Followed by Pledge of Allegiance. Don, Jessica, Kurt, Chris, Eric and arriving later, Dan. Also, Isak Fruchtman and Philip Bzdusek from Strand. Minutes of the 06/21/23 P/W meeting were accepted. Phil, from Strand, elaborated on some of the changes recommended for the next phase of the WWTP upgrade. These would include removing the bio-tower and repurposing many of the tanks as well as redirecting flows. Eric suggested adding a meeting/lunch room and a garage. Chris left for a Town meeting. Next, the committee viewed the scheduled equipment sheet and found it could be recreated to better serve its purpose. Next, the committee went over the planned road improvements from the CIP. Each category had a selected project and two alternates with cost estimates. That was fine, but there was no document staging priorities into the future. Chris returned to meeting. We then looked at the purchase of a piece of vacant land adjacent to the Village Garage. Dan joined the meeting. VILLAGE OF FREDONIA Find Your Moments Here The owner of the land is willing to sell it and the committee thought the Board should negotiate a price and buy it. Dan had an item for future consideration which was the paving of the Marie Krause parking lot. From the Desk of: Christophe E. Jenkins Village Administrator Permission to Bid Project 2026-01: Washington Ave Reconstruction 1-15-2026 Public Works Committee, In the 2026 Annual Operating budget, we planned for the reconstruction of Washington Avenue, in it’s entirety, from N Milwaukee to Wilson. Due to the connection points of the underlying utilities, this work would extend into the intersection of N Milwaukee itself. In preparation, our team has met with our Village engineers at Strand to draw up plans and bidding documents, and have reviewed alongside Public Works Chairperson Franck. In total, we budgeted $570,000 for this work - $220k for paving, $140k for Water, and $210k for Sewer – all of which will be added as part of the Village’s 2026-27 bonding package. Strand’s estimate, which is attached, totals $548k, and hopefully bids will come in a bit lower as they historically have. Staff is asking for permission to bid out this project, which will be followed up with receival of contractors bid documents by mid-February, and then approval by the Village Board. Thank you, Christophe E. Jenkins Village Administrator VILLAGE OF FREDONIA Find Your Moments Here \\strand.com\projects\MIL\3800--3899\3844\023\Correspondence\Owner\2026.1.12_90% Drawings \Washington Ave Reconstruction Project Summary.docx Washington Ave Reconstruction The Washington Avenue Reconstruction project involves the rebuilding of approximately 550 linear feet (LF) of roadway. This work includes full-depth reconstruction with new asphalt pavement, replacement of driveway aprons, and installation of new concrete curb and gutter throughout the project limits. Spot replacement of sidewalk panels will also be performed to address areas of deterioration. As part of the roadway and pedestrian improvements, ADA-compliant curb ramps will be installed at the north side of the intersection of Washington Avenue and Milwaukee Ave. These upgrades will improve accessibility and ensure the project meets current ADA standards. In addition to roadway improvements, the project includes significant underground utility upgrades. Approximately 550 LF of water main, 370 LF of sanitary sewer, and 140 LF of storm sewer will be installed to replace aging infrastructure and enhance system reliability. The project also includes the replacement of associated sanitary sewer laterals and water services. Additional inlets are proposed at the east end of Washington Ave to increase capacity and mitigate ponding on the roadway. Jenkins Village Administrator Permission to Bid Project 2026-02: Stoney Creek Park and Filmore Street Public Parking Lot 1-15-2026 Public Works Committee, As part of the 2026 Annual Operating Budget, funding has been planned for the excavation of the existing parking lots, construction of a new base, and asphalt paving at both Stoney Creek Park and the Fillmore Street Parking Lot. While on site, staff also planned to evaluate a potential fix to the existing 24-inch culvert beneath Fillmore Street, along with a mill and overlay of Fillmore Street from Fredonia Avenue to Stoney Creek. A total of $62,000 has been budgeted for this work, all of which will be included in the Village’s 2026–27 bonding package. While this is a conservative funding amount, staff believes the project can be accomplished by performing the excavation and base grading in-house and potentially coordinating with the County for the asphalt paving. Staff is requesting permission to work with Ozaukee County Highway Department for the asphalt and culvert work, as opposed to bidding out. The project could be bid out, but we feel due to the size and scope of the project, the bidding process can be passed over at this time. Contract documents are anticipated to be received by mid-February, after which the project will be brought before the Village Board for approval. Thank you, Christophe E. Jenkins Village Administrator VILLAGE OF FREDONIA Find Your Moments Here VILLAGE OF FREDONIA REQUEST FOR PROPOSALS Reconstruction The Village of Fredonia invites qualified contractors to submit proposals for asphalt laying of two municipal parking lots, both located along Filmore Avenue. Utilize saw-cutting to achieve an increase in the number of panels repaired • Result: In 2025, the Village repaired an extra 24 unsafe sidewalk panels using saw-cutting. 2. Develop a strategic and proactive program to identify sidewalk defects until budget is reached • Result: Safe Step LLC consulted with Village of Fredonia to establish a 25 point criteria for defect identification and classification and confirmed the sidewalk areas/locations to be evaluated. • Village of Fredonia provided priority areas for evaluation; .84 of those miles were able to be evaluated for saw-cutting and R&R defects until the budget was reached. 3. Obtain accurate documentation for decision-making and record-keeping • Result: Safe Step LLC provided defect data through their exclusive online portal “Sidewalk Central.” • Village of Fredonia maintains full control to review and choose preferred repair types for each defect evaluated in the project area. • The data included the nearest defect address, defect measurements and photos, a map view of all defects, and other relevant notes; Completed saw-cutting repairs also include a repair photo for quality control and timestamp for record-keeping. 4. Decrease staff time and costs for sidewalk evaluations, documentation, and project management • Result: Village of Fredonia saved an estimated 6 engineering and management hours utilizing Safe Step LLC for the sidewalk consultation and reporting of 988 data points collected during the sidewalk evaluation; These costs are included as part of Safe Step's saw-cutting repairs.
