Present: Chairman Leider, Commissioners Janik, Koeppen, Lundh, Clarke, Winquist, and Clerk Jenkins, with Co. Jentges Excused. In Audience: Residents Christine Luft, Dan Risch, Mark and Jeff Mayer, Vern & Delores Eliason, Bob, Keri, Kaylin Eichner, and Taylor Rudlaff of Miller Engineers Scientists. 2- Approval of Agenda: -Motion to Approve by Janik, 2nd by Winquist. Approved Unanimously. 3- Public Comments (Comments are limited to 3 minutes, and may only be regarding Items on the Agenda): -Christine Luft: Opposed to DR AG CUP as A1 is meant for agricultural use, and thus not conducive to a parking lot. Concerned of neighboring property values and eyesore of equipment. Wishes to have tree lines and less lighting. -Vern Eliason: Opposed to DR AG CUP as conditions of their previous CUP have not been met. 4- Minutes: Discussion and possible action to approve minutes of the December 4th, 2024 meeting. -Motion to Approve by Clarke, 2nd by Lundh. Approved Unanimously. 5- Site Plan Review: Applicant: Double M Dairy, LLC – Mark Mayer N5759 Kay K Road FREDONIA, WI 53021 Agent: Miller Engineers Scientists 5308 S 12th Street Sheboygan, WI 53081 -Chairman Leider and Mark Mayer from Double M Dairy reviewed the plans. No concerns from the Commission. Motion to Approve by Janik, 2nd by Koeppen. Approved Unanimously. 6- Consideration to Grant a Conditional Use Permit (CUP) to allow for the construction of a new free stall barn and parlor and increasing animal units from 858 to 1,287. Co. Janik suggested adding following rules set in State Statute ATCP 51.01. Commission concurred. Finalization of the CUP is set for March 5th, 2025 Plan Commission. 7- Motion to Set a Public Hearing for Double M Dairy, LLC Conditional Use Permit -Motion to Set the Public Hearing before the Town Board on March 12 th, 2025 at 7:30pm by Winquist, 2nd by Koeppen. Approved Unanimously. 8- Consideration to Grant a Conditional Use Permit (CUP) to allow for the construction of a new 70x190 pole barn and installation of a gravel driveway and 6-acre parking lot. Applicant: DR Ag Service – Dan Risch W4964 Pioneer Rd FREDONIA, WI 53021 Agent: DR Ag Service – Dan Risch W4964 Pioneer Rd FREDONIA, WI 53021 -Clerk Jenkins reviewed the draft CUP and asked for additions. Co. Janik brought up the CUP from 2020 for DR AG of which the conditions of fencing has not been met and recommended Mr. Risch follow through on those commitments. Co. Janik stated that the majority of the conditions placed on the previous CUP should be replicated on the new CUP. Commission concurred. Discussion on hours of operation was had between the audience and Commission desiring for work to not take place until 5am and not late into the evenings. Clerk Jenkins will make updates to the CUP as discussed and bring back for further discussion at the March 5th, 2025, Plan Commission. 9- Motion to Set a Public Hearing for DR Ag Service Conditional Use Permit -Tabled by Consensus 10- Adjourn: -Motion to Adjourn by Koeppen, 2nd by Winquist at 8:25pm Christophe E.
