Public Comments: None 4. Motion to Approve Minutes of the Thursday, September 3rd, 2026, Board of Trustees Meeting, and General Fund, Water and Sewer Invoices made by Trustee. Seconded by Trustee Franck. Passed by 5-0 voice vote. 5. Report on Village Committees by: a) Planning Commission: President Lenz shared that the Planning Commission met to hold a public hearing on the amendment to the boundary to TID #3. The Commission passed a resolution approving the boundary amendment. They also recommended approval to the Board of Trustees the CSM that combines the two affected parcels. 6. Report on Village Operations by: a) Village President: President Lenz thanked staff for their teamwork in response to a recent watermain break. VILLAGE OF FREDONIA Find Your Moments Here b) Village Administrator: Administrator Jenkins shared that Badger Paperboard is doubling their footprint in a major expansion project. He stated that the Village executed the offer to purchase the remaining parcel in the industrial park, and it’s now with the purchaser, John Spitz, to do his due diligence. He shared that state aid numbers are trickling in and he is inputting the data into the budget. Administrator Jenkins reviewed the budget approval process and stated the 2027 draft budget is balanced and has a limited effect on the mill rate. He sent the Fire and EMS questionnaire to the local chiefs, and the results will be shared at a future Joint Fire & EMS Advisory Committee meeting. He is hopeful participating communities and fire departments can continue to find ways to work together. He and President Lenz met with Oracle to discuss a potential donation opportunity, and they attended the Nine Ladies Dancing ribbon cutting ceremony. He thanked the staff for their professional response to the recent significant water main break. c) Village Marshal: Marshal Leet reported that the new speed sign had arrived but did not match the specs he ordered. The company has been very responsive: they agreed to exchange signs with a new one that includes free upgrades. Trustee Stowe asked if Marshal Leet had an update on the recent zoom security breech, and what could be done to avoid it happening again. Marshal Leet said that his counterparts at State DCI and the FBI have been able to track the issue to a Russian overseas group. He stated that staff have tightened security protocols in the zoom portal and participants now must register in advance of the meeting. d) Fire Chief: Chief Weyker’s team participated in joint training on September 7 th and 8th. He said there is a new volunteer ambulance driver and two new part-time paramedics. He shared that the Village is on track for a record year for ambulance calls, in part due to an expanded response area. Chief Weyker was impressed by the recent National Night Out, hosted in Belgium. October 4-10 is Fire Prevention Week and the Open House is scheduled for October 11. Trustee Stowe requested additional clarification on call metrics. Chief Weyker stated that response times continue to decline. e) DPW Director: Director Paulus shared that the final clarifier’s electrical components failed, and new ones are no longer manufactured. He is compiling quotes for repairs. He said the lab underwent a DNR audit and that all manual read water meters in the Village have now been replaced. Director Paulus stated it was difficult to find repair parts for the recent watermain break on Fredonia Ave, and plans to stock these parts moving forward. Port Washington and Belgium both shared parts to help restore service. He stated that the new mini excavator was a lifesaver. Trustee Stowe asked if there is any disciplinary action planned against the boring company. Administrator Jenkins stated the project is overseen by Ozaukee County and a significant bill that includes water loss, replacement parts, and staff time was sent to the boring company. He plans to withhold a right-of-way permit until payment is made. f) Village Clerk: Clerk Johnson stated that the August Primary Election has been reconciled and closed out. Ballots for the November General Election have been sent out, care facility voting has been scheduled, and she is working on staffing. The “I Voted” Sticker contest is underway. She attended the WMCA Conference, which was a great opportunity to learn legislative updates and network. She has put time and effort into ordinance updates and the TID #3 boundary amendment. g) Village Treasurer: Not present, report on file. h) Ozaukee County District 2 Supervisor: Not present, no report on file. 7. Items for Action and/or Discussion a) Motion to Approve Resolution 2026-09: A Resolution Approving an Amendment to the Project Plan and Boundaries of Tax Incremental District No. 3 made by Trustee Stowe. Seconded by Trustee Redmond. Mr. Taves explained that Badger Paperboard is planning to expand their facility at 760 Tower Dr into the adjoining vacant lot. They intend to combine the two parcels via CSM. Part of the new parcel would be in the TID, and part would be outside the boundaries. To capture the increment and facilitate the expansion project, TID 3’s boundaries must be amended to include the entire newly created parcel. He reviewed the project plan, including development estimates and the timeline for the amendment approval. Trustee Stowe asked how confident Mr. Taves is in the development projections. The Village has minimum development guarantees from all but one parcel. Passed by 5-0 voice vote. b) Motion to Approve CSM 2026-02: Combining Parcels #090351501600 and #090351501500, Applicant: Smiley Properties, LLC, Agent: Eric Ott; J.E. Arthur and Associates, Address: 760 Tower Dr. & Contiguous Vacant Lot made by Trustee Abegglen. Seconded by Trustee Franck. Administrator Jenkins stated that Badger Paperboard is combining parcels to accommodate their significant expansion. Passed by 5-0 voice vote. c) Motion to Approve Ordinance 2026-03: Pertaining to Cross Connection Inspections made by Trustee Franck. Seconded by Trustee Redmond. Administrator Jenkins stated that no changes had been made since the first reading. Passed by 5-0 voice vote. d) Motion to Approve Ordinance 2026-04: Pertaining to The Operation of Electronic Bikes and Scooters made by Trustee Stowe. Seconded by Trustee Abegglen. Passed by 5-0 voice vote. e) Discussion and Possible Action on Building Inspection Services: Candidates Max Uttech and Kunkel Engineering. Administrator Jenkins explained that the current building inspector, Jeremy Pfiefer has resigned, having spread himself too thin across the multiple municipalities he serves. Administrator Jenkins and Clerk Johnson explored two different candidates for replacement. Kunkel Engineering is a firm that could handle the entire permitting process from beginning to end. Max Uttech is an individual who can provide inspection services with the support of Village staff. The benefit of working with Kunkel would be long term stability and off-loading the entire permitting process to an off-site office. They have an established company with a team of inspectors and office support staff. They have their own fee schedule and residents would interact with directly them rather than Village staff. If the Board selects Mr. Uttech, he would integrate directly into the Village team. Residents would still be able to apply for a permit or receive information from Clerk Johnson. Clerk Johnson would continue to have oversite in Village projects, which will aide her annual work on the assessment roll. She and Administrator Jenkins recommend continuing the same level of personal service at Village Hall by hiring Mr. Uttech. The risk is that inspectors with his qualifications are thin on the ground, and staff may be returning in a year or so if Mr. Uttech is over-extended as Inspector Pfeifer was. Inspector Uttech has his own simplified fee schedule that the Board will need to approve at an upcoming meeting. Mr. Uttech is requesting a 75/25 permit fee split; Kunkel is requesting a 90/10 split. Administrator Jenkins reminded the Board that the Village is not in the market to make money on building permits. Motion to Approve Max Uttech, of State Certified Inspections to Provide Building Inspection Services made by Trustee Franck. Seconded by Trustee Redmond. Passed by 5-0 voice vote. 8. Correspondence: None 9. Items for Future Consideration: President Lenz reminded the Board that the Mid- Moraine Municipal Association Dinner Meeting is scheduled for September 23, 2026 at 6:00PM at the Fredonia Fire Station. 10. Motion to Adjourn made by Trustee Stowe. Seconded by Trustee Abegglen. Passed by 5-0 voice vote. Respectfully Submitted, Michelle T. Johnson Village Clerk FREDONIA VILLAGE BOARD MEETING MINUTES Thursday, October 1st, 2026 at 7:00 PM Fredonia Government Center - Board Room 242 Fredonia Avenue, Fredonia, Wisconsin 1. President Lenz called the meeting to order at 7:00PM, followed by the Pledge of Allegiance. 2. Trustees Present: Trustees Excused: Staff Present: 3. Public Comments: None 4. Motion to Approve General Fund, Water and Sewer Invoices made by Trustee Franck. Seconded by Trustee Syring. Passed by 6-0 voice vote. 5. Report on Village Committee By: a) Joint Review Board: Clerk Johnson said the Board approved an amendment to the boundaries of TID #3, necessary because of a planned expansion of Badger Paperboard’s facility, located outside of the TID, into a congruent lot, located inside the TID. 6. Items for Action and/or Discussion a) Motion to Approve Resolution 2026-011: Authorizing a DNR Surface Water Grant Application made by Trustee Syring. Seconded by Trustee Franck. Clerk Johnson reminded the Board that the Village was awarded a $75,000 Funds for Lake Michigan grant to apply towards a stormwater management study. Stantec has been engaged to conduct the study, VILLAGE OF FREDONIA Find Your Moments Here however there is a $10,000 funding gap between Stantec’s fee and the amount of the grant. This resolution would authorize Village staff to apply for a DNR Surface Water Grant that would cover the difference. Trustee Stowe asked if there was a financial impact if the grant is not awarded. Clerk Johnson responded that Stantec would limit the scope of work to meet the available funding if the Surface Water Grant is not awarded. Passed by 6-0 voice vote. b) Motion to Approve Resolution 2026-012: A Resolution Declaring Official Intent to Reimburse Expenditures from Proceeds of Borrowing for Wastewater Treatment Plant Upgrade made by Trustee Franck. Seconded by Trustee Redmond. Clerk Johnson stated that the Village is in the final stages of applying for a Clean Water Fund Loan through the State of Wisconsin to pay for the potential Wastewater Treatment Plant upgrade. This resolution is a requirement of the application package and will allow the Village to reimburse itself for expenditures made prior to receiving any borrowed funds. The resolution was drafted by Quarles and Brady and utilizes standard IRS language. The $10,000,000 is a placeholder and does not indicate the full amount the Village intends to borrow. Trustee Stowe asked for an update on the upgrade. Clerk Johnson stated that the DNR had approved the engineering plans and the loan application was finalized that day. Administrator Jenkins arrived. He shared that plans had been approved and the project will go to bid in late November and awarded in early December. The project must be awarded to the lowest eligible bidder. The Public Works Committee will then review the winning bid and make a recommendation to the full Board. Administrator Jenkins will be prepared with detailed information on how each piece of the project will impact utility rates. Trustee Stowe asked how much money has been spent on the project to date. Administrator Jenkins stated that engineering plans and bond council were expenditures qualified for reimbursement, however the 2026 budget has accounted for the $448,000 already spent. Passed by 6-0 voice vote. c) Motion to Approve Quarles and Brady Bond Counsel Scope of Engagement made by Trustee Redmond. Seconded by Trustee Franck. Administrator Jenkins shared that retaining bond council is another requirement of the Clean Water Fund Loan program. They guide the bonding process and issue a legal opinion for the application package. Trustee Van Roo asked if Administrator Jenkins reached out to any other firms for a quote. Administrator Jenkins said the scope of the work is outside of the expertise of the Village’s municipal council, and Quarles and Brady have worked with the Village in the past and is a subject matter expert. Passed by 6-0 voice vote. d) Motion to Approve State Certified Inspections Fee Schedule made by Trustee Stowe. Seconded by Trustee Franck. Administrator Jenkins shared Inspector Uttech’s pared-down building fee schedule. He stated that the fee schedule will make it much easier for contractors and residents to apply for building permits. He highlighted that some fees have gone up, but there are savings for residents in the larger projects and in new construction. The fee schedule will allow the Village to move from eight permit applications down to two. Clerk Johnson asked the Board to give staff a bit of latitude in tweaking the fee schedule, as it represents a significant shift and will likely require minor updates as staff put it into action. Any significant changes will be brought to the Board for approval. Passed by 6-0 voice vote. 7. Correspondence: none 8. Items for Future Consideration: Clerk Johnson shared the “I Voted” Sticker Contest flier. 9. Motion to Adjourn made by Trustee Syring. Seconded by Trustee Franck. Passed by 6-0 vote. Fredonia Government Center – Village Board Room 242 Fredonia Avenue, Fredonia, Wisconsin 1. Chairman Lenz called the meeting to order at 7:00PM, followed by the Pledge of Allegiance. 2. Members Present: Chairman Lenz, Commissioner Franck, Commissioner Winker, Commissioner Barta, Commissioner Buvid, Commissioner Steffen Members Excused: Commissioner Weiland Staff Present: Director Paulus, Adam Krenek of Neuen’s Fredonia Lumber. 3. Public Comment: None 4. Motion to Approve Minutes from Monday, September 14 th, 2026, Planning Commission Meeting made by Commissioner Buvid. Seconded by Commissioner Franck. Passed by 6-0 voice vote. 5. Items for Action and/or Discussion a) Motion to Approve Marie Kraus Pavilion Site Plan made by Commissioner Franck. Seconded by Commissioner Winker. Director Paulus shared the site plan for the Marie Kraus Pavilion, detailing that there is a planned storage area in the rear and electrical outlets planned to accommodate rentals. Mr. Krenek stated there is not a defined color palette yet but would likely match the PWSB building. There will be a tongue-and-groove ceiling and lighting on the ceiling. After discussion, the Commission directed Director Paulus to price out the addition of stonework to the bottom of the interior wall and a roll-up door that is wide enough to accommodate different types of sports equipment. Director Paulus stated that the addition of a storage area in the pavilion would allow the Village to convert the storage area at the existing bathrooms into an ADA-compliant bathroom stall and perhaps a concession stand in the future. Passed by 6-0 voice vote. . 6. Correspondence: None VILLAGE OF FREDONIA Find Your Moments Here 7. Items for Future Consideration: None 8. Motion to Adjourn made Commissioner Buvid. Seconded by Commissioner Franck. Passed by 6-0 voice vote. Meeting adjourned at 7:14 PM From the Desk of: Christophe E. Jenkins Village Administrator October 2026 Village Administrators Report 1. Smart Residential, Industrial, and Commercial Growth Badger Paperboard officially broke ground on its industrial park expansion following approval of its erosion control permit. The project is expected to add $7–9 million in assessed value to TID #3, increase manufacturing capacity, and create additional jobs. Progress also continues on the remaining 15-acre TID #3 parcel. Mr. John Spitz and the Village signed an initial Offer to Purchase and Site Work Agreement, beginning the due diligence period. Mr. Spitz is coordinating erosion control and exploring fill from the nearby Vantage site, with the goal of completing site work this fall. Other development updates include: • Hillcrest: The draft Planned Unit Development amendment is moving through its process. We continue working toward finalizing the Developer’s Agreement. • Former Neuen’s North site: The DNR has begun the RFP process for redevelopment planning, supported by a State grant. • Nine Ladies Dancing: We celebrated the business’s grand opening and welcomed the team to its new facility. • Additional development: Site-plan reviews, permitting, and discussions continue for residential, commercial, and manufacturing opportunities. Director Paulus and I also met with Strand to review water capacity and future growth plans. While the system is operating within normal expectations, significant development will place additional demands on our water infrastructure. This will be an important consideration as we plan for future growth. 2. Responsible Fiscal Policy Work on the 2027 budget has advanced to preparation of the budget book, following the Finance Committee’s review and recommendation. This has been one of the most challenging budgets of my tenure, given outside financial pressures and limited revenue growth. Thank you to our department heads and staff for finding creative ways to manage costs and minimize impacts on taxpayers. VILLAGE OF FREDONIA Find Your Moments Here The Wastewater Treatment Plant (WWTP) upgrade remains a major financial consideration. Current planning assumptions are a 25% utility rate increase and approximately $6.2 million in borrowing, subject to the final project scope and bids. Unfortunately, the Village was determined ineligible for Clean Water Fund Loan principal forgiveness because Census data places our median household income above the program’s threshold. We are evaluating whether to adjust the project scope or delay construction while considering the financial impact on residents. Additional financial planning includes: • Water Utility rate study: We requested proposals from CLA and Ehlers for a potential 2027 Public Service Commission rate case. • WWTP financing: Staff continue working with Strand and Ehlers to evaluate financing options and the most responsible path forward. • Budget transparency: Treasurer Upson and I completed our next “It Takes a Village!” video explaining the municipal budget process. 3. Support Public Safety & Infrastructure Our Public Works team continued routine maintenance and infrastructure improvements, including: • Grass cutting, branch chipping, park maintenance, and water sampling. • Utility locates and coordination with utility providers. • Winterizing the Splash Pad and preparing equipment for the colder months. • Addressing a water main break on Wisconsin Avenue and coordinating pavilion excavation. We also passed the first full inspection of the Wastewater Treatment Plant laboratory. This operation provides valuable services to neighboring communities while creating a revenue opportunity for the Village. The Village Board approved Max Uttech of State Certified Inspections to provide residential and commercial inspection services beginning in the fourth quarter. Clerk Johnson and I have started onboarding and updating the fee schedule, forms, and procedures to ensure a smooth transition. The recent 12-inch water main break caused by an outside contractor required an extraordinary response from Village staff. The team worked through the night to restore service and documented approximately $12,000 in costs, which were itemized and provided to the responsible contractor. Thank you to Director Paulus and the entire team for their quick response and follow-through. The incident also prompted a review of resident notification options. Since the Village website already offers email and text alerts, we will focus on making these existing tools more visible and accessible. Finally, all three participating Fire Chiefs submitted their Joint Fire/EMS questionnaires. We are compiling the responses for the group’s next meeting as discussions continue on regional cooperation and future service models. 4. Encourage Open Communication & Collaboration President Lenz and I met with Oracle’s Community Engagement Manager to discuss potential support for Village priorities, including housing, fire equipment, and parks. We look forward to continuing these conversations and exploring resources that could advance community projects. Our monthly Department Head meeting provided an opportunity to review projects, deadlines, and departmental needs while strengthening coordination across the organization. Other communication and collaboration efforts included: • Fall newsletter: Clerk Johnson began preparing the Fall 2026 newsletter, featuring departmental updates, the 2027 budget, and highlights from the year. • Election preparation: Absentee ballots for the November 3 General Election were received and processed. • “I Voted!” sticker contest: Entries continue arriving from public and private schools, with participation shaping up to be a record-breaker. • Regional collaboration: Fredonia hosted the Mid-Moraine Municipal Association dinner at our Fire Station, where municipal leaders shared updates and discussed the value of professional management and intergovernmental cooperation. 5. Strong Sense of Community Our first Movie in the Park drew a great turnout for the live-action Lilo & Stitch. Weather required adjustments to the remaining schedule, but we look forward to welcoming families back for the fall showings. We also enjoyed the Annual Employee Appreciation Picnic, bringing Village staff, elected officials, and families together. Thank you to everyone who attended – and thankfully, we wrapped up before the Packers game got too stressful! The public feedback session for the Parks and Open Space Plan brought valuable input from residents who care deeply about our parks. We will incorporate that feedback as we work toward adoption. The future Marie Kraus Pavilion received Plan Commission approval, with recommendations for wider doors and decorative brickwork if financially feasible. We are also exploring potential donations to enhance the project. Time and again, I’m impressed by the generosity and involvement of our residents, businesses, and community partners. Thank you to everyone who contributes to making Fredonia a great place to live, work, and grow! Thank you, Christophe E. Following changes to the Village Board and elected and appointed offices, these guiding principles were reviewed at the May 2026 Village Board meeting. The Board's general direction was to continue using the existing statements and priorities, with an additional review to occur before the 2027 budget is finalized. Staff Comments: To date, staff has not received any direction from the Village Board indicating that revisions to the Mission Statement, Vision Statement, or Strategic Priorities are necessary. Staff continues to use these guiding principles to inform daily operations, decision-making, and communications in support of the Village's goals and continued success. In the absence of requested changes, staff recommends that the Village Board formally re-adopt the existing Mission Statement, Vision Statement, and Strategic Priorities to reaffirm their continued role in guiding Village operations and future planning. Village’s Mission statement, Vision statement, and Strategic Priorities VILLAGE OF FREDONIA Find Your Moments Here I • STRATEGIC PLANNING In May of 2023, the Village began a strategic planning process lead by President Gehrke and Administrator Jenkins. A sub-committee was created made up of the Village President and Administrator, along with Village Trustees Bartz and Haas, Treasurer Depies, Public Works Director Paulus, Port Washington State Bank Branch Manager BreAnna Porth, Northern Ozaukee School District Superintendent Dave Karrels, and local real estate agent Stephanie Morano-Long. Over the summer, the Subcommittee met five separate times discussing the following: Day 1- Discussed the group’s overarching feelings about the Village of Fredonia: “Good, Bad, and Ugly”, identified stakeholders, and defined what a “Mission” and “Vision” are. Day 2- Reviewed committee survey results, identified strategic priorities and weighed against wants and funding, and finalized Village’s Mission & Vision drafts. Day 3- Reviewed Village’s census data and discussed metrics for success in priorities. Day 4- Finalized metrics and established goals and obstacles for housing. Day 5- Reviewed citizen survey results and completed goals for commercial, industrial, and recreational use within the Village. Based on survey responses, group discussion, and overall feedback, the following themes were highlighted:  Clear growth mindset while valuing “small-town” feel  Balance affordable-living and conservative financial policy with public needs/wants  Investing in public infrastructure and public safety was important At the conclusion of this process, new Mission and Vision statements were created and strategic priorities were established. Below are the Village of Fredonia’s Mission and Vision statements. Strategic Priorities are outlined on the following page. VISION: “We are a proactive and results-oriented community, continuously moving forward and planning for the future. We are committed to responsibly serving our community and embracing new ideas. Request for Board Consideration Item Description: Water Rate Study Report Prepared By: Treasurer Upson Report Date: 10/1/2026 Meeting Date: 10/7/2026 Strategic Priority? o Smart Residential, Industrial, or Commercial Growth o Responsible Fiscal Priority o Supports Public Safety and Infrastructure o Encourages Open Communication and Collaboration o Strong Sense of Community Fiscal Summary: $9,500 - $10,500 Budget Line Item: 600-00-53700-000-670 Wisconsin Statute or Local Ordinance: N/A Background Analysis: The Village should periodically do a full water rate study to ensure that the current rates are sufficient to financially support the water fund. Our recent annual financial audits have shown that the water utility revenues have not been enough to cover expenses. We need to analyze the data from the recent past and extrapolate to the future needs of the fund to determine what rates are needed and then apply the rate study with the PSC for review and approval. We need the assistance of experienced individuals/firms to assist us in this effort so we obtained quotes from our auditors, CliftonLarsonAllen LLP, and our financial advisors, Ehlers. Staff Comments: Both firms provided details for the water rate study. Based on the quotes provided, CLA has quoted a range of $9,500-$10,500 while Ehlers is at $16,000. We propose to award CLA as we feel that they will do a good job with this and cost less than Ehlers. The Finance Committee voted unanimously to recommend approval of the study to the Village Board of Trustees. BUILDING COMMUNITIES. IT’S WHAT WE DO. September 30, 2026 Proposal to Provide a Water Rate Study to the: Village of Fredonia, WI Prepared by: Ehlers N19W24400 Riverwood Drive, Suite 100 Waukesha, WI 53188 Advisors: Brian Roemer Senior Municipal Advisor Paul Boening Associate Municipal Advisor Peter Curtin Senior Fiscal Consultant ~EHLERS - PUBLIC FINANCE ADVISORS Village of Fredonia, WI Page 1 2027 WRS Proposal Ehlers Transmittal Letter Re: Proposal to Provide a Water Rate Study to the Village of Fredonia We are pleased to present this proposal to the Village of Fredonia. We believe our expertise and reputation, our dedication to proactive client service, and our unique project approach provide a compelling relationship option for the Village to consider. For more than 60 years, Ehlers has helped its municipal clients build strong and vibrant communities through its municipal advisory services. The following qualitative factors separates us from competing firms: Expertise . Ehlers has staff dedicated to the specialized work of completing utility rate studies. We serve clients across Wisconsin and throughout the upper Midwest. In the last five years (8/1/20 21-7/31/26), our firm has completed over 100 utility rate studies and 78 conventional rate case applications to the Wisconsin Public Service Commission (PSC). Process. Our process is designed to facilitate effective decision-making. Our rate studies are completed in phases with the first phase being a Long-Range Cash Flow Analysis. To our knowledge, our competitors cannot complete an analysis to the level of detail we strive for due to their lack of Municipal Advisor designation, or do not complete this vital step. The analysis will provide decision makers with the framework for options on how to fund ongoing and future financial obligations. In addition, we evaluate and educate the ways to navigate Conventional Rate Cases to their individual utility needs and not simply following the PSC math. Client-First Values . Ehlers prides itself on transparent communication, proactive service, and an unwavering dedication to deploying client resources most efficiently and effectively. At the core, we will provide the Village with ongoing dialogue and idea-sharing, independent analysis, customized water rate options, and a competitive, value-oriented fee structure. Our team will be led by Brian Roemer and supported by Paul Boening and Peter Curtin. Thank you for including us in this process. We appreciate your consideration and look forward to discussing how Ehlers can best serve the Village of Fredonia. Our approach is flexible and has proven to deliver the information, recommendations, and facilitated discussions essential to setting utility rates with confidence and accuracy. Ehlers proposes and agrees to provide the following scope of services for the water utility rate study (“Study”): Phase I – Information Request, Review, and Long-Range Cash Flow Analysis • Under this phase we will assess the need for a Conventional Rate Case with the PSC using a long-range cash flow analysis.
