those already approved administratively under County policy and those requiring committee review and action. Change Orders Approved Administratively (Per County Change Order Policy) Change Orders 1–4 were processed within the Administrator’s approval authority. These items either resulted in net project savings or represented necessary field adjustments. Change Order 1 – Sanitary Sewer and Water Connections A series of sewer and water connection modifications were required to ensure compatibility with existing Lasata Crossings infrastructure. • Net impact: ($43,726.00) • Status: Accepted Change Order 2 – Reinforcement of Building Slab on Grade • Credit for substitution of forta fiber reinforcement in lieu of wire mesh. • Net impact: ($4,200.00) • Status: Accepted Change Order 3 – Electrical Connections and Material Updates • Electrical final runs into rooms using metal clad armored cable in lieu of conduit. • Net impact: ($67,200.00) • Status: Accepted Change Order 4 – Additional Asphalt Subsurface Base • Increased driveway gravel base from 1.25" to 3.0" to ensure long-term durability. • Net impact: $655.00 • Status: Accepted Total Net Value of Administrator-Approved Change Orders: ($114,471.00) Change Orders Requiring Committee Approval Change orders 5-7 should be considered separately by the committee as action items with distinct motions and votes on each. Change Order 5 – Addition of 19 ADA-Accessible Shower Modules Page 7 of 23 Amount: $55,221.00 These shower units are essential for resident use and ADA compliance; however, they were not clearly included in the original bid drawings. The contractor priced them as an added scope item. Because functionality of the CBRF depends on their installation, approval is necessary to maintain project continuity. Change Order 6 – HVAC System Improvement: Hot Water Heat in Resident Rooms Amount: $102,417.00 This modification replaces in-wall PTAC units with a more efficient hot-water heating system. Rationale: • Improves long-term energy efficiency • Reduces heating costs over the life of the building • Minimizes maintenance associated with PTAC units This change is not required to meet code but provides long-term operational savings and a better resident environment. Change Order 7 – Installation of Universal Changing Table in Public Restroom Amount: • Equipment: $11,500.00 • Room reconfiguration: $10,000.00 • Total: $21,500.00 This item is optional and not required for code compliance. The existing plans already meet all applicable accessibility standards. Committee direction is requested regarding whether to incorporate this amenity into the project. Financial Summary • Net Approved via Administrator Authority: ($114,471.00) • Total Change Orders Requiring Approval: $179,138.00 Recommended Action: Review change orders 5–7 separately for approval.
