Seconded by Commissioner Redmond. Passed by 6-0 voice vote. 5. Items For Action and/or Discussion a) Motion to Recommend Approval to the Village Board of Trustees of CSM 2025-01 made by Commissioner Franck. Seconded by Commissioner Barta. Applicants: Village of Fredonia, Bruce and Deborah Paape, Jennifer and William Watry Agent: Strand Engineering Parcel Numbers: 090500109000, 090500108001, 090500107000, 090500106000, 090500105000, 090500102000 and 090500108000. As part of staff’s due diligence in processing a fence permit application for 508 Fredonia Ave, it was discovered that the applicant, Bruce Paape, did not have a back yard in which to put a fence, and the current property lines reflected that the Village owned a portion of his building, as did his neighbor, Jennifer Watry. Further, the property lines to the north show Village ownership of a portion of Mr. Paape’s rental property, 118 Fillmore St., including a fence. The three property owners negotiated a mutually agreeable compromise, which is reflected in the CSM. Administrator Jenkins shared a map that showed Stoney Creek Park down to Fredonia Ave. It combines all public land into one parcel, fine tunes the lines around Mr. Paape’s rental property (ensuring the currently dilapidated fence is on his land) and sections off a portion of parkland to Jen’s Place, adding a small amount of land back onto the tax roll. Commissioner Redmond asked if all parties are in agreement. Administrator Jenkins stated they were. Passed by 6-0 voice vote. b) Discussion and Possible Action on Fence Permit Application Applicant: Monrey Ortiz Agent: Same Address: 137 Edmaro St Administrator Jenkins said Mr. Ortiz applied for a fence permit that is not in compliance with the Village’s current fence ordinance. Mr. Ortiz wishes to install a cattle panel fence, and the materials must be approved by the Planning Commission before the building inspector can issue the fence permit. Mr. Ortiz stated he doesn’t like the look of chain link fence and that most of the fence would be hidden by a hedgerow. The fence will be four feet tall. He has permission from the rear neighbor to place his fence on the back lot line. Commissioner Weiland arrived. Mr. Ortiz said that if the hedges die or are removed, he will replace the fence. Motion to Approve Ortiz Fence Permit Application as Presented made by Commissioner Buvid. Seconded by Commissioner Barta. Passed by 7-0 voice vote. 6. Items for Future Consideration: Administrator Jenkins shared that the Commission will soon consider an ordinance update to the Village’s household occupation and Ms. Hannah Cholip’s proposal for rezoning a portion of 415 Fredonia Ave from commercial to residential. 7. Motion to Adjourn made Commissioner Franck. Seconded by Commissioner Buvid. Passed by 7-0 voice vote.
